NESECRET Anexa nr. II.3.1.3. INUNDAŢII ŞI PAGUBE PRODUSE ÎN ZONA LITORALĂ A MĂRII NEGRE 2004, 28 - 29 august Cantităţi importante de precipitaţii înregistrate la posturile pluviometrice, ce au depăşit în anumite zone valorile istorice cunoscute, (valoarea medie multianulă a precipitatiilor pentru Constanta este de 377 l/mp, cea mai mare cantitate căzută într-o zi este de 111 l/mp şi s-a înregistrat pe 1 iulie 1992), astfel: - Constanţa 195 l/mp - Lumina 147.7 l/mp - Agigea 280,5 l/mp - Mamaia Sat 200 l/mp - Pantelimon 312 l/mp - Techirghiol 169 l/mp - Mircea Vodă 120 l/mp - Crucea 105.0 l/mp din care in 8 min 50 l/ mp - Cobadin 106.0 l/mp - Valu lui Traian 151.5 l/mp În perioada 28 -29 august 2004 în zona litorală a Mării Negre au fost afectate 6 localităţi, după cum urmează: Constanţa, Techirghiol, Eforie, Tuzla, Agigea, Năvodari unde s-au înregistrat pagube în valoare totală de 8261,8 mii lei. De asemenea, în zona localităţilor Eforie Nord şi Eforie Sud, plaja şi faleza Mării Negre a fost afectată ca urmare a cantităţilor mari de precipitaţii din zona, astfel: 1km de faleză şi plaja la Eforie Nord şi plaja lacului Techirghiol în zona campingului Sincai şi 1 km la Eforie Sud. 2005, 22 – 24 septembrie Cantităţile însemnate de precipitaţii cu caracter de aversă, căzute în zona estica a judeţului Constanţa, de la Năvodari până la Vama Veche, au fost însoţite de intensificări ale vântului şi descărcări electrice, fiind afectată predominant zona litorală a Mării Negre, unde s-au semnalat intensificări ale vântului 8-15 m/s, la rafale , cu viteze de 17-23 m/s ( forţa vântului 8-9 pe scara Beaufort), cu valuri cu înălţimi cuprinse între 2-6 m la ţărm si 6-7 m în larg. Cantităţi însemnate de precipitaţii înregistrate: - Constanţa 44,5 l/mp - Mangalia 31,2 l/mp - Albeşti 80,0 l/mp - Eforie 161,5 l/mp - Amzacea 111,4 l/mp - Biruinţa 222,0 l/mp - Techirghiol 200,7 l/mp. Au fost afectate 4 localităţi, după cum urmează: Tuzla, 23 August, Topraisar, Costineşti unde s- au înregistrat 6 victime omeneşti şi pagube în valoare totală de 3689,1 mii lei. De asemenea, au fost afectate lucrările de gospodărire a apelor din zona Lacului Techirghiol, cu rol de protecţie şi îmbunătăţire a calităţii apei lacului, iar în zona Costineşti a fost afectată faleza şi plaja turistică Costineşti pe o suprafaţă de 4,13 ha. Au fost proiectate şi realizate în regim de urgenţă în zona Costineşti, următoarele lucrări: Amenajare complexă pentru atenuarea viiturii şi refacere plaja Costineşti - baraj de atenuare – 1buc.; - canale colectoare pentru golirea de fund; - canale de garda – 5 km; NESECRET Strada Mircea cel Batran,nr.110, Tel.:617381/617382/ e-mail [email protected] / Fax.616342 / cod postal 900663 Pagina 1 din 3 NESECRET - decolmatare şi amenajare Lac Costineşti; - refacere alee pietonală care desparte Lacul Costineşti de plaja centrală -300 m; - refacere plaja Costineşti prin înnisipare – 100 mii mc; - redimensionarea podurilor C.F.; Descarcărea în mare a Balţii Tuzla -pozare conducta Dn 500-1800 ml -staţie pompare temporara – 2600 mc/h - staţie pompare definitivă – 2600 mc/h 2007, 07- 08 august A fost afectată zona litorală a Mării Negre, unde s-au semnalat intensificări ale vântului 8-14 m/s, la rafale cu viteze de 17 - 23 m/s şi valuri cu înăltimi cuprinse între 2 - 3,5 m la ţărm şi 3 - 5 m în larg. Cantităţi de precipitaţii înregistrate: - Constanţa 104,0 l/mp - Mangalia 54,4 l/mp - Techirghiol 139,5 l/mp - Tuzla 99,3 l/mp - Negru Voda 94,5 l/mp - Chirnogeni 88,8 l/mp - Albesti 87,0 l/mp - Pecineaga 83,0 l/mp - Biruinta 75,5 l/mp Ca urmare a precipitaţiilor mari căzute în zona litorală şi al gradului mare de agitaţie al mării, s-au produs şiroiri masive de apă în zona falezelor, care s-au scurs către plajele turistice din localitatăţile Eforie Nord, Eforie Sud, Costineşti şi în staţiunile