I begin by acknowledging my gratefulness to the multitude of people in Mindanao, Philippines who gave me help and made my research possible. My life among the Manobo of central Mindanao began back in 1990, when my wife Irene and I, with our children, took up residence in a Manobo village in the Tigwa valley, San Fernando, Bukidnon. Since then our lives have been immeasurably enriched, in a multitude of ways, through the lives of those Manobo we lived among and learned from. In the making of this thesis I was blessed with the help of Albert Catua, good friend and president of the Manobo Bible Church Association of Mindanao who facilitated my access to the congregations of the Manobo Bible Church Association of Mindanao (MABCAM), and who, with his wife Maryjane graciously hosted me in their home for one of my periods of fieldwork. For the additional phases of my data collection I have others to thank. The high school students of the MABCAM dormitory in Santo Niño, Talaingod, along with their guardians, Rene and Sally Laurnel kindly welcomed me into their home for a period of weeks. The same can be said for the high school students of the MABCAM dormitory at Halapitan, San Fernando, who with their guardians, also provided me with space to live and work for a time. All of these were generous in their hospitality, sharing with me their table and being wonderful companions when a day’s work was over. I must also thank Dayang Amir, long-time friend to Irene and me, who opened her home when I needed to base in Valencia, Bukidnon, for the final period of my fieldwork. Others provided me with different kinds of very practical assistance in Mindanao. Rene Laurnel took time out on a number of Sundays to make recordings for me in church services in zone three. Jimmy and Arcely Lumasay did the same for me in zone four. These three greatly increased my data-gathering capacity and I am very grateful for their willing spirits. It goes without saying that I am also indebted to the numerous MABCAM church leaders who willingly gave me access to their congregations and allowed me to record their sermons and Sunday school lessons, and to the many members who granted me time for interviews. In addition, I wish to thank my OMF friend and colleague, Adolf Annen who loaned me a motorcycle for my two periods of fieldwork in Mindanao; a generous provision that saved me time and made the task of travelling in the highlands of central Mindanao much easier than it might have been. Anudin Philippine Normal University, Manila, Philippines Abstract - To gauge the success of the mother tongue-based multilingual education (MTB-MLE) in the Philippines is tantamount to examining it in a milieu where its citizens speak a number of languages. Zamboanga City is credibly one of the cities in the country identified to be multilingual where its people speak about eight (8) languages, namely: Chavacano, Cebuano-Bisaya, Tausug, Sama, Yakan, Tagalog, Subanen, and Hiligaynon. This study surveys the MTB-MLE program in its sixth year of implementation. Specifically, it attempted to determine the general language attitude of the teacher- respondents in using Chavacano as a language of instruction, and the difficulties they faced in the classroom in using the mother tongue. The data were gathered through qualitative descriptive method using survey questionnaire and interview questions. A total of thirty-eight (38) teachers participated as respondents: thirty-two (32) answered the survey questionnaire, and six (6) partook in accomplishing the interview questions. The respondents all come from one of the biggest public primary school i.e. Don Gregorio Elementary Memorial School (DONGEMS), which is located at the heart of Zamboanga City where the implementation of MTB-MLE was seen to be much difficult since there are eight prevailing languages used by the people within the area. The findings revealed that teachers generally have negative attitude towards the use of Chavacano as language of instruction.

    1 Reactions to Blust’s “The Resurrection 2 of Proto-Philippines” 3 R. David Zorc 4 LANGUAGE RESEARCH CENTER AND DUNWOODY PRESS, 5 HYATTSVILLE, MD 6 Blust has secured the position of PPH by raising the number of country-wide 7 innovations to at least 600 etymologies (out of the 1286 proposed). Unlike 8 PMP or PAN, at the phonological level, accent contrasts must be a significant 9 innovation for PPH (although not explicitly stated by Blust, nine minimal pairs 10 are well-established within his survey). An initial *y- and a clear-cut contrast 11 between glottal stop (*ʔ) as opposed to *q can also be reconstructed for PPH. 12 Axis-relationships (areal contact phenomena) have arisen which blur genetic 13 boundaries, but not to any great extent; discreet macro- and microgroups 14 can be substantiated throughout the Philippines, all descended from one 15 proto-language. 16 1. OVERVIEW. Despite the several comments or corrections I have below, I 17 consider Blust’s paper a major contribution to the field. Of the 1286 etymologies 18 presented in appendices 1 and 2,1 well over half (600 or more, see section 6) 19 should stand the test of time. Given that the Philippines was an early landing site 20 for Proto-Malayo-Polynesian (PMP), there were at least 800 years to develop 21 innovations and/or replacements within the archipelago that somehow were not 22 exported. Then, after the dispersal of the Malayo-Polynesian (MP) languages, 23 there were another 2,000 or more years for inter-island interactions. Thus, 24 Idoconcede(videRoss 2005) that there may have been AXIS relationships (areas 25 of heavy contact that transcend historical subgroupings), which I noted were 26 responsible for some replacements that do not correspond with any subgroup 27 (North-Bisayan axis *bakál ‘buy’ replacing PAN *belíh in West Bisayan, Asi, 28 Romblon, Masbate, Hanunoo, and Bikol [ZDS2]; East-Mindanao axis *sidan 29 ‘they’ replacing PMP *sida in Mansakan, Kamayo, Mamanwa, Subanon, Danao, 30 and Binukid Manobo) [ZDS].

