PREFACE The ninth Jean Monnet Activity Report presented by the Institute of European Sport Development and Leisure Studies (IESF) is characterised by two very different developments: In the period up to February 2020, a larger number of public events took place, including prominent Jean Monnet Lectures, a recent Sino-European Conference with many guests from China and the Sym- posium on Sport Policy on regional sport policy. The latter is the expression of several new projects on regional sports development carried out in coope- ration with partners. This report provides more details about these activities. Since March 2020, the IESF has been forced to operate largely online as a result of the Covid-19 pandemic. The entire teaching, but also the research projects took place under online conditions. This was associated with greater restrictions. The effects of the Covid-19 pandemic affect numerous actors and areas of daily life while their medium to long-term effects can hardly be estimated, yet. Sport is also fundamentally affected - both professional elite sport and grass roots and leisure sport. It will be one of the tasks of the IESF to address the political dimension of these consequences in the coming years. Since communication has not become any easier in the wake of the crisis, this report aims to provide more detailed information, but also to encou- rage dialogue. The reader may have a closer look at some of the recent activities but he or she is also cordially invited to get in contact with us. Cologne, August 2020 Jürgen Mittag 2. MISSION STATEMENT The Institute of European Sport Development and Leisure Studies and its Jean Monnet Chair are contributing to the European dimension of sport in particular and to the international development of sport structures in general. They are part of the German Sport University Cologne (GSU), one of the largest specialised universities world-wide as academic centre of teaching and research in physical education and sport science. In modern facilities, more than 30 sports are taught at 21 academic departments in theory and practice. Around 5,500 stu- dents, including 350 foreign students, are studying at the GSU, which offers acade- mic Bachelor’s and Master’s degrees, teaching certificates for various school levels and doctoral degrees. The ongoing interdependence of sport and other societal fields, the increasing economic power of sport, the growing influence of governmental and non-govern- mental actors on the organisation of sport, its framework, and the continuing Eu- ropeanisation and globalisation have increased the importance of sport politics. However, the development of a political science inspired approach to sport and the formation of a particular branch addressing the broad range of sport-related political issues are still at the very beginning. Against this background, activities of the IESF aim to cooperate with national and international academics in order to bring together findings from political, social and sport sciences. The overall goal is to illustrate the specific core of sport poli- tical action by taking into account the three dimensions polity (structural-institu- tional), politics (procedural) and policy (content-related). For all dimensions, it is important not only to consider the horizontal differentiation between autonomy and governmental regulation, but also the vertical differentiation between local, regional, national, European and international levels, to meet the needs of a sport political multi-level system. This view is mirrored in the two main research areas of the Institute: national, European and international sport systems and politics and the role of sport in international development cooperation. TEACHING ACTIVITIES The Institute of European Sport Development and Leisure Studies is engaged in the teaching of various mandatory courses in the following study programmes. • B.A. Sport, Adventure and Expressive Movement • M.A. International Sport Development and Politics • M.Sc. Après sa victoire en coupe du Monde, son titre de Vice-champion d’Europe, c’est à Rio qu’il a vécu une aventure sportive extraordinaire. Jamais un sportif licencié à Souffelweyersheim n’avait réussi à se qualifier pour les Jeux Olym- piques (JO). Retour sur cette aventure où il terminera à la 6ème place. « Être qualifié pour les JO, c’est vraiment l’aboutissement de toute une carrière. Sur place, à Rio, l’aventure a été exceptionnelle ! Dans cette compétition, tout est tellement exacerbé, la dimension, l’envie d’aller le plus loin, les médias… Les résultats de ces derniers mois m'avaient donné le goût des podiums et suscitaient de l'espoir et de l'ambition pour ces JO. Je suis donc forcément un peu déçu d'avoir calé en quart de finale mais je suis fier de mon parcours durant cette olympiade ! C'était déjà un rêve de pouvoir participer aux Jeux Olympiques et j'ai eu le plaisir de pouvoir les dis- puter avec la posture d'un prétendant au titre. Je me suis bien préparé et j'étais prêt à aller au bout de moi-même. Je pense avoir donné le maximum et mis tout mon engagement dans cette aven- ture. Mon adversaire a su me poser un problème tactique que j'ai mis trop de temps à résoudre et le mérite lui en revient.

Initialement, c’est Dakar, la capitale sénégalaise, qui devait accueillir cette étape. Mais faute de moyens, elle s’est finalement désengagée et c’est donc l’Algérie qui a été retenue. Pour ce rendez-vous, 25 nations ont confirmé leur participation, notamment la Hongrie, la France, la Rus- sie et les États-Unis. Tous les sabreurs auront à cœur de briller avec un plateau très relevé emmené par le champion olympique en titre, le Hongrois Aron Szilagyi. Le club bas-rhinois du Souffel Escrime sera présent avec Vincent Anstett, vainqueur l’an dernier de la première étape mondiale à Dakar, Tom Seitz et Max Hartung, qui tirera sous les couleurs de l’Allemagne. Vincent Anstett aborde cette première compétition mondiale « avec beaucoup d’envie et peu de certi- tudes. Ma préparation a été perturbée par ma paternité (ndlr : il est papa depuis deux mois) et une bles- sure récurrente que nous avons pris le temps de soigner.
