Foreword

Ministry of Justice Public Bodies 2010 provides high-level information about each of the Department’s Non-Departmental Public Bodies (NDPBs). This includes basic details such as contact information, annual budget allocations, staff numbers and remuneration of Chief Executive Officer and/or Chair of the organization.

The Ministry of Justice is one of the biggest Departments in Whitehall, with an annual budget of around £10 billion. Our remit includes courts, tribunals, prisons, probation trusts and community justice centres across the United Kingdom. In order to deliver the Department’s full range of functions, we support a significant number of NDPBs to undertake some executive functions at arm’s length and to provide independent advice in relation to the justice system.

It seeks to ensure that the relationship between the courts, tribunals, ombudsmen and alternative dispute resolution providers satisfactorily reflect the needs of users. Notes Established by the Tribunals, Courts and Enforcement Act 2007 as the successor body to the Council on Tribunals with effect from 01 November 2007, it absorbed the former body’s oversight of Tribunals and Inquiries while adding the extended remit of administrative justice as a whole. Terms of Reference To advise the Lord Chancellor on matters relating to records and archives in the UK and in particular in England and Wales especially access to historical records and the preservation of records and manuscripts. Incorporates the Advisory Council on Public Records (established 1959) and the advisory functions of the Royal Commission on Historical Manuscripts through a subcommittee, known as the Forum on Historical Manuscripts and Academic Research. Terms of Reference The Crown Court Rule Committee no longer makes rules for the criminal jurisdiction, as section 69 of the Courts Act 2003 established the Criminal Procedure Rule Committee to make rules for all criminal courts, up to and including the Court of Appeal (Criminal Division). The Crown Court Rule Committee now makes rules of practice and procedure, under section 84(1) of the Supreme Court Act 1981, for the small number of non- criminal matters dealt with in the Crown Court.

Notes Established by the Supreme Court Act 1981. The Committee does not hold a budget. Appointments to it do not attract remuneration and are undertaken on a voluntary basis. The Committee does not meet in person and is consulted by post. Administrative overheads are therefore limited to routine mail and telephone charges which are absorbed into departmental running costs and are not separately identifiable. Family Justice Council

The Council's primary role is to promote an inter-disciplinary approach to family justice, and through consultation and research, to monitor how effectively the system both as a whole and through its component parts delivers the service the Government and the public need and to advise on reforms necessary for continuous improvement. In particular it will:

Promote improved interdisciplinary working across the family justice system through inclusive discussion, communication and co- ordination between all agencies, including by way of seminars and conferences as appropriate;

Identify and disseminate best practice throughout the family justice system by facilitating a mutual exchange of information between local family justice councils and the national Council, including information on local initiatives, and by identifying priorities for, and encouraging the conduct of, research;

Provide guidance and direction to achieve consistency of practice throughout the family justice system and submit proposals for new practice directions where appropriate;

Provide advice and make recommendations to Government on changes to legislation, practice and procedure, which will improve the workings of the family justice system. Notes Established as a non-statutory advisory NDPB in July 2004. Sir Mark Potter was Chairman until his retirement as President of the Family Division on 05 April 2010. He was succeeded by Sir Nicholas Wall. Five non-ministerial appointments are judicial appointments. The Ex- officio members are advisory members representing Government departments and agencies concerned with the family justice system. There is no Chief Executive, the Secretary of the Family Justice Council is Mr Alex Clark.
