Historical and contemporary archaeologies of social housing: changing experiences of the modern and new, 1870 to present Thesis submitted for the degree of Doctor of Philosophy at the University of Leicester by Emma Dwyer School of Archaeology and Ancient History University of Leicester 2014 Thesis abstract: Historical and contemporary archaeologies of social housing: changing experiences of the modern and new, 1870 to present Emma Dwyer This thesis has used building recording techniques, documentary research and oral history testimonies to explore how concepts of the modern and new between the 1870s and 1930s shaped the urban built environment, through the study of a particular kind of infrastructure that was developed to meet the needs of expanding cities at this time – social (or municipal) housing – and how social housing was perceived and experienced as a new kind of built environment, by planners, architects, local government and residents. This thesis also addressed how the concepts and priorities of the Victorian and Edwardian periods, and the decisions made by those in authority regarding the form of social housing, continue to shape the urban built environment and impact on the lived experience of social housing today. In order to address this, two research questions were devised: How can changing attitudes and responses to the nature of modern life between the late nineteenth and early twentieth centuries be seen in the built environment, specifically in the form and use of social housing? Can contradictions between these earlier notions of the modern and new, and our own be seen in the responses of official authority and residents to the built environment? The research questions were applied to three case study areas, three housing estates constructed between 1910 and 1932 in Birmingham, London and Liverpool. -

General Information Directorate Economy Portfolio/Committee Leader’s Portfolio Project Title Jewellery Project Code Revenue TA- Quarter 01843-01 Cemeteries Capital – to follow Project Description Aims and Objectives The project aims to reinstate, restore and improve the damaged and vulnerable fabric of Birmingham’s historic Jewellery Quarter cemeteries – Key Hill and Warstone Lane – and make that heritage more accessible to a wider range of people. Their importance is recognised in the Grade II* status of Key Hill Cemetery in the Register of Parks and Gardens of Special Historic Interest, and the Grade II status of Warstone Lane Cemetery. The project is an integral part of the wider heritage of the Jewellery Quarter and complements the other heritage investment taking place here, such as the JQ Townscape Heritage programme and the completion of the Coffin Works (both part-funded by HLF). Heritage is a key part of the Jewellery Quarter with over 200 listed buildings and four other museums (Museum of the Jewellery Quarter, Pen Room, Coffin Works, JW Evans). The funding provides an opportunity to bring much needed investment to conserve and enhance two important listed cemeteries, providing a resource and opportunities for visitors and residents alike to visit, enjoy and get involved with. The project will deliver the following (full details are set out in the Design Specification): Full 10-year management and maintenance plans for both cemeteries Interpretation plan Capital works - Warstone Lane cemetery Reinstatement of the historical boundary railings (removed in the 1950s), stone piers and entrance gates on all road frontages; Resurfacing pathways to improve access; Renovation of the catacomb stonework and installation of a safety balustrade; Creation of a new Garden of Memory and Reflection in the form of a paved seating area reinterpreting the footprint of the former (now demolished) chapel; General tree and vegetation management. -

Since then, plans have been brought forward for the Paradise Circus Redevelopment (‘PCR’), which will remove the current gyratory system at Paradise Circus, introducing radical changes to traffic movements and creating new roads and access/egress into the development site. The proposed Variation Order would authorise an alteration of the alignment of the Metro for which Centro has powers so as to integrate with the PCR as well as enable Centro to carry out a minor adjustment to the 2005 Order outside the PCR. It would also revive the powers of compulsory acquisition under the 2005 Order, which expired in 2010, and would authorise the acquisition of the small additional amount of land required to facilitate the change to the route. -

Introduction A scrutiny review of Flood Risk Management and Response was published in June 2010. This set out 12 recommendations which were completed in 2010. In June 2010, The Flood and Water Management Act 2010 passed into law conveying new responsibilities and making Birmingham City Council a Lead Local Flood Authority (LLFA). This report highlights progress in addressing these statutory responsibilities and provides an update on other flood risk management related issues. This report also provides an update into areas for improvement identified in the review of the May 2018 flooding conducted by members of the Sustainability & Transport O&S Committee on 19th July 2018. 2. Flood and Water Management Act Duties The following work has been undertaken to fulfil the LLFA duties under the Flood and Water Management Act. 2.1 Local Flood Risk Management Strategy The Local Flood Risk Management Strategy for Birmingham, October 2017 continues set out the objectives for managing local flood risk and the measures proposed to achieve those objectives. 2.2 Cooperation with other Flood Risk Management Authorities The LLFA continues to cooperate extensively with other risk management authorities (RMAs) at various levels as established in the 3 tiered flood risk management governance structure. 2.2.1 Strategic Flood Risk Management Board The Strategic Board last met in December 2017 and due to the loss of a number of Flood Risk Management staff it was not possible to convene a meeting during 2018.
