Countries highlighted in yellow represent those with updates since our last report. Country Travel Restrictions and/or Special Conditions Afghanistan International • The Afghanistan Civil Aviation Authority has announced that reduced international commercial flights are gradually resuming. Emirates, Turkish, Ariana, and Kam airlines are resuming operations. • All passengers travelling with Emirates and Fly Dubai from Afghanistan must be able to present a COVID-19 negative certificate to be accepted for travel. This certificate must be issued no more than 96 hours prior to commencing your travel by a laboratory accredited to issue test certificates. • Land borders with China, Tajikistan, Turkmenistan, and Uzbekistan are shut, although cargo and other essential traffic is exempt. • The border with Iran is open. • Pakistan has reopened its border with the country for trade. • Arriving passengers who do not show COVID-19 symptoms are advised to quarantine for 14 days. Those with symptoms should contact the Ministry of Public Health for care. Domestic • Domestic flights are currently operating on a very limited basis. • Movement between Kabul and the other provinces is restricted, although the movement of essential goods and medical professionals are exempt. © 2020 Anvil Group Confidential Special Conditions • No more than four people are authorised to travel in vehicles. Police officers are issuing fines to those that do not adhere to the measures. Åland Islands N/A Albania International • An international flight ban has been lifted. This will apply to flights at Tirana International Airport (TIA) and journeys will be conducted in accordance with health and safety guidelines. • Airlines will reportedly be responsible for informing passengers of potential restrictions or requirements at destination airports. • Land borders are open with the exception of the border with Montenegro which remains closed until a further notice from the Montenegrin authorities. • Greek residents travelling to Greece from Albania you must complete an online Passenger Locator Form (PLF) at least 48 hours before your arrival in Greece. The form is online, in English. You may also have to comply with other requirements from the Greek authorities, including testing and self-isolation. The 14-day quarantine requirement has been removed and will only apply to specific situations. Domestic • A state of emergency is no longer in effect. • Public transportation is largely suspended nationwide. • Public transportation has resumed operations in Tirana. Capacity cannot exceed 70 percent, passengers must remain at least one meter apart, and face masks and gloves are required in the vehicles and at stations. Special Conditions • Most large gatherings have been suspended. Social distancing should still be practiced. • Most shops, beaches, gyms, and parks have reopened. • Cultural activities, theatres, pools, and nightclubs remain closed or suspended. Algeria International • Non-essential travel restrictions from Algeria to the European Union are gradually being lifted; check individual countries. • Algeria has suspended most non-cargo international flights and closed its land borders until further notice. • Ferry services are suspended until further notice. Domestic • Domestic flights have been cancelled. • Algeria has extended curfew hours - 20:00 to 05:00 local time - in 29 provinces (Adrar, Chlef, Laghouat, Oum El Bouaghi, Batna , Béjaïa, Biskra, Béchar, Blida, Bouira, Alger, Djelfa, Sétif, Sidi Bel Abbès, Annaba, Constantine, Médéa, M'Sila, Mascara, Ouargla, Oran, Bordj Bou Arréridj, Boumerdès, Tissemsilt, El Oued, Khenchela, Souk Ahras, Tipaza and Relizane) until 12 August. • Travel between these provinces is also prohibited, bar the movement of personnel and goods. • Additional restrictions and curfews may be implemented or re-imposed. anvilgroup.com Page 2 of 164 Special Conditions • Buses and taxis in urban areas have resumed services with a limited number of passengers. Taxi drivers are ordered to take one client only. • Some businesses such as clothing and shoe shops, car rentals and hair salons are reopening. • Face masks are mandatory in all public places. • Food markets, construction services, and barber shops have been allowed to reopen. American International Samoa • All international flights are suspended until further notice. • All entry has been suspended except for permanent residents. • All travellers must present proof of a negative COVID-19 test within 72 hours. • A mandatory 14-day quarantine will be imposed on all arrivals. • Hawaiian Airlines is not expected to resume flights between Hawaii and American Samoa before September. • Samoa Air and Talofa Air flights are suspended. • Flights from Samoa to American Samoa to bring skilled and technical workers into the territory have been put on hold due to changes in requirements. The Samoa government now required travellers from American Samoa to have a negative Covid-19 test three days before arrival at Faleolo airport. Domestic • A state of emergency is in effect until at least 30 August. • Limited public transportation is operating. Special Conditions • Businesses are permitted to operate between 05:00 and 21:00 local time. All government employees can resume full working hours. • Public gatherings of more than 150 people are banned. • Face masks and social distancing protocols are required in public spaces. • Officials have implemented the following codes to determine the level of restrictions in place. American Samoa is currently in CODE BLUE. • Code Blue: While coronavirus-free. Entry permits are suspended until further notice, except for residents and approved personnel. Schools are open. Public gatherings and business operations are permitted. • Code Yellow: With one or more confirmed COVID-19 cases, heightened hygiene practises are expected across the islands. Businesses can only operate between 05:00 and 16:00 local time. Restaurants will be open for take away only. Families are encouraged to isolate. Non-essential travel will be restricted. A curfew order beginning at 21:00 will be implemented. • Code Red: If experiencing a severe spread of COVID-19, all air and sea travel is suspended, and ports of entry closed, except for military and cargo operations. Businesses can only operate between 05:00 and 12:00 local time. All public gatherings are banned and all ASG operations suspended. • In regard to social gatherings, ceremonies for the bestowal of matai titles are now permitted but with social distancing practices and an attendance restriction of 