2 Jean Monnet Chair Activity Report 2019/2020 1. PREFACE The ninth Jean Monnet Activity Report presented by the Institute of European Sport Development and Leisure Studies (IESF) is characterised by two very different developments: In the period up to February 2020, a larger number of public events took place, including prominent Jean Monnet Lectures, a recent Sino-European Conference with many guests from China and the Sym- posium on Sport Policy on regional sport policy. The latter is the expression of several new projects on regional sports development carried out in coope- ration with partners. This report provides more details about these activities. Since March 2020, the IESF has been forced to operate largely online as a result of the Covid-19 pandemic. The entire teaching, but also the research projects took place under online conditions. This was associated with greater restrictions. The effects of the Covid-19 pandemic affect numerous actors and areas of daily life while their medium to long-term effects can hardly be estimated, yet. Sport is also fundamentally affected - both professional elite sport and grass roots and leisure sport. It will be one of the tasks of the IESF to address the political dimension of these consequences in the coming years. Since communication has not become any easier in the wake of the crisis, this report aims to provide more detailed information, but also to encou- rage dialogue. The reader may have a closer look at some of the recent activities but he or she is also cordially invited to get in contact withus.

MISSION STATEMENT The Institute of European Sport Development and Leisure Studies and its Jean Monnet Chair are contributing to the European dimension of sport in particular and to the international development of sport structures in general. They are part of the German Sport University Cologne (GSU), one of the largest specialised universities world-wide as academic centre of teaching and research in physical education and sport science. In modern facilities, more than 30 sports are taught at 21 academic departments in theory and practice. Around 5,500 stu- dents, including 350 foreign students, are studying at the GSU, which offers acade- mic Bachelor’s and Master’s degrees, teaching certificates for various school levels and doctoral degrees. The ongoing interdependence of sport and other societal fields, the increasing economic power of sport, the growing influence of governmental and non-govern- mental actors on the organisation of sport, its framework, and the continuing Eu- ropeanisation and globalisation have increased the importance of sport politics. However, the development of a political science inspired approach to sport and the formation of a particular branch addressing the broad range of sport-related political issues are still at the very beginning. Against this background, activities of the IESF aim to cooperate with national and international academics in order to bring together findings from political, social and sport sciences. The overall goal is to illustrate the specific core of sport poli- tical action by taking into account the three dimensions polity (structural-institu- tional), politics (procedural) and policy (content-related). For all dimensions, it is important not only to consider the horizontal differentiation between autonomy and governmental regulation, but also the vertical differentiation between local, regional, national, European and international levels, to meet the needs of a sport political multi-level system. This view is mirrored in the two main research areas of the Institute: national, European and international sport systems and politics and the role of sport in international development cooperation.

Jean Monnet Chair Activity Report 2019/2020 5 FIELD TRIP BRUSSELS Hands on European Sport Politics: Institutions, Organizations and Political Process in Brussels

A trip to Brussels including a visit to different organizations and institutions of European sport politics, ranging from associations such as the European Olym- pic Committees to the Council of the European Union and the European Parlia- ment, is an integral part of the Master’s program International Sport Develop- ment and Politics. Unfortunately, this year’s cohort of students is still waiting for the global pandemic of COVID19 to subside as most institutions currently do not allow any visits. In this context, it is a matter both of deve- loping theoretical approaches to sports systems and of the empirical data that characterise individual sports systems. In the long term, a syste- matic comparative study of sports systems at different levels - local, re- gional, national and continental - is planned. Attention will bepaidto the role of both state and federation actors. The POLIS network aiming at a closer cooperation of academics who work in the emerging field of sport politics offers a framework of researchers for comparative studies.

As part of Deutscher Olympischer Sport- the International Sports Promotion of the DOSB, more than 1,500 long-term bund (DOSB) and short-term measures have been carried out worldwide in more than 130 countries.

