Members of the Worplesdon Parish Council are hereby summoned to attend the Full Council meeting of the Worplesdon Parish Council to be held in the Small Hall , Worplesdon Memorial Hall, Perry Hill, Worplesdon, GU3 3RF on Thursday 26 March 2015 at 7.30pm for the purpose of transacting the following business. THE FIRST TEN MINUTES ARE AVAILABLE FOR THE PUBLIC TO EXPRESS A VIEW OR ASK A QUESTION ON RELEVANT MATTERS ON THE FOLLOWING AGENDA. THE PUBLIC ARE WELCOME TO STAY AND OBSERVE THE REST OF THE MEETING.

Those attending for the purpose of reporting on the meeting may use social media or mobile devices in silent mode to send electronic messages about the progress of the public parts of the meeting.

Anyone is permitted to film, record or take photographs at council meetings. Please liaise with the Clerk to the Council prior to the start of the meeting so that those attending the meeting can be made aware of any filming/recording taking place.

Use of mobile devices, including for the purpose of recording or filming a meeting, are subject to no interruptions, distractions or interference being caused to the PA or Induction Loop system, or any general disturbance to proceedings. The Chairman may ask for mobile devices to be switched off in these circumstances.

It is requested that if you are not using your mobile device for any of the activities outlined above, it is switched off or placed in silent mode during the meeting to prevent interruptions or interference with the PA or Induction Loop system. The use of flash photography and/or filming lights is not permitted.

AGENDA

1. To accept apologies and reason for Absence in accordance with the LGA 1972, Sch12, para 40.

2. Declaration of Disclosable Pecuniary Interests (DPIs) by Councillors on any of the agenda items below in accordance with The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012. (SI 2012 No. 1464).

3. To receive and consider written requests for new DPI dispensations.

4. Declaration of non-pecuniary interests in accordance with the Parish Council’s Code of Conduct.

5. Amendments to the Register of Interests – To declare any DPI amendments in accordance with the Localism Act 2011 s28.

6. Declaration of Gifts or hospitality over £25.

8. Invoices for payment - Proposed list of cheques/online payments to be tabled at the meeting for approval. Payments for signature by two councillors

9. Borough Councillor’s report (5 mins) – Electronic copy to be submitted to the Clerk prior to the meeting.

10. County Councillor’s report (5 mins) - Electronic copy to be submitted to the Clerk prior to the meeting.

11. J Carter & Son Scrapyard, Aldershot Road, Worplesdon – To receive a report from Cllr R McShee.

12. Clay Lane Link Road – Public consultation meeting held 16 March 2015 in Jacobs Well - To consider the proposals put forward for the preferred route and to agree the Parish Council’s response.

13. SARP (Slyfield Area Regeneration Plan) – Parish Representative/s – Due to timing issues Mr Slaymaker is unable to represent the Parish Council on SARP – For information only. New representative to be appointed after the elections.

14. Airfield - Summary of Development Proposals Feb 2015 received for information – To consider action.

15. Planning Applications for consideration

Planning Application No: 15/P/00395 – 14 Oak Tree Close, Jacobs Well, Guildford, GU4 7PU – Demolition of single storey side extension and erection of a two storey side extension.

Any planning applications received on, or before, the 26 March 2015, but after this agenda has been prepared will also be considered by the Parish Council.

16. Provision of hard copy plans to Parish Councils – Guildford Borough Council is currently carrying out a Fundamental Service Review of its services. GBC is aiming to provide a purely paperless planning system within the next year. It is the Borough Council’s intention not to issue hard copy plans to Parish Councils. To receive a report from the Clerk and to consider what IT equipment will be required in order for the Parish Council to be able to view planning applications online during council meetings.

17. WW2 Commemoration Show – 9th May 2015 – Worplesdon Memorial Hall – To receive a progress report from Cllr R McShee.

18. Health and Safety Inspection Report – To receive the weekly playground inspection reports and the monthly health and safety reports and to consider action as required.

19. Land Management Report – To receive a report and to consider action as required.

20. Request to plant trees in a grass verge – Grangefields Road, Jacobs Well - Resident request for permission to remove two silver birch trees from the grass verge in Grangefields Road and to replace them with two Rowan trees. To consider the request.

21. Placing of rocks and flower tubs on grass verge Gumbrells Close, – Anonymous letter of complaint received.

22. Blocked footpaths – Liddington Hall Farm – Complaint received from a local resident about “private land” signs and a lack of public footpath notices/access. To consider action.

23. Virgin Media – Installation of fibre optic cables Coombe Lane/Perry Hill – To receive an update from the Clerk.

24. Gas works – Coombe Lane/Perry Hill – SGN (Southern Gas Networks) are planning to install a second supply to Merrist Wood College - To receive a report from the Clerk. 2 of 3

25. Parish Council elections – Prospective candidates are reminded that their nomination papers must be submitted to Guildford Borough Council by 4pm on 9 th April at the very latest. Nomination packs can be obtained from the Clerk to the Council.

26. Surrey Half Marathon – Litter left on common land – To consider action.

27. Adopt a kiosk from BT for as little as £1 – To consider the offer.

28. Finance

a) Quarterly financial inspection undertaken by Mr D Howard-Jones – 10 March 2015 – To receive Mr Howard- Jones’ report. b) Annual Pension return – To be completed ASAP. c) VAT return – 1.10.14 – 31.3.2015 to be submitted to HMRC as soon as practicable. d) Annual accounts to be prepared as soon as practicable. e) Training course – Handling Great Crested Newts – Surrey Wildlife Trust (Venue: Nower Wood, Leatherhead) - Cost per person £50 & VAT. To approve the cost of up to 4 delegates attending. f) Internal Audit – Year End 2014/15 – To be held 19 May 2015. g) Rates Community Car Park – 100% Rate relief provided. h) Contract for Grounds Maintenance – Existing contract expires 31 May 2015 – To review/renew the contract - Tenders to be invited and/or consider employing a part time member of staff. i) Insurance schedule – Following a review of the Asset Register minor amendments made to the insurance schedule – premium increase of £20.93 waived as new policy schedule not required.

29. Clerk’s Report

a) White House Pond Management – Meeting held with the Environment Agency 2 March 2015. Letter received from the EA for information. b) Borough/Parish liaison meeting held – 20 March 2015 – The following topics were covered: • Parish Council Elections • Ethical Standards Training – Training session to be held Monday 8 June 2015 from 7pm Millmead House • Glade Partners – Grounds Maintenance Works (Guildford Philanthropy) • Guildford Armed Forces Day 27 June 2015 • Matters raised by Clerks c) Bus shelter bottom of Rydes Hill Common now replaced. d) Care Act Information pack issued to all members via email. e) Surrey Hill Communications Survey – Deadline for responses – 10 April 2015 – issued to all members via email.
