Soon after these elections, however, internal bickering among the ruling political elite began. It took 6 years to enact a Constitution and thus lay the foundation for the new democratic state. Weak governments, internal and external political instability, the institution of a Partycracy (Partitocrazia (it.) - referring to the monopolisation of state institutions by political parties), patronage, the consequent erosion of legitimacy of government institutions, the de-ideologisation of politics, and the political free-riding of the anti-system opposition comprised the ugly face of what could otherwise be branded the story of a relatively successful economic and social recovery. -

Zenun Çelaj: I am Zenun Çelaj, I come from a northern village in Montenegro, Vuthaj, valley of Plava and Gucia. A very historical area and natural beauty. Very rare, beautiful. Not because it’s my hometown, but because it is. Other people have also said this. I come from a family of shepherds, they had a lot of sheep. We were a big family and I’m practically the first to get an education in my family, which had over 60 members scattered across the border. I’m talking about Montenegro and Albania, since the village was located like that, it had the properties there. At that time there were no borders, then the borders were created and we didn’t see our relatives there for decades, nor did we know about their lives, nor about their fate as they didn’t for us. -

ACTA UNIVERSITATIS DANUBIUS Vol. 10, no. 2/2017 Albanian Minority in Serbia Ilir Zylfiu1, Dukagjin Leka2, Valbona Ahmeti Zylfiu3 Abstract: The problem of the protection of minorities was raised as an issue in the Treaty of Versailles (1919). Since 1989, with the collapse of communist regimes, Europe has witnessed ethnic conflicts. Whole region was characterized by ethnic conflicts, as was the case in the former - Yugoslavia, which risked stability and unity of Europe. In such circumstances, international organizations, such as the OSCE, European Council, European Union, have coordinated their efforts to develop a coherent system for the protection of human rights - national minorities. Today, the countries of Western Balkan are multi-ethnic societies, and minority rights remain key objectives of the European Union in its foreign policy. European Union at the beginning of XXI century with numerous projects is committed to stability and economic development of the region. It is well known that the position of minorities is one of the main criteria of EU accession to this organization, and within these countries is part also the Republic of Serbia. Now, the Republic of Serbia is in the process of negotiations with the EU. Chapter 23 deals with the issue of minorities, and in the Republic of Serbia is living also the ethnic Albanian minority. The paper deals with the position of the Albanian minority in Serbia. To understand today the position of the Albanian minority in Serbia, we will treat the historical aspect of the ethnic Albanians in Serbia in the political, economic and educational context. After the end of the Kosovo conflict, the position of Albanians in Serbia has been constantly deteriorated. -

Markovich This chapter analyses the development of victimhood narratives in Serbia and Croatia in the 1980s and 1990s by examining historical experiences and narratives developed by influential intellectuals. It explores state-sponsored narratives and popular narratives among Serbs and Croats in royal Yugoslavia (1918–1941), the tragic experience of the Second World War and the subsequent development of communist myths. The development of victimhood narratives among Serbs and Croats is followed both in Yugoslavia and in émigré circles. The contributions and role of three disenchanted Yugoslav Communists is also analysed: Vladimir Dedijer and Dobrica Cosic in Serbia and Franjo Tudjman in Croatia. Victimhood narratives are seen as concomitant with the vacuum of values that followed the crisis of communism in Yugoslavia in the 1980s. Although narratives of oppression appeared only a few years after the first Yugoslavia was created in 1918, they reached their climax in the territory of ex- Yugoslavia in the 1980s and 1990s. -

Fine Gael, the party that created the State and declared it a Republic, will build a New Republic in Ireland - where trust is restored in our democratic institutions and the concerns of the Citizen, rather than the elites, are placed firmly at the centre of government. Fine Gael’s starting point is simple: political failure lies at the heart of Ireland’s economic collapse. The finger of responsibility must, in the first instance, point directly to the massive policy failures of the recent Fianna-Fail led Governments and their willingness to promote the interests of a so-called “Golden Circle” over the interests of the Citizen. Under Fianna Fail a political culture developed which ensured that the bankers and the developers were not dealt with before it was too late. A culture which tolerates cosy cartels and high costs in the private sector and ignores the need for radical reform in the public sector. -

Executive Summary Introduction Upon its remarkable electoral victories in September and December 2000, the Democratic Opposition of Serbia (DOS) entered government with the promise of economic change and European reintegration. Since beginning its work in early 2001, the legislative pace of reform has been noteworthy; more than 30 pieces of major legislation have been passed into law with plans to introduce nearly 150 pieces of structural reform legislation over the next year. The government has attracted notable technical experts from the Serbian diaspora to serve in government and join the existing pool of talented, smart and energetic group of reformers. Unlike one year ago, one can say that the future of Serbia is encouraging and holds the possibility of a representative government based on citizens’ interests. Thus far, the transition to a more democratic Serbia has not been easy. -
Parliamentary Diplomacy: Any Lessons for Regional Parliaments?
PARLIAMENTARY DIPLOMACY: ANY LESSONS FOR REGIONAL PARLIAMENTS? Stelios Stavridis 1 Institute of International Economic Relations ABSTRACT This paper presents some lessons that can be drawn from the existing, but still limited, literature on parliamentary diplomacy. The latter is a recent and multi-faceted phenomenon. The paper then discusses briefly parliamentary diplomacy and conflicts, before applying it to regional parliaments (this last part is still a preliminary assessment but it shows that more academic work is required on the subject). Finally, there is a reference to the vast literature on the foreign policy of small states, simply because some regions are bigger than many small states. As with paradiplomacy (´parallel diplomacy´), the mere qualification of the term ´diplomacy´ conveys the claim that there must be something strange, something different, something ´weird´; something that a priori should not be there, should not exist.