This paper shows how the analysis of spontaneous contemporary language samples from online social networks can make a contribution to the documentation and description of languages like Chabacano, a Spanish-derived creole spoken in the Philippines. More specifically, we focus on nominal plural marking in the Zamboangueño variety, a still imperfectly understood feature, by examining a corpus composed of texts from online sources. The attested combination of innovative and vestigial features requires a close look at the high contact environment, different levels of metalinguistic awareness or even some language ideologies. The findings shed light on the wide variety of plural formation strategies which resulted from the contact of Spanish with Philippine languages. Possible triggers, such as animacy, definiteness or specificity, are also examined and some future research areas suggested.     Axis Relationships in the Philippines – When Traditional Subgrouping Falls Short1 R. David Zorc <[email protected]> ABSTRACT Most scholars seem to agree that the Malayo-Polynesian expansion left Taiwan around 3,000 BCE and virtually raced south through the Philippines in less than one millenium. From southern Mindanao migrations went westward through Borneo and on to Indonesia, Malaysia, and upwards into the Asian continent (“Malayo”-), and some others went south through Sulawesi also going eastward across the Pacific (-“Polynesian”)2. If this is the case, the Philippine languages are the “left behinds” allowing at least two more millennia for multiple interlanguage contacts within the archipelago. After two proposed major extinctions: archipelago-wide and the Greater Central Philippines (Blust 2019), inter-island associations followed the ebb and flow of dominance, expansion, resettlement, and trade. Little wonder then that “unique” lexemes found on Palawan can appear on Mindoro or Panay; developments throughout the east (Mindanao, the Visayas, and southern Luzon) can appear in Central Luzon, and an unidentified language with the shift of Philippine *R > y had some influence on Palawan and Panay. As early as 1972, while writing up my dissertation (Zorc 1975, then 1977), I found INNOVATIONS that did not belong to any specific subgroup, but had crossed linguistic boundaries to form an “axis” [my term, but related to German “SPRACHBUND”, “NETWORK” (Milroy 1985), “LINKAGE” 3 (Ross 1988. Pawley & Ross 1995)]. Normally, INNOVATIONS should be indicative of subgrouping. However, they can arise in an environment where different language communities develop close trade or societal ties.     Chapter 5 Improved Infrastructure and Logistics Support I. REGIONAL DEVELOPMENT CHALLENGES AND OPPORTUNITIES Davao Region still needs to improve its infrastructure facilities and services. While the Davao International Airport has been recently completed, road infrastructure, seaport, and telecommunication facilities need to be upgraded. Flood control and similar structures are needed in flood prone areas while power and water supply facilities are still lacking in the region’s remote and underserved areas. While the region is pushing for increased production of staple crops, irrigation support facilities in major agricultural production areas are still inadequate. Off-site infrastructure in designated tourism and agri-industrial areas are likewise needed to encourage investment and spur economic activities. Accessibility and Mobility through Transport There is a need for the construction of new roads and improvement of the existing road network to provide better access and linkage within and outside the Region as an alternate to existing arterial and local roads. The lack of good roads in the interior parts of the municipalities and provinces connecting to major arterial roads constrains the growth of agriculture and industry in the Region; it also limits the operations of transport services due to high maintenance cost and longer turnaround time. Traffic congestion is likewise becoming a problem in highly urbanized and urbanizing areas like Davao City and Tagum City. While the Region is physically connected with the adjoining regions in Mindanao, poor road condition in some major highways also hampers inter-regional economic activities. The expansion of agricultural activities in the resettlement and key production areas necessitates the opening and construction of alternative routes and farm-to-market roads.
