ABSTRACT This report summarizes data on fall (1983) enrollments based on a survey by the National Association of State Universities and Land-Grand Colleges of its member institutions (w132). These institutions include both individual universities, which may or may not be comprised of a central campus and smaller branch campuses, and systems of multiple major campuses. Study highlights note that member institutions showed steady enrollment as compared to the previous year, that first-time freshmen enrollments were down, that growing institutions cited increases in transfer and adult students, and that shrinking institutions cited drops in the number of high school graduates and increasing tuition as factors. Data presented in the tablesindicate full-time and part-time head count enrollments during academic year 1982-83 and 1983-84; 2-year comparisons by enrollment category; total enrollment at the 10 largest campuses; undergraduate enrollment at the 10 largest campuses; graduate enrollment at the 10 largest campuses; first professional enrollment at the 10 largest campuses; first-time freshmen enrollment at the 10 largest campuses; and institutions reporting increasing or decreasing enrollments. A final table shows fall enrollments for specific member institutions.(JB)

a The NASULGC Survey of Fall Enrollments: 1983-84

Highlights

1. Stable Overall Enrollments: In the fall of the 1983-84 academic year, total head count enrollments at MASULGC member institutions closely ap- proximated the previous fall's enrollments, increasing by only .1 percent.

2. First-Time Freshmen Enrollments Down: Head count enrollment varied by less than 1 percent in all enrollment categories except first-time freshmen. In that category, enrollments declined 2.5 percent from fall 1982-83 levels.

3. More than Nine Out of Every Ten First-Time Freshmen or First Professional Students Attend Full-Time: Full-time students accounted for 94.3 percent of all first-time freshmen students and first professional students. Over- all, 85.6 percent of all undergraduate students were enrolled full-time, compared to only 55.3 percent of all graduate students.

4. Growing institutions Cite Increases in Transfer and Adult Students: Of re- sponding institutions with fall 1983-84 enrollment increases (78 institu- tions), 29.6 percent cited increased numbers of transfers from other col- leges and universities as a cause of enrollment growth. The next most frequently cited reason(16.0 percent reporting) wasincreasesin the number of adult students enrolled.

5. Shrinking Institutions Cite Drop in Number of High School Graduates and In- creasing Tuition: Among the 57 institutions reporting enrollment declines, 23.1 percent cited decreasing numbers of high school graduates as a reason. The second most cited reason was increasing college tuitions.

The 1983-84 National Association of StateUniversities and Land-Grant Col- leges (NASULGC) survey of fall enrollmentssummarizes information provided by 132 of the 144 institutions belonging tothe Association. These 132 member institutions include both individual universities,which may or may not com- prise a central campus and smaller branch campuses,and university systems comprising several universities, only someof which may in turn be NASULGC available if all individual members. Enrollments for system members are only universities making up the system responded tothe survey. The system enroll- ment is not given separately, accountingfor the survey number of 123.

Total responses for the survey totaled208, which includes branch campuses at several member universities. A listing of NASULGC member institutions not included in this report can be found on page 7.

Data presented in the accompanyingtables report full-time and part-time head count enrollments during academic years1982-83 and 1983-84. These data also closely approximateinformation submitted by each institution to the NationalCenter for Education Statisticsand its Higher Education General Information Survey (HEGIS). Table 11, at the conclusion of the report,shows 1983-84 fall enrollments for all four-yearcolleges and universities belonging to NASULGC or existing as branch campusesof NASULGC member institutions.

Table 1 shows total head count enrollment infive enrollment categories for the 132 NASULGC institutions responding tcthe fall 1983 survey.

2 Two-Year Comarisons Show Stable Enrollments

Between fall 1982 and fall 1963, total head count enrollment remained very stable, increasing by a negligible .12 percent. Table 2 shows that at the 132 responding NASULGC member institutions, undergraduate enrollment dropped .42 percent, first-time freshmen enrollment dropped 2.50 percent,and first professional enrollment dropped .68 percent.

These declines were offset by increases in graduate and unclassified stu- dents. Table 2 shows that in 1983 graduate enrollment increased by .24 per- cent. No separate category was provided for unclassified students because of varying institutional definitions of this category.

Full-Time/Part-Time Enrollments Vary by Category

Full-time and part-time enrollments varied by level. At the undergraduate level, 85.6 percent of the enrollment was full-time, with 1,380,616 students attending full-time and 232,987 attending part-time. Almost all first profes- sional students were full-time students. There were 81,770 full-time students, or 95.5 percent of the total, in this categoryand 3,879 part-time students.

Graduate enrollment was divided almost equally between full-time and part- time students. There were 200,903 full-time graduate students, accounting for 55.3 percent of the total, and 162,600 part-time students.

First-time freshmen enrollments were overwhelmingly full-time, with282,263 full-time students, or 94.3 percent of the total, and 17,035 part-timestu- dents.

The campuses with the largest graduate enrollments varied considerably in rank order from the top ten total enrollment campuses, and included four cam- puses which were not on the Table 4 list. These are the University of Michi- gan, Ann Arbor (5), the , Berkeley(6), the University of Pittsburgh (7), and the University of California, Los Angeles (9).

Only two of the ten campuses with the largest first professional enroll- ments appear on the list of the ten largest campuses. The University of Cali- fornia, Los Angeles (1), the University of California, Berkeley(2), and the University of California, Davis (3) topped thelist of campuses with the largest first professional enrollments.

Enrollments among the top ten campuses in first-time freshmenstudents did not range as widely as in other categories. The largest enrollment in this category was 6,966, and the 10th ranked campus had anenrollment of 4,779. Seven of the campuses with the largest first-timefreshmen enrollment also ap- peared on the list of the ten largest campuses overall.

Reasons for Growth or Decline Include Cost andComposition of Student Pool

All institutions responding to the survey(NASULGC member institutions and their branch campuses, as well as member universitysystems) were asked to pro- vide explanations for why total enrollmentseither increased or decreased in 1983. Of the 208 institutions providing data,125 also provided one or more responses explaining reasons forenrollment changes. Among these, 78 institu- tions reported enrollment increases and 5Treported decreases. Of those who reported increases the most commonly cited reasons were: 1) More transfers from other colleges and universities, and2) increases in adult students en- rolling. These two responses accounted for 45.6 percent ofall "increased enrollment" responses. 6 9 Table 9