Olimp, Jupiter, Venus, Cap Aurora, Mangalia, afectând o suprafaţă de plajă pe cca.16,5 ha; datorită acestor șiroiri pe plajele turistice nisipul a fost antrenat către mare, creeindu-se ravene pe toată lungimea plajelor, cu adâncimi de 1-3 m şi lăţimi de 2-10 m. S-au executat lucrări de colectare şi înlaturare a deşeurilor de pe plajă precum şi lucrările de completare cu nisip pe zonele de plajă cu ravene sau deficit de nisip datorită spălării acestuia fiind transportaţi 2130 mc de nisip, care a fost nivelat, discuit şi ecologizat. - refacere plaja tronson Eforie Nord - Eforie Sud - Cosinesti 590 mc ; - refacere plaja tronson Olimp – Vama Veche 1540 mc. Au fost afectate de inundaţii 7 localităţi: Constanţa, Mangalia, Techirghiol, Eforie, Tuzla, 23 August, Costineşti înregistrând pagube în valoare totală de 4546,6 mii lei. Pentru lucrările de protecţie şi reabilitare sunt elaborate 8 studii de fezabilitate în conformitate cu Master Plan – ul ” Protecţia şi reabilitarea zonei sudice a litoralului românesc al Mării Negre ”, elaborat de ECOH CORPORATION şi JIPA JAPAN în valoare totală de 316 milioane euro. 2009, 11-12 iulie În zona zona litorală a Marii Negre s-au semnalat intensificări ale vântului 8-15 m/s, la rafale cu viteze de 15-23 m/s ( forţa vântului 8-9 pe scara Beaufort), cu valuri cu înălţimi cuprinse între 2-6 m la ţărm şi 6-7 m în larg, ceea ce a condus la spălarea nisipului de pe plajele litorale şi crearea de noi ravene. Precipitaţii înregistrate: - Constanţa 50,6 l/mp - Techirghiol 53,7 l/mp - St. Mamaia 41,0 l/mp Ca urmare a precipitaţiilor mari cazute în zona litorală şi al gradului mare de agitatie al mării, s-au produs şiroiri masive de apă în zona falezelor, care s-au scurs către plajele turistice din localităţile NESECRET Strada Mircea cel Batran,nr.110, Tel.:617381/617382/ e-mail [email protected] / Fax.616342 / cod postal 900663 Pagina 2 din 3 NESECRET Constanţa, Mamaia, Eforie Nord, Eforie Sud, afectând o suprafaţă de plaja pe cca.17 ha, iar datorită acestor şiroiri creindu-se noi ravene cu adâncimi de 0,5-1 m si lat. de 2-10 m. Pagube înregistrate: au fost afectatate staţiunile turistice Mamaia, Constanţa, Eforie nord şi Eforie Sud fiind afectată o suprafaţă de plajă pe 17 ha. Pentru lucrările de refacere a plajelor în regim de urgenţă, s-a utilizat nisipul existent în zona Cordonului Litoral astfel : - refacere plaja tronson Mamaia – Constanţa : 12 ha + 8 ravene 370 mc ; - refacere plaja tronson Eforie Sud : 5 ha + 3 ravene 30 mc 19, 24, 29.05.2012 Cantitățile mari de precipitații cu caracter torențial, căzute pe raza județului Constanța în data de 19 mai, 24 mai și 29 mai, au afectat localitățile : Constanța, Mamaia, Tuzla, Techirghiol unde au fost inundate gospodării, beciuri, subsoluri și curți, străzi, drumuri județene și comunale, valoarea totală a pagubelor înregistrată în 2012 a fost de 2077,002 mii lei conform raportului de sinteză întocmit de Grupul de suport tehnic al CJSU Constanța. În perioada 15.07-31.07.2013 în urma informărilor şi atenţionărilor meteorologice cod galben de ploi torenţiale, intensificări ale vântului şi izolat căderi de grindină în localităţile Aliman, Amzacea, Băneasa, Horia, Rasova şi Valu lui Traian au fost afectate străzi, parcuri, precum şi terenuri de fotbal. Urmare a evenimentelor produse, în zonele afectate, s-au deplasat în teren comisii formate din specialişti, nominalizate prin ordin de către prefectul judeţului pentru a constata, evalua şi încheia procese verbale asupra pagubelor produse. În urma precipitaţiilor căzute au fost înregistrate următoarele cantităţi: - Constanţa: 22,6 l/mp; - Mangalia: 28 l/mp; - Cheia: 26 l/mp; - Saraiu: 21 l/mp; - Casicea: 24 l/mp; - Dunăreni: 41 l/mp; - Oltina: 48 l/mp; - Siminoc: 46 l/mp; - Rasova: 45 l/mp. În localităţile afectate de inundaţii la nivelul judeţului