Assistant Engineer, Electrical Section, KSEB Ltd, Vallithode, Kannur District-670702 ORDER Case of the Petitioner:- The petitioner, Sri. Shamseer R. K, Kiliyanthara P.O, Kannur district, comes, under the jurisdiction of Electrical section Vallithode, complaints about the acute shortage of voltage in his surroundings. Though it has been informed to the authorities concerned no action is so far initiated nor any investigation is conducted to find out the cause of grievous situation. Due to the voltage fluctuations various expensive instruments/gadgets were destroyed beyond retrieval. As it is a routine affair the power disruption continues even in the midnight and day break which is very inconvenient to the public at large. Therefore the petitioner prays that an immediate solution be evolved so as to avoid the recurrence of similar situation in future. Version by the Respondent:- Sri. Shamseer. R. K, residing at Kunnothparambu, Kannur District had approached Hon’ble Forum, for voltage fluctuation at the area. The service connection of consumer Sri. Saithalavi an LT- IA consumer with consumer No. 4976 under Electrical Section, Vallithode with its connected load as 300W. The petitioner had approached Hon’ble CGRF arguing deficiency in service . He also claimed that he had already given a complaint before the Kerala State Electricity Board Limited through Customer Care Center vide complaint No. 23117423206 & 33112964259 on 18/11/2019 and 27/11/2019 respectively. On verification it is found that, during 18/11/2019 there was a line short and on 27/11/2019 there was a loose contact in the section fuse provided and both were rectified within the SLA limits. No further complaints were received until 28/11/2019 in this regard. 2 Based on the petition filed before the Hon’ble Forum, detailed field verification was conducted by the Section authorities at the site. It is found that the petitioner’s supply is fed through a single phase line of Vallithode Mosque 100 KVA transformer which is situated approximately at a distance of 800m. The transformer is more than 90% loaded during peak hours, at the same time the single phase line is constructed using ACSR weasel and feeds more than 30 consumers. In addition it is found that, the registered connected load of the consumers in the area is lesser than that of the actual load. The above table substantiates the same. In spite of the wide publicity from Kerala State Electricity Board Limited for regularizing the connected load, none of the consumers has responded. Higher connected load and consumption is also a major factor leading to fluctuations cum lesser voltage levels. This being actual condition, an extra effort was taken to resolve the matter by renewing all jumper connection on 03/12/2019. Capital works for 2018-2022 were planned and got approval from Hon’ble Kerala State Electricity Regulatory Commission under the Project named “Dyuthi”. A major proposal for installing a 100 kVA transformer at the said area, after constructing 700m ABC line is also included as first work under PMU for the financial year 2019-2020; due to repeated flood and other natural calamity PMU and PMSU works were delayed and works for the financial year 2018-2019 is scheduled for closure on 31-12-2019. Apart from the above steps Reconductoring of the existing LT conductors using ACSR Rabbit was carried out under PMSU works by proposing the works scheduled for 2018-2019 to 2019- 2020. Reconductoring of 330m Single phase 2 wire line using ACSR Rabbit was completed on 19/12/2019. Voltage at the area, prior to this 4 work the voltage was around 160-180 volts and the same is improved to 205-220 volts. Considering the above facts, hereby praying before the Hon’ble CGRF to dismiss the petition as necessary steps have already been taken to resolve the complaint. The Respondent declares that all the above facts are true to the best of his knowledge and belief. Discussion, analysis and findi ngs :- The hearing of the case was convened on 22.01.2020. The petitioner was absent in the hearing but the respondent attended. The petitioner is aggrieved by frequent voltage fluctuations which caused damages to electric devices. Voltage fluctuations are on the high rate at midnight and early morning. The relief sought by the petitioner is to issue necessary direction to take remedial action so as to avoid further damages to household appliances. According to the respondent the petitioner is fed through a single phase line of Vallithode Mosque 100KVA transformer which is situated 800m away from consumer premises. The transformer is overloaded and the conductor used is ACSR Weasel. Moreover there is considerable difference between the registered connected load of the consumer in the area and actual load connected. Thus the licensee could not prioritize the system improvement work while scheduling future plan works. Higher connected load existed in the system is the reason for voltage fluctuations. 5 On verification of the arguments of the respondent as well as the petitioner there is justification on both sides. The petitioner is eligible for the quality supply and respondent is duty bound to provide the same. It is stated by the respondent that they had taken all measures to provide quality power supply to the area mentioned. Reconductoring the line is already completed and the installation of new 100KVA transformer is proposed for completion in 2019-20. The petitioner informed the Forum that the situation is much improved on completion of the line reconductoring work. The respondent is directed to do all possible efforts to complete system improvement works in the planned year ie.2019-20 itself and ensure quality supply to the consumers. Further, an action taken report in that regard may be forwarded to this authority within that period. Having concluded and decided as above it is ordered accordingly.
