BLOGS, WIKIS AND OFFICIAL STATISTICS: New perspectives on the use of Web 2.0 by statistical offices Jessica Gardner 111 Blogs and wikis have been around for a while now, but not much has been written on how statistical agencies could, should and are using them to communicate statistical information or monitor usage of statistics. What is happening in the world of blogs, wikis, social networking and other Web 2.0 applications today, how is it impacting official statistics and what might be expected in the future? WEB 2.0 TODAY Put simply, “Web 2.0” is the term used to describe a new wave of Internet technologies that allows users to do more than just access information online – they can add, change or influence Web content. Also known as social computing, user-created content or the participative Web, “Web 2.0” was originally coined by O’Reilly Media Chief Executive Officer, Tim O’Reilly, in 2004. It was intended to describe the thriving new Web that emerged after the 2001 dot-com crash, acknowledging the “exciting new applications and sites popping up with surprising regularity”. Debate continues over the meaning and appropriate use of the term and the numerous definitions do little to clarify what is and what is not Web 2.0. Nevertheless, the Web has clearly become a place where people meet and interact – and where anyone can create content online. Examples of what can be considered Web 2.0 applications and tools are all around us: blogs, wikis, photo-and video- sharing, social networking sites, folksonomies (user-generated taxonomies), mashups and virtual worlds. -

Do you know ‘Twas the 18th of April in ‘75’? KOVACH: Hardly a man is now alive that remembers that famous day and year. I grew up in Lexington, Massachusetts. Q: We are talking about the ride of Paul Revere. KOVACH: I am a son of Massachusetts but the first born child of either side of my family born in the United States; and a son of Massachusetts. Q: Today again is 18 April, 2012. This is an interview with Peter Kovach. This is being done on behalf of the Association for Diplomatic Studies and I am Charles Stuart Kennedy. You go by Peter? KOVACH: Peter is fine. Q: Let s start at the beginning. When and where were you born? KOVACH: I was born in Worcester, Massachusetts three days after World War II ended, August the 18th, 1945. Q: Let s talk about on your father s side first. What do you know about the Kovaches? KOVACH: The Kovaches are a typically mixed Hapsburg family; some from Slovakia, some from Hungary, some from Austria, some from Northern Germany and probably some from what is now western Romania. Predominantly Jewish in background though not practice with some Catholic intermarriage and Muslim conversion. Q: Let s take grandfather on the Kovach side. Where did he come from? KOVACH: He was born I think in 1873 or so. -

INTERNATIONAL RELATIONS IN A CHANGING WORLD: A NEW DIPLOMACY? EDWARD FINN Edward Finn is studying Comparative Literature in Latin and French at Princeton University. INTRODUCTION The revolutionary power of technology to change reality forces us to re-examine our understanding of the international political system. On a fundamental level, we must begin with the classic international relations debate between realism and liberalism, well summarised by Stephen Walt.1 The third paradigm of constructivism provides the key for combining aspects of both liberalism and realism into a cohesive prediction for the political future. The erosion of sovereignty goes hand in hand with the burgeoning Information Age’s seemingly unstoppable mechanism for breaking down physical boundaries and the conceptual systems grounded upon them. Classical realism fails because of its fundamental assumption of the traditional sovereignty of the actors in its system. Liberalism cannot adequately quantify the nebulous connection between prosperity and freedom, which it assumes as an inherent truth, in a world with lucrative autocracies like Singapore and China. Instead, we have to accept the transformative power of ideas or, more directly, the technological, social, economic and political changes they bring about. From an American perspective, it is crucial to examine these changes, not only to understand their relevance as they transform the US, but also their effects in our evolving global relationships.Every development in international relations can be linked to some event that happened in the past, but never before has so much changed so quickly at such an expansive global level. In the first section of this article, I will examine the nature of recent technological changes in diplomacy and the larger derivative effects in society, which relate to the future of international politics. -

Trump’s Twiplomacy: A New Diplomatic Norm? Kajsa Hughes Two-year Political Science MA programme in Global Politics and Societal Change Dept. of Global Political Studies Course: Political Science Master’s thesis ST631L (30 credits) Thesis submitted: Summer, 2020 Supervisor: Corina Filipescu Kajsa Hughes 19940526-2867 Political Science: Global Politics Abstract This study examined how Trump frames various countries and their leaders and whether the framing changes from different factors. It also observed whether foreign leaders were following the same path as Trump in their diplomatic communication and interaction on Twitter. This was to contribute more knowledge that connects global politics with social media to see if changes of frames through Twitter caused any global politica l consequences. Theories including realist constructivism and framing theory, along with concepts of social norms, political context, events, and enemy images, were applied to the study. Using directed content analysis, together with longitudinal and comparative elements, the findings showed a separation between Trump’s and the other leaders’ tweets. Almost all tweets were connected to the concepts, and various techniques of framing were identified in tweets from most leaders. However, Trump’s informa l, disdain, and dramatics in his tweets have distanced himself from the rest of the leaders’ posts. Although a couple of leaders’ attempt to be hostile towards Trump and the U.S. in their tweets, they were still formal. It shows that not only is Trump’s Twiplomacy a reflection of American superpower forcefulne ss, but also a unique form that the rest choose to ignore. In spite of its relatively open, democratic, and pluralistic (though flawed and military-dominated) political system, however, for most of the post- WWII period Turkey’s economic structure and patterns of development bore an uncanny resemblance to the regional norm of underperformance and unfulfilled potentials. Although largely bereft of abundant natural resources and export commodities, Turkey was nonetheless saddled with a state-dominated, inward looking, uncompetitive, corrupt, and inefficient economy that was beset with anemic growth and chronically high levels of inflation, unemployment, disparity, mismanagement, debt, and deficit. The primary foundations for economic takeoff, including the dismantling of import substituting industrialization, encouragement of private initiative, retreat from autarky, and embrace of export led growth, were laid during the premiership/presidency of Turgut Ozal in the 1980’s. Nevertheless, the 1980’s were also a time of turmoil and disruptive transition during which inflation averaged 75 percent and the ratio of government debt to GDP was consistently and excessively high. The period also witnessed the emergence of cozy and unsustainable relations between the government, bureaucracy, banks, and corporations, which paved the way for subsequent financial scandals and crises. -

