Accreditation Scheme for Museums and Galleries in the United Kingdom: Returns Schedule Wales Accreditation Scheme for Museums and Galleries in the United Kingdom: Returns schedule Wales October 2015 1 Introduction This document details the rollout timetable for the area described. The Accreditation returns cycle has been developed on the basis of a museum’s last Accreditation review date, which will either be its initial application for Accredited status, or an Accreditation return provided in September 2009. The returns schedule provides for a six month preparation period from point of invitation to return deadline. Once you have submitted your return, it will be reviewed by an expert assessor, this may include a site visit as part of the scheme’s quality assurance requirement. Once the assessment is complete, a recommendation will be presented to an Accreditation Panel who will consider the assessment form and recommendation, and agree an award. The assessment period will be a maximum of three months. The returns schedule can be flexible in exceptional circumstances where a museum is undergoing a significant change that has reduced the operational capacity of the workforce, for example major re-development, disaster recovery, management of budget reductions and constitutional change.     The Gatehouse This is the entrance to Abergavenny Castle, it is called the Gatehouse. It is a barbican gatehouse . A barbican was a wall or tower which protected a castle from attack. The Gatehouse today When Abergavenny Castle was first built, over 900 years ago, the gate was just a simple opening in the castle walls. What can you see? Abergavenny Castle Trail The Gatehouse On the first floor above the gate were comfortable rooms for the Constable of the Castle and his family to live in. The Constable was in charge of the Castle when the Lord was away. The room had a fireplace, large windows and access to the walkways along the walls, as well as a winch to lower or raise the drawbridge. You might be able to spot the two holes above the opening where the chains have worn the stone away? TaTaTakeTa ke a close look at the walls either side of the opeopening.ning. Can you spot any holes where the huge metal door hinges might have been? We think that this stone-built Gatehouse was added about 600 years ago. At this time the Welsh, led by Owain Glyn Dŵr (Owen Glendower) were fighting the Normans who were in control of much of Wales. Launched in April 2011, the Happy Museum ProJect is a pioneering programme that looks at how museums in the UK can build links between sustainability and well-being to leave a legacy of long- term cultural change within their organisations and communities. An initial first round of six awards in 2011, followed by another six in 2012, demonstrated that the Happy Museum Manifesto was in step with the increasing number of academics, economists, psychologists and ecologists in identifying the vital linkage between sustainability and wellbeing.     REPORT C DEPARTMENT AUDIT REVIEW AUDIT REF Communities Museums 5415002 PLANNED DAYS ACTUAL DAYS Frequency of Audit 8 8 Background There are five Museums located around Carmarthenshire – Carmarthenshire County Museum, Carmarthen Town Museum, Parc Howard Museum, Kidwelly Industrial Museum and Pendine Museum of Speed, all of which display various artefacts from Carmarthenshire’s varied past. The museums receive artefacts from public donations and also purchase specific items. The approved net budget for 2015/2016 for Museums was approximately £513k and for 2016/2017 approximately £554k. Scope The review covered the controls and procedures in operation to assess the extent to which adequate arrangements exist for the safeguard of the Authority’s assets. General Opinion The systems within the Museum Service have been assessed as being of medium risk to the Authority due to the value, both historic and monetary, of the artefacts in its possession. The 2015 / 2016 Internal Audit review identified concerns in the way that assets were being managed and administered. It is acknowledged that many of the weaknesses could be attributed to the lack of resources and the poor facilities available for the safe storage of assets however, it was not possible to place assurance that appropriate arrangements were in place to safeguard the Authority’s assets. The review was therefore reassessed as being of high risk to the Authority. The main areas of concern were as follows: a lack of a comprehensive up to date inventory of assets; delay in the full implementation of the computerised system CALM, currently there are three methods of recording items in use, none of which is complete and up to date; a lack of adequate documentation available to support loan items; a lack of adequate insurance arrangements.