Constanţa s-a intervenit pentru evacuarea persoanelor din locaţiile afectate (unde a fost cazul) şi scoaterea apei din curţi, beciuri, subsoluri etc. cu forţele şi mijloacele Inspectoratului Judeţean pentru Situaţii de Urgenţă. În perioadele 30-31.05.2014, 5-6.06.2014, 19-20.06.2014 şi 11.07.2014 în urma informărilor şi atenţionărilor meteorologice cod galben de ploi torenţiale, intensificări ale vântului, căderi de grindină, furtună cu caracter de tornadă în localităţile Ostrov, Hârşova, Chirnogeni, Constanţa, Năvodari, Eforie, Costineşti, 23 August, Adamclisi, Albeşti, Ion Corvin, Pecineaga, Mangalia, Medgidia, Saligny, Rasova, Valu lui Traian au fost afectate străzi, parcuri, stadioane, plaje turistice, viţă de vie, pomi fructiferi, puieţi forestieri. În localităţile afectate de inundaţii la nivelul judeţului Constanţa s-a intervenit pentru evacuarea persoanelor din locaţiile afectate (unde a fost cazul) şi scoaterea apei din curţi, beciuri, subsoluri etc. cu forţele şi mijloacele Inspectoratului Judeţean pentru Situaţii de Urgenţă. As a result of the economic and political conditions in the early twentieth century, Turks and Tatars migrated massively from Dobrudja to Turkey. While the census of 1879 recorded Muslims as representing 56% of the population in the Dobrudjan county of Constantza, the census of 1909 indicates that the percentage had dropped to 10.8%.2 Since its establish- ment as an independent state, the Constitutions of Romania and special laws have guaranteed the rights of certain religious groups, in addition to Orthodox Christians who represent the majority of the population. The law on religious denominations adopted in 1923 lists the Muslim faith among the recognised ‘historical faiths’.3 The establishment of the Com- munist regime (1948) introduced many formal changes with regard to the recognition of religious denominations, but put them under strict state control. For this reason, in the present study, we wanted to test the contribution of the models ARIMA to the elaboration of an anticipation regarding the indicators: arrivals of tourists, totally and structurally: Romanians and foreigners, for Mamaia station.     SOME NAMES OF LOCALITIES IN THE COUNTY OF CONSTANŢA Dumitru CARABAŞ “Ovidius” University of Constanţa Abstract Dobrogean toponymy carries the traces of the history of this teritory. Thus, we find doublets of village names, we have the old name, usually of Turkish-Tatar origin, from the Ottoman Empire period, and besides this one, we also find the official name of the locality. The richness of Dobrogean toponymy delights us and explains the cohabitation of so many ethnic minorities in this space blessed by God. The Turks and Tatars, as old inhabitans of this province, gave the initial names, which were also taken over by the Aromanians, settled here at the beginning of the 20th century. Key-words: toponymy, borrowings, Turkish-Tatar, Dobrogea, Constanţa Résumé La toponymie de Dobrogea, porte les traces de l’histoire de ce territoire. Ainsi, on retrouve les noms de localités doublés, leur ancien nom, d’habitude d’origine turco- tatare, de la période de l’Empire ottomane, étant doublépar le nom officiel, actuel, de la respective localité. La richesse de la toponymie de Dobrogea nous ravit et explique le mode de cohabitation de tant de minorités ethnique dans cet espace béni de Dieu. Les Turques et les Tatares, anciens habitants de cette province, ont donné des noms qui ont également été repris par les Aroumains colonisés ici au début du XXe siècle. Dobrogea de Sud este o unitate de podiș situată în partea sud-estică a României, între Dunăre și Marea Neagră, și constituie un sistem teritorial bine evi- dențiat. Analiza geografică a teritoriului este esențială în dezvoltarea locală și regională, având în vedere atingerea unor finalități