50 couples. • Visitors, both from around the US and overseas, are not be allowed to attend such title bestowal events. anvilgroup.com Page 3 of 164 Andorra International • The borders with France and Spain are open, although some restrictions may still take effect for Andorrans entering Spain. • If you are transiting through France or Spain, you should refer to the Spain travel advice or France travel advice for information on local measures in place. • Residents of Andorra are considered EU residents for the purpose of EU restrictions Domestic • Public transport in Andorra is operating at a reduced capacity. Special Conditions • Establishments such as restaurants, hotels, retail spaces, sports facilities, and cultural centres are expected to be gradually reopening. • Open businesses likely have capacity limits implemented. • The majority of schools and training centres are shut. • Staying at home as much as possible is being advised. • Wearing a face mask is mandatory in public. People are encouraged to stay 1.5 metres apart from each other. Angola International • Angola has closed all land and sea borders other than for cargo traffic, humanitarian aid, and the transportation of ill travellers. • Authorities have suspended international commercial flights to and from the country until further notice. • Travellers permitted entry, must show proof of a negative COVID-19 test from within the past 8 days prior to arrival and may be subject to a 14-day quarantine period. Domestic • The state of emergency has been downgraded to a state of calamity. • The government has relaxed a ban on commercial transit between provinces, but movement for leisure purposes is still suspended. • Luanda and Cuanza Norte provinces are closed for overland personal travel or domestic flights until at least 9 August. • Public transport is operating at 75 percent capacity until 18:00 local time. Special Conditions • Large events and any gatherings over 50 people have been banned. • Most businesses are able to resume operations at full capacity. • Restaurants are open at 50 percent capacity until 16:00 local time but can be open until 22:00 local time for take-away services. • Hotels and guest houses are open. • Schools are closed and access to and from the capital has been banned. • Beaches, pools, marines, theatres, libraries, and media centres are closed. • Residents are being asked to remain indoors other than to acquire food and other essential goods or services. • Face masks are required when shopping, in public offices, and on public transport.     Pacific Studies Series About Oceanic Voyages: Aviation in the Pacific International aviation services are crucial to trade, growth, and development in the Pacific region. Improved access provided by international aviation from every other region in the world to an increasing number of islands is opening new opportunities. Tourism contributes substantially to income and employment in many Pacific countries, usually in areas outside of the main urban centers, and enables air freight services for valuable but perishable commodities that would otherwise not be marketable. Although some features of the Pacific region make provision of international aviation services a challenge, there have also been some notable successes that offer key lessons for future development. Case studies of national aviation sector experience show the value of operating on commercial principles, attracting international and OCEANIC V private-sector capital investment, assigning risk where it can best be managed, and liberalizing market access. Integration of the regional market for transport services, combined with harmonized but less restrictive regulations, would facilitate a greater range of services at more competitive prices. Pacific island country governments have the ability to create effective operating environments. When they do so, experience O shows that operators will respond with efficient service provision.     January 2018 AVIATION REGULATORY UPDATE DELTA PREVAILS OVER DOT ENFORCEMENT OFFICE IN DISPUTED CONSENT ORDER CASE A DOT Administrative Law Judge recently issued an order in favor of Delta’s challenge of a DOT Notice of Enforcement Proceeding and Proposed Assessment of Civil Penalties for the carrier’s alleged violation of DOT’s codeshare disclosure rule (14 C.F.R. 257.5(b)), the prohibition against unfair and deceptive trade practices (49 U.S.C. § 41712(c)), and the violation of a prior cease and desist order that prohibited Delta from failing to comply with the Department’s codeshare disclosure requirements. The proposed civil penalty was for $660,000. Delta refused to pay the penalty, and DOT filed a formal enforcement complaint under 14 C.F.R. Part 302. This is quite unusual as most carriers choose to follow the consent order process rather than risk formal litigation with DOT. The penalty resulted from a lengthy investigation by DOT’s enforcement office, during which DOT analysts called the Delta reservations line, pretending to be passengers interested in booking one‐way flights on a codeshare partner. If the DL reservation agent failed to disclose that the flight was operated by a codeshare partner, DOT noted a violation even though no tickets were purchased. Delta argued, and the ALJ agreed, that the applicable statute and regulation specify ticket purchase or booking as the triggering event for codeshare disclosure. Because there were no tickets purchased during DOT’s investigation, the ALJ determined that Delta’s actions could not have violated the codeshare disclosure rule and thus the penalty was improper.

Country Travel Restrictions and/or Special Conditions Afghanistan International • The Afghanistan Civil Aviation Authority has announced that reduced international commercial flights are gradually resuming. Emirates, Turkish, Ariana, and Kam airlines are resuming operations. • All passengers travelling with Emirates and Fly Dubai from Afghanistan must be able to present a COVID-19 negative certificate to be accepted for travel. This certificate must be issued no more than 96 hours prior to commencing your travel by a laboratory accredited to issue test certificates. • Land borders with China, Tajikistan, Turkmenistan, and Uzbekistan are shut, although cargo and other essential traffic is exempt. • The border with Iran is open. • Pakistan has reopened its border with the country for trade. • Arriving passengers who do not show COVID-19 symptoms are advised to quarantine for 14 days. Those with symptoms should contact the Ministry of Public Health for care.
