PATHARPRATIMA GRAM PANCHAYAT MADHABNAGAR, PATHARPRATIMA, SOUTH 24 PARGANAS E-Mail: Pathargp@Gmail.Com OFFICE OF THE PATHARPRATIMA GRAM PANCHAYAT MADHABNAGAR, PATHARPRATIMA, SOUTH 24 PARGANAS E-mail: [email protected] ======================================================================================= Notice Inviting Quotation Sealed Tender are here by invited by the undersigned from the resourceful and experienced contractors having credential of similar type of work of Govt. / Semi-Govt. organization and they have to abide by the following conditions :- 1.(a) P.Tax, Sale tax/GST IN Number, I.T.C.C., PAN card and credential certificate of at least one similar type of work of Govt. of West Bengal / Semi-Govt. must be submitted in original and attested photo copy thereof. ( b ) In case of running work , work order and up to date payment certificate must be produced as above. The original documents will be issued will be returned after scrutiny and the attested photo copy will be preserved by the undersigned. Payment certificate must be of last 3 (Three) years of similar type of works done by the contractor. Partnership deed and other relevant papers ( in case of registered firm / company ) should be produced if required. 2. Time is essence of contract. The successful contractor must complete the work within the time specified completion. No extension of time will be allowed except in special case. If any contractor fails to complete work within the stipulated time the work order issued in his favour will be cancelled without assigning any reason there of. The undersigned may also proceed to get the balance work completed by any other means through other contractors. The excess expenditure, if any, due such a step would be recoverable from the unpaid bills / security deposit of the tenderer. This is apart from any other measure the undersigned may take, including black listing of the contractors, forfeiture of earnest money. 3. Earnest money noted against the name of work @ 2 % of the value of work will have to be deposited in the form of Bank Draft /NEFT in favour of the Pradhan , G-PLOT Gram Panchayat The earnest money will be converted in to security money. The security money will be released as per norms. 4. The rate should be quoted in percentage both in figure as well as in words. If the Tender amount is less than 10 % of the estimated amount, an analysis of the tender amount would have to be provided. 5. All works will have to be done accordingly as per specification and drawing approved by the authority and as per direction of the Pradhan , G-PLOT Gram Panchayat. For any additional items of work payment will be made as per P.W.D. schedule of rates. 6. No consumable materials will be supplied to the agency for any work from the office of the undersigned. Agency will be responsible for procuring all materials required for proper execution of work at his own cost. 7. All rates shall be inclusive of all charges, royalty, toll tax , carriage etc. 8. Before starting the work, the worksite must be dressed and cleared by cutting all sorts of jungle, shrubs etc for which no extra payment will be made 9. Any rate above 5 % of the scheduled rate of work will not be ordinarily entertained. 10. The contractor who will not submit tender paper or do not return the same before the date and time of dropping after receiving the same, will not be allowed to participate in two consecutive tenders. 11. The successful tenderer will have to start the work within seven days from the date of issue of work order and complete work within the time allowed for completion. 12. The successful tenderer will have to make an agreement with the undersigned before commencement of the work. 13. Acceptance of the lowest tender is not obligatory and the undersigned reserves right to accept or reject any or all the tender without assigning any reason what so ever and also to split up the tendered work to more than one contractor in the interest of scheme execution . 14. S.T. / I.T. / Royalty at the prescribed rate will be deducted at source. 15 This notice shall form part of terms and condition of tender and tenderer shall be bound to abide by them. 16. Before submission of the tender the contractor must visit the work site to judge the local condition from all corners and plea / complain about the site will not be entertained afterwards. It will be presumed that the Agency offered the tender after reviewing entire position of the work site. 17. All working tools and plants and implements required for the work are to be arranged and supplied by the successful tenderer at his own cost. 18. Interested tenderers may obtain nontransferable tender papers depositing the cost of tender paper for the respective work in favour of the Pradhan , G-PLOT Gram Panchayat which is nonrefundable. 19. If the last date of submission of tender is declared as holiday / bundh the tender will be received on the following day at the same time and will be opened immediately afterwards as usual. 20. Claim for idle labour from contractor will not be entertained under any circumstances. No claim will be entertained for any increase in Railway freight and market price. 21. The tenders received after the due date and time and any change in quotation after opening of the tender will be out rightly rejected. The undersigned will not be responsible for the loss of tender form. 22. In case of genuine typographical error in respect of unit, rates and details of any item no claim will be entertained on any ground whatsoever and respective circle schedule will automatically be followed. 23. Hazard is thus regarded as the disaster situation, in which some risk of disaster exists because the human population has set itself in situation of vulnerability. The occurrence of hazard largely depends upon location of any region. Thus any region with a mere fragile physical location is more prone to hazardous situations. These regions are known as the vulnerable ones as all those are intensely used by human being. Vulnerability is both physical and social in nature. An assessment of the risks faced by any region thus gives an idea regarding vulnerability of the same. The present study is regarding the vulnerability and risk assessment of the Patharpratima block of South 24 Parganas district, West Bengal. In this study an attempt has been taken to bring forward how the block is vulnerable to certain natural threats which have been clearly explained by an assessment of the risks faced by the same. The major objective of this study is to find out the vulnerability of the study area, both environmental and social and providing an assessment of the risks faced by the block.

There are several Islands like Patharpratima, Namkhana, Kakdwip, Sagar blocks thickly populated by fisher community and other vulnerable section. The socio-economic scenario of Sunderban delta is very poor. Most of the people live below the poverty line. They are landless labourers, who do not get work for more than 100 to 125 days a year. The geographical position of Sunderban villages makes it susceptible to natural calamities. Lack of resource utilization techniques, poor utilization of existing resources and primitive agricultural practices are pushing the people to remain on the lowest rung of social ladder. These children are in need of long term care because of abandonment, death of one or both parents or inability of parents to care for them. The target children are especially vulnerable as they are least likely to have family care alternatives and hence require specialized institutional care and treatment including medical, nutritional, and psychological support.