culturale și socio-economice, precum turismul rural. Integritatea și coeziunea sistemului teritorial pot fi evaluate prin intercondiţio- narea următoarelor componente: componenta environmentală, componenta socio-cul- turală, componenta economică și de infrastructură [3]. Componenta de infrastructură trebuie analizată din perspectiva relaţiei cu celelalte resurse teritoriale, prin intermediul unor scenarii de dezvoltare sustenabilă pentru populație și activităţile socio-economice specifice, având un rol esenţial și în procesul de amenajare turistică a spațiului rural [2,5]. Scopul lucrării este reprezentat de analiza diagnostică a infrastructurii sistemului teritorial Dobrogea de Sud și utilizarea sa turistică, în vederea sustenabilității și eficien- tizării socio-economice a comunităților locale din mediul rural. Dominant Soil Types The Cernavoda NPP site was prepared for 5 reactors and for the necessary installations and activities for their construction and operation during a long period. This site is in a former lime quarry area (called Ilie Barza), on the left side of Danube- Black Sea Canal. The site preparation works resulted in an almost flat area with an upper layer consisting of limestone. After specific engineering works, most of the prepared land area was used for various constructions and inner roads (Ref. 4.3-1). Some green areas have also been arranged. The land surface for the Cernavoda NPP Unit 3 is now a built area. At a larger scale, taking into consideration the zones defined around the NPP (section 4.2.7.4), the Cernavoda site area belongs to the plateau between the Danube branch Dunarea Veche and the Black Sea, known as South Dobrogea Platform. The Cernavoda NPP site is not far from the Danube, but it is not near its floodplain. On the right bank of the Danube, in the floodplain, there are alluvial soils. They are undeveloped soils, non-homogenous, having sand to clay structure. Towards east, there are gray soils (Ref. 4.3-1, 4.3-2), characteristic for dry climate areas. Due to the low humidity, alteration and levigation are less intense. These gray soils are poor in humus (2-3%) and nutritive substances. Although the gray soils present good physical characteristics, they do not accumulate water enough because of the low rain quantities and their distribution during the whole year, so that a humidity deficiency in soil is found during most part of the year.

The monitoring data obtained between 1970-2000 showed frequently an unacceptable situation of the bathing waters quality along the important Romanian coastal areas mainly as a consequence of the wastewater discharges from four treatment plants (Constantza North, Constantza South, Eforie South and Mangalia) situated near the most important seaside resorts. Beginning with 2001, a real improvement of the bathing waters quality was observed, particularly in most popular beaches of the Romanian Black Sea coast, due to reconstruction and rehabilitation of the sewerage and wastewater treatment system and by provision of the modern beaches facilities in the recreational zone. Most of the large cities located in the coastal area of the world prefer to discharge their sewage into the sea through marine outfall systems for convenient and economic reason (YANG and CHANG, 1998). However, such discharges constitute a threat to public health and in some cases pose a barrier to the development of sustainable tourism and aquaculture.

JICA sent to Romania a study team headed by Dr. Yoshimi GODA of ECOH CORPORATION between May 2005 and March 2007. The team held discussions with the officials concerned of the Government of Romania and conducted field studies in the targeted area in the Study. The team prepared present report upon the final modification. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries.
