FCC FACT SHEET* Streamlining Licensing Procedures for Small Satellites Report and Order, IB Docket No FCC FACT SHEET* Streamlining Licensing Procedures for Small Satellites Report and Order, IB Docket No. 18-86 Background: The Commission’s part 25 satellite licensing rules, primarily used by commercial systems, group satellites into two general categories—geostationary-satellite orbit systems and non-geostationary-satellite orbit (NGSO) systems—for purposes of application processing. The Commission’s satellite licensing rules, in particular those applicable to commercial operations, were generally not developed with small satellite systems in mind, and uniformly impose fees and regulatory requirements appropriate to expensive, long-lived missions. However, the Commission has recognized that smaller, less expensive satellites, known colloquially as “small satellites” or “small sats,” have gained popularity among satellite operators, including for commercial operations. Therefore, in 2018, the Commission adopted a Notice of Proposed Rulemaking that proposed to develop a new authorization process tailored specifically to small satellite operations, keeping in mind efficient use of spectrum and mitigation of orbital debris. What the Report and Order Would Do: • Create an alternative, optional application process within part 25 of the Commission’s rules for small satellites. This streamlined process would be an addition to, and not replace, the existing processes for satellite authorization under parts 5 (experimental), 25, and 97 (amateur) of the Commission’s rules. • This new streamlined application process could be used by applicants for satellites and satellite systems meeting certain qualifying characteristics, such as: . 10 or fewer satellites under a single authorization. Total in-orbit lifetime of satellite(s) of six years or less. Maximum individual satellite wet mass of 180 kg. Propulsion capabilities or deployment below 600 km altitude. Ability to share use of authorized frequency band with current operations and without materially constraining future satellite entrants seeking to use the band. Relatively low risk from an orbital debris perspective, as assessed through additional clearly ascertainable characteristics. • Applicants qualifying for this process would have a streamlined application, would be exempted from the Commission’s processing round procedures, and could take advantage of a one-year grace period from posting of a surety bond. • Adopt a new application fee category for small satellite applicants seeking a U.S. license or access to the U.S. market, with an application fee of $30,000, and adopt a new small satellite regulatory fee category. * This document is being released as part of a "permit-but-disclose" proceeding. INTRODUCTION 1. Recent technological innovation has spurred an increasing use of what have been colloquially termed “small satellites” or “small sats” for a wide variety of missions, ranging from short- term experimental missions conducting scientific experiments to longer term commercial communications and remote sensing missions.1 There are a number of ways of defining small satellites, but they are most often associated with small size (some based on the “CubeSat” standard2), short duration missions, and relatively low cost. Many small satellites have been part of government missions, but an ever-increasing number of non-governmental missions by companies, academic institutions, and others have used small satellites. The Communications Act of 1934, as amended, requires the issuance of a license for communications to and from the United States or from any U.S. satellite,3 and applications requesting a license or authorization to operate with small satellites represent a growing percentage of the number of satellite

Although private aerospace firms have contracted with federal agencies since the onset of the Space Age six decades ago, U.S. government policy has sought to spur innovation and drive down costs by expanding the roles of satellite manufacturers and commercial launch providers. Global spending on space activity reached an estimated $323 billion in 2015. Of this amount, nearly 40% was generated by commercial space products and services and 37% by commercial infrastructure and support industries. The U.S. government—including national security agencies and the National Aeronautics and Space Administration (NASA)—accounted for about 14% of global spending; government spending by other countries was responsible for the remaining 10%. The satellite and launch vehicle supply chains are global, with a small number of manufacturers. In 2015, global satellite manufacturing revenues were $6 billion; launches booked $2.6 billion in revenue. Ground stations—the largest part of the commercial space infrastructure—generated more than $100 billion in revenue, largely from geolocation and navigation equipment. The face of the U.S. space industry is changing with a government shift toward use of fixed price contracts for commercial services, new entrants with new launch products, and an increase in the use of smaller satellites: NASA’s commercial cargo program and other federal contracts are supporting the growth of the commercial launch industry, with less expensive rockets, some of which are planned to be reusable.

    The Future of Amateur Radio Satellites in the CubeSat Era The Radio Amateur Satellite Corporation (AMSAT) seeks to place an ongoing series of 3U or 6U satellites into highly elliptical orbits to provide long duration communications service to the worldwide amateur radio community. AMSAT's technical challenges in preparing a HEO satellite mission are very similar to what is required for Lunar or Interplanetary CubeSat missions, including harsh thermal and radiation environments, little or no magnetic field to torque against, and challenging communications links, which make this mission very different from the many LEO CubeSats that have been built and launched by other organizations. AMSAT is seeking partnerships with other organizations to demonstrate new technologies in High Earth Orbit, to carry low cost scientific instruments into HEO and to qualify for NASA sponsored launches into Geosynchronous Transfer Orbit or other high altitude orbits whenever such an opportunity occurs. Radio Amateurs have been building and launching small satellites for over 50 years. OSCAR-1 was launched on December 12, 1961 as a secondary payload on the Thor- Agena rocket that launched the US Air Force Discoverer-36 mission. OSCAR-1 was the first satellite to be deployed as a secondary payload from a launch vehicle. The bureaucratic efforts required to secure permission to launch OSCAR-1 greatly exceeded the effort required to build the satellite and established a precedent for all subsequent secondary payload launches of the past five decades. Owing to the Earth’s dipole tilt and drift shell splitting for different pitch angles, each satellite samples a different range of Roederer L* throughout its orbit. We use existing empirical magnetic field models and the measured pitch-angle resolved electron spectra to determine the phase space density as a function of the three adiabatic invariants at each spacecraft. Comparing all satellite measurements provides a determination of the global phase space density gradient over the range L* 6–7. We investigate the sensitivity of this method to the choice of the magnetic field model and the fidelity of the instrument intercalibration in order to both understand and mitigate possible error sources. Results for magnetically quiet periods show that the radial slopes of the density distribution at low energy are positive, while at high energy the slopes are negative, which confirms the results from some earlier studies of this type.
