Fluid Identities and the Use of History: The Northern Lights Route and the Writings of Bengt Pohjanen Anne Heith Department of Comparative Literature and Scandinavian Languages, Umeå university, Sweden [email protected] The article highlights the impact of agency and context in analyses of the theme of identification in texts produced on the levels of aesthetics, ethnic mobilisation, region-building and the European project. The connection between cultural heritage and identity is discussed with examples which elucidate the role of literature in nation-building in the period of modernity and industrialisation. Texts by the Tornedalian author Bengt Pohjanen are foregrounded as part of the ethnic revival emerging in the nineteen-eighties. Swedish examples of the use of history are contrasted against the discourse of the Council of Europe’s Cultural Routes which is part of a supranational project aiming at the construction of a European identity in the political project of preparing the ground for European citizenship. The conclusion presented is that it is not viable to produce a “European identity cultural package” which runs the risk of conflating differences related to aspects such as language, ethnicity, gender, worldview and religion. Identities are fluid, they exist on various levels and shift in response to changing contexts. Sometimes they develop in overlapping discourses. One way of dealing with this is to think of identification as a constant negotiation of symbolic and concrete borders. -

What was once true of yesterday is not the case today and especially not tomorrow. Therefore, we must be responsive, alert and flexible so that we dare to prioritise, also when conditions change, and we shall adapt the society to the future. The climate issue is of course extensive and complicated, but it also presents opportunities to develop solutions for energy and climate change adaptation that can contribute to both sustainable development and economic growth. In addition, we have the opportunity to discuss and coordinate on issues that have often been seen as opposites. At the same time, the climate goal has a deadline and must be prio- ritised since the reality is that the problem is rapidly reaching a point where the effects of emissions will be of a lasting or irreversible nature. This means that if we take too long discussing and coordina- ting without getting down to action, stopping all forms of emissions will no longer make a difference. The aim of Norrbotten’s climate and energy strategy is to keep the increase of the earth’s average temperature to well below two degrees. -

Poelzer*, Political Science, Luleå University of Technology Thomas Ejdemo Economics, Luleå University of Technology Abstract In order to achieve legitimacy, reality must match expectations. Resource development projects, such as mining, often force small communities to make difficult decisions regarding which projects to support or reject based on whether their expectations regarding the development of a mine manifest in reality. To make this assessment, this study looks at the factors that contributed to the legitimacy of a mine in northern Sweden, focusing on the community of Pajala, where a new mine opened in 2012. We conducted interviews with local residents representing different interests that aimed to draw out what legitimized or delegitimized the mine. From these interviews, we determined that economic factors weighed most heavily in generating support for the mine. Subsequently, in order to determine if these economic expectations matched reality, we examined economic performance data on the municipality. We found that many of the factors identified in the interviews related to local outcomes and that these matched closely with economic changes associated with the mine. Given the largely positive perceptions of the mine, the congruence between economic expectations and reality validate this support from the community. Thus, our results provide insight into the factors that affect legitimacy at the local level. The indigenous rights therefore differ in each country. Finlands Sami policy may be described as accommodative. The accommodative Sami policy has had two consequences. Firstly, it has made Sami collective issues non-political and has thus change focus from previously political mobilization to present substate administration. Secondly, the depoliticization of the Finnish Sami probably can explain the absent of overt territorial conflicts. However, this has slightly changes due the discussions on implementation of the ILO Convention No 169. Swedish Sami politics can be described by quarrel and distrust. Recently the implementation of ILO Convention No 169 has changed this description slightly and now there is a clear legal demand to consult the Sami in land use issues that may affect the Sami. The Reindeer herding is an important indigenous symbol and business for the Sami especially for the Swedish Sami. Here is the reindeer herding organized in a so called Sameby, which is an economic organisations responsible for the reindeer herding. Only Sami that have parents or grandparents who was a member of a Sameby may become members. -

It is difficult to define who is or is not a legitimate stakeholder when it comes to issues that most likely will affect a community and a region for some 30 or 40 years. With regard taken to known sources of influence, such as environmental effects open pits eventually will give raise to, the dimensions of not yet acknowledged risks, effects and other factors will, sooner or later, be addressed in debates, thoughts and also actions of various kind. Who will be more or less likely to act and to react against the opening of mines in these remote areas in Finland and Sweden? Such questions will not be answered in this paper/report, since we have no possibility to foresee how people actually will respond to both positive as well as negative effects of the development of iron ore mining in Kaunisvaara and in Haanukainen. Our report aims to define and present on a descriptive level how a sample of people from both Finland and Sweden today, before the mines are opened, think about opportunities and risks associ- ated to the exploitation of iron ore in this region. -

The first, on national standardization, provides a short overview of current legislation and of the main authorities involved in the standardization of geographical names. The second, on names in multilingual areas, contains information on minority language names and the responsible authorities. The third focuses on two ongoing committee reports concerning the Sami-speaking minority in the north of Sweden. The fourth includes information on an English online version of a booklet (published in Swedish in 2001 and revised in 2016) on good place-name practice. The fifth provides an updated presentation of two Swedish working groups – the Place-Name Advisory Board and the Geographical Names Network – that provide information and advice to different stakeholders. The sixth section contains a description of two research projects involving field collection of place names on the island of Öland and in the city of Uppsala, a rural and an urban landscape, respectively. The following resolutions adopted at the United Nations Conferences on the Standardization of Geographical Names are particularly relevant to the present work on name standardization in Sweden: • 1972: resolution II/36 (E/CONF.61/4) on problems of minority languages • 2002: resolution VIII/9 (E/CONF.94/3) on geographical names as cultural heritage • 2007: resolution IX/4 (E/CONF.98/136) on geographical names as intangible cultural heritage • 2012: resolution X/4 (E/CONF.101/144) on discouraging the commercialization of geographical names. -
