Medium-Term Foreign Policy Strategy of the Slovak Republic Medium-Term Foreign Policy Strategy of the Slovak Republic until 2015 Determinants of Foreign Policy of the Slovak Republic Interactions between the Slovak Republic’s internal environment and interests on the one hand and its external environment on the other hand determine the foreign policy of the country. With its internal potential the Slovak Republic has traditionally belonged among the countries pursuing active international co-operation. Spiritual background of the citizens of Slovakia had been formed in the historical constitutional, legal and social conditions of Central Europe. Educational and cultural environment in Slovakia is comparable with that of other European countries. The existing democratic political situation, respect for human rights and the rule of law guarantee political stability and equal opportunities for all. The socio- economic development of the society has been significantly affected by the preceding transition period. The functioning market economy and successful completion of necessary reforms suggest, sustainable improvements in the standard of living in Slovakia. Similarly to other European countries, in a long-time perspective demographic development continues to be an open issue. External environment of the Slovak Republic is characterised by various parameters and their interrelationships. The geographic location of Slovakia, the size and location of its neighbouring countries are the factors that permanently influence its foreign policy. The dynamically changing external environment is constituted, besides states and international organisations, by various non-state players of economic, political or social nature. Membership in the European Union and in the North Atlantic Treaty Organisation has substantially altered the relations between Slovakia and its external environment. -

ANNUAL REPORT 2011 EUROPEAN VALUES THINK-TANK 1 Dear Reader, you are holding the Annual Report of the European Values Think-tank, in which we would like to present our programs realized in 2011. European Values is a non-governmental, pro-European organization that, through education and research activities, works for the development of civil society and a healthy market environment. From 2005, we continue in our role as a unique educational and research organization and think tank, which contributes to public and professional discussion about social, political and economic development in Europe. In the Czech Republic we point out that, due to our membership – active and constructive – of the European Union we can for the first time in modern history participate in decision- making processes concerning the future of Europe, and ensure that we are no longer just a passive object of desire of large powers in our neighbourhood. With our international program, European Values Network, from 2007, we also contribute to a Europe-wide debate on the challenges that Europe faces today. We believe that the public and politicians do not recognize that the benefits of post-war development on our continent can not be taken for granted, and that there are many global trends that threaten the freedom, security and prosperity of Europe as a whole. We analyze these social, political, security and economic trends, and we offer solutions to problems associated with them. In addition to publishing our own books, publications, studies, recommendations, comments, and media contributions and commentary, we also organize seminars, conferences and training courses for professionals and the wider public. -

Lustration Laws in Action: The Motives and Evaluation of Lustration Policy in the Czech Republic and Poland ( 1989-200 1 ) Roman David Lustration laws, which discharge the influence of old power structures upon entering democracies, are considered the most controversial measure of transitional justice. This article suggests that initial examinations of lustrations have often overlooked the tremendous challenges faced by new democracies. It identifies the motives behind the approval of two distinctive lustration laws in the Czech Republic and Poland, examines their capacity to meet their objectives, and determines the factors that influence their perfor- mance. The comparison of the Czech semi-renibutive model with the Polish semi-reconciliatory model suggests the relative success of the fonner within a few years following its approval. It concludes that a certain lustration model might be significant for democratic consolidation in other transitional coun- tries. International Senior Enlisted Seminar for NATO CSELs (3 July) At the invitation of Supreme Allied Commander Europe (SACEUR) General Tod D. Wolters and Command Senior Enlisted Leader (CSEL) of Allied Command Operations (ACO) CSM Siim Saliste, CSEL of the Slovak Armed Forces SMG Vladimír Beluš attended the International Senior Enlisted Seminar (ISES) for NATO and invited CSELs at the George C. Issue 26 ● Vol. VIII ● www.mosr.sk/ebulletin/ Marshall European Centre for Security Studies, Garmisch-Partenkirchen, Germany. ISES was attended by CSELs from over 40 countries and NATO and U.S. HQs from all over the world. The ISES seminar focused on stepping up the readiness and cooperation amongst top representatives of the NCO Corps from NATO and accession countries following changes to the operational and strategic landscape, as well as on resolving issues related to the NCO Corps structure in the field of training and transformation. At ISES, SMG Beluš delivered a presentation on the Slovak Army’s course for NATO NCOs – Battle Staff NCO Course. Several NATO and Partner countries, including Ukraine and Finland, showed interest in attending the course. Apart from ISES, SMG Beluš held a series of bilateral meetings with the highest representatives of the NCO Corps from the CZE, HUN, POL, and UKR Armed Forces. ŽIVOT NA ČESKOSLOVENSKÝCH HRANICÍCH a jejich překračování v letech 1945–1989 Československá státní hranice a její ostraha sehrávaly ve druhé polovině 20. století významnou roli ve vývoji pohraničních regionů. Zásadní politické, sociální i národnostní změny v prvních poválečných letech se nejvýrazněji pro- 1945–1989 jevily právě tady. Původní německy mluvící obyvatelstvo bylo až na výjimky vy- sídleno a nahrazeno obyvatelstvem slovanského původu. Tzv. železná opona, jež záhy po skončení druhé světové války rozdělila Evropu, a nový režim na státní hranici determinovaly život veškerých obyvatel Československa. Vytvo- ření rozsáhlých zakázaných a v letech hraničních pásem znamenalo další selekci lidí a jejich nucené vysídlování. Lidé žijící v pohraničí byli konfrontováni s faktem, že z přirozené mezistátní hranice se stala velice rychle hranice nepřátelská. K hlubšímu poznání tématu vlivu hranice v letech 1945–1989 na život obyvatelstva v příhraničních oblastech i jejího legálního, a především ilegál- ního překonávání chce přispět i tato publikace, rozčleněná do tří celků. První část tvoří příspěvky Kateřiny Lozoviukové, Davida Kovaříka, Sandry Kreisslo- ŽIVOT překračování vé a Davida Schriffla, zabývající se životem v pohraničí. Druhý blok obsahuje případové studie Jana Rychlíka, Mateje Medveckého, Ľubomíra Morbachera, Libora Svobody, Veroniky Doubové a Sabine Nachbaur, mapující překračová- NA ČESKOSLOVENSKÝCH ní hranic, ať již povolená v rámci příhraničního styku, nebo nelegální, která a jejich nezřídka končila smrtí či trestněprávními postihy. 279487115 АКТО_4 FESTIVAL FOR CONTEMPORARY ARTS TOPIC_GENERATIONS AKTO_4 Festival for Contemporary arts will be held from 12.08 - 16.08.09 in Bitola, Republic of Macedonia. Akto is a regional festival for contemporary art which includes visual arts, performing arts, music and theory of culture. The main objective of Akto Festival is to open the cultural frameworks of a modern society through “recomposing” and redifning them in a new context. The programme of the festival is based on two concepts. The frst concept is space/location_ Locations have been transformed in terms of their previous meanings. The basic idea of the festival is art pieces to come out of the standard location (galleries, museums, theatres) used for presenting art, and their setting up in new location. Re-moving of the pieces into new location transforms the piece itself (according to the parameter space). The second concept is the topic of the festival_ The topic of Akto_4 festival is Generations. The artistic pieces (according to the parameter Generations) are going to be presented in two categories: artistic pieces that have generations as a basic starting point and pieces that are transformation of an already fnished artistic forms (also according to the parameter Generations). The “new” piece is transformed from its basic form. It has new statics and dynamics. The topic Generations deals with the issue of generations and initiates several questions: Are the ties between today’s young generations with the generation of their parents broken? Are today’s young generations
