ABSTRACT The purpose of this study is to explore the circumstences surrounding the passage of Virginia's Funding Act of 1071, including the manner in which it was passed and the type of men who made up the General Assembly at the time. Also considered are the background of the public debt, other funding and related legislation of the 1670s, and both the short-range and long-range effects of such legislation. Radical Republican congressional policies restricting the political activities of ex-Confederates were largely responsible for the election of the young and inexperienced legislators who made up the 1869-71 General Assembly. Such policies also allowed former Whigs, more urban and business minded than most prewar Virginia political leaders, to gain a disproportionate share of leadership in the Conservative party. These men were especially important in pushing through the Funding Act in 1871 and in supporting it in later battles against the Readjusters. While dissimilar. from antebellum legislatures, the 1869-71 General Assembly was fairly representative of the Virginia of 1870. It was made up primarily of middle and upper class Virginians, mostly native born, and contained very few carpetbaggers. Blacks served in the General Assembly for the first time in Virginia history, but held only about sixteen per cent of the legislative seats while making up about forty-three per cent of the Old Dominion's population. Some corruption probably was involved in the passage of the Funding Bill, but most of the favorable votes reflected an intense pride in upholding Virginia's honor by paying the public debt. This was combined with an overly optimistic faith in Virginia's ability to bounce back financially from a devastating war. Virginia's inability to meet its interest payments led to various attempts to modify the Funding Act's provisions in subsequent years, including major substitute measures in 1879, 1882, and 1892. It also led to the bitter Funder- Readjuster battles of the late 1870s and early 1880s, with their racial undsrtones, and ultimately to the Old Dominion's fiscally conservative "pay-as-you-go” policies of the first half of the twentieth century. vi VIRGINIA'S FUNDING LEGISLATION, 1869-1875} ITS BACKGROUND, PRINCIPAL FEATURES, RELATED MEASURES, AND EFFECTS INTRODUCTION Radical Reconatruction did not touch Virginia as directly or obviously as it did most Southern states in the ten years or so following the Civil War, yet it bore some bitter and lasting fruit in the Old Dominion. Radical policies were largely responsible for the election of the young and inexperienced General Assembly that passed the Funding Act of 1871 under the sponsorship of a carpetbag governor. The funding legislation led to the virtual bankruptcy of Virginia and to the bitter Funder-Readjuster battles of the late 1870s and 1880s with their racial undertones. Those, in turn, contributed heavily to the racially restrictive voting clauses of the 1902 Virginia constitution and to the fiscal conservatism best illustrated in Virginia's "pay-as-you-go" economic policies of the greater part of the 20th century. It is ironic that the fiscal and social conservatism of the Byrd machine in 20th century Virginia, deplored by liberals, had at least some of its roots in the policies of the 19th century Radicals. Bryan, Jr. President and Chief Executive Officer he most notable public event of 2004 for the Virginia Historical Society was undoubtedly the groundbreaking ceremony on the first of TJuly for our building expansion. On that festive afternoon, we ushered in the latest chapter of growth and development for the VHS. By turning over a few shovelsful of earth, we began a construction project that will add much-needed programming, exhibition, and storage space to our Richmond headquarters. It was a grand occasion and a delight to see such a large crowd of friends and members come out to participate. The representative individuals who donned hard hats and wielded silver shovels for the formal ritual of begin- ning construction stood in for so many others who made the event possible. Indeed, if the groundbreaking was the most important public event of the year, it represented the culmination of a vast investment behind the scenes in forward thinking, planning, and financial commitment by members, staff, trustees, and friends. That effort will bear fruit in 2006 in a magnifi- cent new facility. To make it all happen, we directed much of our energy in 2004 to the 175th Anniversary Campaign–Home for History in order to reach the ambitious goal of $55 million. That effort is on track—and for that we can be grateful—but much work remains to be done. Moreover, we also need to continue to devote resources and talent to sustain the ongoing programs and activities of the VHS.

Pierpont Courtesy of The U niversity of North Carolina Press 34 The City of Alexandria - One Time Capital of Virginia By ROBERT NELSON A NDERSON* Any article dealing with the existence of the City of Alexandria as the one time Capital of Virginia must consider the story of Francis H arrison Pier­ pont who was born in what was then Monongalia Countv, Virginia, on January 25, 1814, for the two are interwoven. School teacher, lawyer, in­ dustrialist, father of the so-called Restored Government of Virginia and its Governor ( 1861-68 ); father of \,Vest Virginia ( 1861-63 ) ; U nited States Congressman ( 1870 ); U .S. Collector of Internal R evenue ( 1881 ) ; he died in Pittsburgh, Pa., at the home of his daughter on M arch 24, 1899, and was buried in Fairmont, vVest Virginia. His was a very full life and we can only touch on the highspots leading up to the establishment of the City of Alexandria as one time Capital of Virginia. 1 But in order to place these particular events in their proper perspective it is necessary to review some of the earlier events and happenings in Virginia and the South that brought this about. By 1840 Virginia began to recover from a severe agricultural depression. But even as Virginia grew more prosperous the agitation over slavery was carrying her down the road to civil war. The controversy over slavery in the territories and the debates over the fugitive slave law made for increased bitterness between North and South during the 1850's but the attempted slave insurrection on Virginia's own soil supported by John Brown of Kansas, an Absolitionist, did most to excite Virginian emotions and fears.

In 1950, Congress enacted legislation (P.L. 81-600) authorizing Puerto Rico to hold a constitutional convention and in 1952, the people of Puerto Rico ratified a constitution establishing a republican form of government for the island. After being approved by Congress and the President in July 1952 and thus given force under federal law (P.L. 82-447), the new constitution went into effect on July 25, 1952. Puerto Rico is subject to congressional jurisdiction under the Territorial Clause of the U.S. Constitution. Over the past century, Congress passed legislation governing Puerto Rico’s relationship with the United States. For example, residents of Puerto Rico hold U.S. citizenship, serve in the military, are subject to federal laws, and are represented in the House of Representatives by a Resident Commissioner elected to a four-year term. Although residents participate in the presidential nominating process, they do not vote in the general election. Puerto Ricans pay federal tax on income derived from sources in the mainland United States, but they pay no federal tax on income earned in Puerto Rico. The Resident Commissioner may vote in committees but is not permitted to vote in, or preside over, either the Committee of the Whole or th the House in the 112 Congress.

We think it imprudent for him to be here after the boat arrives, and I could not think of any better plan than sending him to Fall River, if you can keep him out of sight for a short time.

The Phelps-Stokes Fellowshii) for the study of the Xegro was founded at the University of Virginia in 1912 through a gift from the trustees of the Phelps-Stokes Fund. It is the duty of the holder of the Fellowship to stimulate and conduct investigation and to encourage and guide a wider general inter- est among students concerning the character, condition, and possibilities of the negroes in the Southern States. W'itii this object in view the successive incumbents have or- ganized classes for study that have been well attended and dil- igent. Special investigations have been carried on by each Fel- low : related topics have been assigned for study by indi\iduals and groups, and the results presented for class discussion ; and from time to time men distinguisiied as thoughtful students of negro life have been invited to lecture at the University. Sev- eral studies, of which this is Number Four, have been consid- ered of suf^cient importance to merit publication. In no case, however, is the University or the Phelps-Stokes Fellowship Committee to be considered as passing judgment on the conclu- sions of these papers.