Epstein Foreign Policy Analysts Foreign Affairs, Defense, and Trade Division Diplomacy for the 21st Century: Transformational Diplomacy Summary Many foreign affairs experts believe that the international system is undergoing a momentous transition affecting its very nature. Some, such as former Secretary of State Henry Kissinger, compare the changes in the international system to those of a century ago. Secretary of State Rice relates the changes to the period following the Second World War and the start of the Cold War. At the same time, concerns are being raised about the need for major reform of the institutions and tools of American diplomacy to meet the coming challenges. At issue is how the United States adjusts its diplomacy to address foreign policy demands in the 21st Century. On January 18, 2006, in a speech at Georgetown University in Washington, D.C., Secretary Rice outlined her vision for diplomacy changes that she referred to as “transformational diplomacy” to meet this 21st Century world. The new diplomacy elevates democracy-promotion activities inside countries. According to Secretary Rice in her February 14, 2006 testimony before Senate Foreign Relations Committee, the objective of transformational diplomacy is: “to work with our many partners around the world to build and sustain democratic, well-governed states that will respond to the needs of their people and conduct themselves responsibly in the international system.” Secretary Rice’s announcement included moving people and positions from Washington, D.C., and Europe to “strategic” countries; it also created a new position of Director of Foreign Assistance, modified the tools of diplomacy, and changed U.S. -

Im Kontext der T‐City Friedrichshafen stellen sich die Fragen, ob eine vergleichbare Öffnung der Verwaltung wie in den USA, in Kanada, in Großbritannien, in Australien und in Neuseeland auch in Deutschland vorstellbar wäre und welche konkreten Perspektiven sich ergeben. Eine Aufbereitung aus dem Blickwinkel der Wissenschaft soll helfen, das vorhandene Potential für eine Umsetzung richtig einzuschätzen und bestehende Gestaltungsfelder um soziale Medien aufzeigen. Zunächst werden zehn Angebote aus dem Web 2.0‐Umfeld vorgestellt, die sich für einen Einsatz im öffentlichen Sektor und zur Öffnung von Staat und Verwaltung besonders eignen. -

Staff Report of the U.S. Advisory Commission on Public Diplomacy Update on the Office of the Under Secretary for Public Diplomacy and Public Affairs [email protected] http://state.gov/pdcommission http://twitter.com/pdcommission http://facebook.com/pdcommission Staff Report U.S. Advisory Commission on Public Diplomacy The position of the Office of the Under Secretary of State for Public Diplomacy and Public Affairs, or “R,” was established in 1999 under the Clinton Administration to support the activities moved into the State Department with the abolishment of the United States Information Agency in 1999. This senior leadership position is equivalent to a four-star general and supports the Secretary of State, the President, and the whole of government on all issues related to the Government’s engagement of global audiences through a variety of means and methods. There was one Under Secretary of State for Public Diplomacy and Public Affairs in the Clinton Administration, four in the Bush Administration, and, as of this writing, Tara Sonenshine awaits Senate confirmation as the Obama Administration’s second Under Secretary for R. Assistant Secretary Ann Stock is ably and effectively filling the role of the Under Secretary until a new Under Secretary is confirmed. Since the first Under Secretary was sworn in, the position has been unencumbered more than 30% of the time for a total of 1,375 days, or 3.75 years. The Commission’s staff compared the stability of two other prominent Under Secretary of State positions involved with engaging global publics: the Under Secretary for Democracy and Global Affairs, or “G,” and the Under Secretary for Political Affairs, or “P.” Neither positions were unfilled as often or for as long as R. -
Chinese Public Diplomacy: the Rise of the Confucius Institute / Falk Hartig
Chinese Public Diplomacy This book presents the first comprehensive analysis of Confucius Institutes (CIs), situating them as a tool of public diplomacy in the broader context of China’s foreign affairs. The study establishes the concept of public diplomacy as the theoretical framework for analysing CIs. By applying this frame to in- depth case studies of CIs in Europe and Oceania, it provides in-depth knowledge of the structure and organisation of CIs, their activities and audiences, as well as problems, chal- lenges and potentials. In addition to examining CIs as the most prominent and most controversial tool of China’s charm offensive, this book also explains what the structural configuration of these Institutes can tell us about China’s under- standing of and approaches towards public diplomacy. The study demonstrates that, in contrast to their international counterparts, CIs are normally organised as joint ventures between international and Chinese partners in the field of educa- tion or cultural exchange. From this unique setting a more fundamental observa- tion can be made, namely China’s willingness to engage and cooperate with foreigners in the context of public diplomacy. Overall, the author argues that by utilising the current global fascination with Chinese language and culture, the Chinese government has found interested and willing international partners to co- finance the CIs and thus partially fund China’s international charm offensive. This book will be of much interest to students of public diplomacy, Chinese politics, foreign policy and international relations in general.
