It is because of the grassroots support of the young white men who adore him that Ron Paul has become a major figure in today’s political scene. What attracts young white men to Ron Paul? This paper explores the history and discourse of Libertarianism to better understand the political subjectivity and identity of Ron Paul supporters. In Chapter 2, I historically contextualize Paul’s libertarian discourse. I argue that the discourse of libertarianism is characterized by claims to an apolitical, ahistorical past in which Libertarian rhetoric naturalizes discourses of free market capitalism, “classical” liberalism, and “authentic” Americanism. -

43 L 62 Neoconservatives Among Us? A Study of Former Dissidents’ Discourse* JENI SCHALLER Abstract: Neoconservative political thought has been characterized as “distinctly American”, but could there be fertile ground for its basic tenets in post-communist Europe? This paper takes an initial look at the acceptance of the ideas of American neo- conservative foreign policy among Czech elites who were dissidents under the communist regime. Open-ended, semi-structured interviews with eight former dissidents were con- ducted and then analyzed against a background of some fundamental features of neocon- servative foreign policy. Discourse analysis is the primary method of examination of the texts. Although a coherent discourse among Czech former dissidents cannot be said to ex- ist, certain aspects reminiscent of American neoconservative thought were found. Key words: neoconservatism, Czech dissidents, foreign policy, discourse analysis I. INTRODUCTION Neoconservatism, as a strain of political thought in the United States, has been represented as “distinctly American” and Irving Kristol, often considered the “godfather” of neoconservatism, emphatically states “[t]here is nothing like neoconservatism in Europe” (Kristol 2003: 33). Analyst Jeffrey Gedmin writes that the “environment for neoconservatism as such is an inhospitable one” in Europe, especially Germany (Gedmin 2004: 291). The states of Cen- tral Europe, in contrast to many of the established continental EU members, represent a rather more pro-American stance. With groups of former dissi- dents whose political leanings are in part informed by the American anti- communist, pro-democracy policies of the 1970s and 1980s, could there be a more hospitable environment for neoconservative ideas in a Central Euro- pean state such as the Czech Republic? The Czech dissident community was not as extensive or well-organised as that in Poland or even Hungary, largely due to the post-1968 “normalisation” in Czechoslovakia. -

Political 9 Parties Wisconsin political parties: state organizations and current party platforms Moon Crater (NASA) 864 WISCONSIN BLUE BOOK 2009 – 2010 POLITICAL PARTY ORGANIZATION IN WISCONSIN What Is a Political Party? A political party is a private, voluntary organization of people with similar political beliefs that vies with other parties for control of government. Political parties help voters select their government officials and create a consensus on the basic principles that direct governmental activities and processes. Political parties in the United States have traditionally provided an organized framework for the orderly performance of several basic political tasks necessary to representative democracy. Parties act to: • Provide a stable institution for building coalitions based on shared principles and priorities. • Recruit and nominate candidates for elective and appointive offices in government. • Promote the election of the party’s slate of candidates. • Guard the integrity of election procedures and vote canvassing. • Educate the voters by defining issues, taking policy positions, and formulating programs. U.S. parties offer a marked contrast to the party apparatus in other nations. In many parts of the world, political parties begin with defined ideologies and programs. Their members are recruited on the basis of these ideas, and there is not much room for disagreement within the ranks. In other cases, parties represent regional interests or ethnic groups. By contrast, parties in the United States are loosely organized groups reflecting a broad spectrum of interests. They are truly populist parties in the sense that they accommodate diversity and are instruments of party activists at the grass roots level. Political ideology, as stated in a party’s national platform, is formulated first at the local level and then refined through debate and compromise at meetings representing successively larger geographic areas. -

THE INDEPENDENCE OF FOREIGN AFFAIRS AND IMPORTANCE OF SOCIAL ISSUES IN THE POLITICAL ATTITUDES OF OLIVET NAZARENE UNIVERSITY STUDENTS , 2010 - 2013 David Claborn and Lindsey Tobias This paper maps peoples’ politics onto three axes to see how those axes interrelate. 617 Midwestern faith-based university students answered 10 questions on social issues, 12 questions on economic issues, and 11 questions on foreign affairs. This project is specifically interested in knowing if the social and economic answers explain the foreign affairs answers. The biggest conclusion drawn is how little they do. One’s social and economic attitudes predict 5.5% of one’s foreign affairs. -

The Institutions of Federal Reserve Independence Peter Conti-Brownt The Federal Reserve System has come to occupy center stage in the formulation and implementation of national and global economic policy. And yet, the mechanisms through which the Fed creates that policy are rarely analyzed. Scholars, central bankers, and other policymakers assume that the Fed's independent authority to make policy is created by law-specifically, the FederalReserve Act, which created removabilityprotectionfor actors within the Fed, long tenures for Fed Governors, and budgetary autonomyfrom Congress. This Article analyzes these assumptions about law and argues that nothing about Fed independence is as it seems. Removability protection does not exist for the Fed Chair, but it exists in unconstitutionalform for the Reserve Bank presidents. Governors never serve their full fourteen-year terms, giving every President since FDR twice the appointments that the Federal Reserve Act anticipated. And the budgetary independence designed in 1913 bears little relation to the budgetary independence of2015. This Article thus challenges the prevailing accounts of agency independence in administrative law and central bank independence literature, both of which focus on law as the basis of Fed independence. It argues, instead, that the life of the Act-how its terms are interpreted, how its legal and economic contexts change, and how politics and individual personalities influence policymaking-is more important to understandingFed independence than the birth of the Act, the language passed by Congress. The institutions of Federal Reserve independence include statute, but not only the statute. Law, conventions, politics, and personalities all shape the Fed's unique policy-making space in ways that scholars, central bankers, and policy-makers have ignored. -

Blejer is Visiting Professor in the Institute of Global Affairs at the London School of Economics and Political Science. This article builds on presentations by Wachtel at the Colloquium on “Money, Debt and Sovereignty,” Université de Picardie Jules Verne, December 11–12, 2017; the XXVI International Rome Conference on Money, Banking and Finance, LUMSA University, Palermo, Italy, December 14–16, 2017; and the Center for Advanced Studies on the Foundations of Law and Finance, Goethe University, May 20, 2019; and by Wachtel and Blejer at the Conference on Financial Resilience and Systemic Risk, London School of Economics, January 30–31, 2019; and the 25th Dubrovnik Economic Conference, June 15–16, 2019. This article is part of the LSE IGA Financial Resilience project supported by the Rockefeller Foundation. Central bank independence (CBI) became a globally accepted truth of economics about 30 years ago. It is clearly valuable for insuring that monetary policy is conducted in a way that is consistent with appropriate central bank objectives and free of political influences. Nevertheless, CBI has been under attack in both the developed world (President Trump is a frequent critic) and in emerging markets (e.g., in Turkey and India). Thus, the time is ripe to take a new look at CBI.