Since October 2018 in the Gambia and February 2019 in Botswana, the DOSB, in cooperation with experts and local partners, has implemented two new long-term projects which focus on the creation of local and sport-specific structures that are needed to promote sport. Football is highly valued in both countries and has developed significantly in recent years. In Gambia, the focus is on training multipliers and advising asso- ciations and coaches in the field of women‘s and girls‘ football. The Botswana project aims to advance football, both in men‘s and women‘s football, at all levels of association, to train both trainers and sports teachers as well as to build and expand structures. The projects are supported and strategically monitored by the Institute for European Sport Development and Leisure Studies through scientific support and the associated method-based evaluation (monitoring). The following areas will be covered and supported: the development of impact models, indicators and milestones; advice to partners regarding the establishment of sustainable structures; Preparation of M&E instruments (inter alia for measu- ring their effects); Analysis of all conducted surveys; Preparation of interim and overall reports as well as the final evaluation of the project. Rui Jin Period of research: September 2012 - present The fast and dynamic development of Asia attracts the interest of the me- dia and the academic world alike. However, little is known about the sport-related past and present of the Ruhr area; numerous events and peop- le have fallen into oblivion. What is needed is recourse to the experiences of contemporary witnesses. The memories of athletes and officials in sport are an important part of the cultural heritage of sport. The passing on of expe- riences to future generations can be more successful and lasting through -vi sualised and personalised experiences of those involved than through other forms of documentation. Against this background, the project „People in the Ruhr Sports Region“ in- tends to conduct and digitally archive about 30-50 life-historical video in- terviews with (former) active and responsible persons in sports in order to secure the sports cultural heritage in the long term. The material will be pro- cessed and indexed so that it can be used in the long term for purposes of sci- ence, education, museums and culture. This is to ensure that the memories and knowledge about sport in the Ruhr Area and in NRW remain alive in the cultural memory of the region.

4.12 Audience research Head of the project: Dr. Hans Stollenwerk Period of research: Until the beginning of the 1970s, little was known about the audience of 1977 - present sporting events. Dr. Hans Stollenwerk is a research pioneer, who developed this field scientifically. He and his team have investigated changes such as the composition, behavior, motives and desires of sport audiences, as well as changing aspects of marketing of sporting events and put them in a general societal context. The studies are based on aspects of different sciences such as leisure research, sociology, social psychology and sports economics. Addi- tionally, international sports events have been included in the investigations.

Period of research: North Rhine-Westphalia April 2019-March 2022 The debate about the bid of the „Rhein Ruhr City 2032“ for the Olympic Funding Games of the year 2032 is currently leading to intensified debates about the Foundation History of the Ruhr importance of sport in the region of North Rhine-Westphalia. In this context, Area the focus is not only on the public‘s agreement to hosting a sports mega- event such as the Olympic Games, but also on the question of the roots and development lines of sport on the Rhine and Ruhr. The Ruhr area in particular is considered one of the most important football centres in the world. However, the strong presence of football obscures the view of the sports landscape of the Ruhr area and contributes to the fact that the diverse sports history of the region has almost fallen into oblivion. Whe- ther six-day races or boxing competitions, whether Ruhrolympiade or World Games, whether Olympic champions or world champions: numerous compe- titions, events and people from the sporting history of the Ruhr region have fallen into oblivion. This also applies to numerous clubs and sports facilities. The IESF is currently pursuing - in cooperation with the History of the Ruhr Area Foundation - a project to research and analyse the fundamentals of re- gional sports structures with the aim of working through fundamental stages in the sports development of the Ruhr Area and the North Rhine-Westphalia region. In the sense of a double objective, both the scientific processing and the public visibility are to be taken into account.

Head of the project: Prof. Dr. Jürgen Mittag 4.14 Leisure and Tourism Research in IESF project staff: European Perspective Diana Wendland Period of research: 2014 - present The IESF pays particular attention to the development of work and leisure in the history of Europe. Against the backdrop of social, cultural and economic changes in work and leisure, several studies explore the evolution and con- solidation of “mass” and “alternative” tourism and the ongoing changes in the field of leisure sports. The dissertation of Diana Wendland, submitted in 2018, has contributed to the development and impact of alternative travel guides as a visual school of tourism gaze. The study on “representation of work” published in 2018 by the FES has deepened the means and media of changes in the world of work. In addition, several talks on work and leisure have been given in 2018 for instance at the conference „Muße und Arbeit“ – „Otiose Leisure and Work“ in Freiburg. Next step will be a textbook on tou- rism history that enhanced the humanities and social science perspectives on leisure and tourism research.

16 Jean Monnet Chair Activity Report 2019/2020 Head of the project: 4.15 History of Workers‘ Welfare Prof. Dr. Jürgen Mittag Association (AWO) 1919 to 2019 IESF project staff: Dr. Philipp Kufferath Founded in December 1919, the Arbeiterwohlfahrt looks back on a history of Period of research: more than 100 years. As the central association of the independent welfare October 2016 - October 2019 service, it is one of the most important players in social policy in Germany. It is active in the fields of children, youth, senior citizens, health care and Funding: nursing; it also cares for people in need of help and protection on a broad AWO Bundesverband e.V. voluntary basis and stands up politically for equal opportunities and partici- pation in society.

The project resulted in the overall presentation of the „History of Workers‘ Welfare“ deals with the foundation, development and change of the asso- ciation up to the present. The authors, Jürgen Mittag and Philipp Kufferath, show that the history of the AWO reflects the manifold political and social changes in Germany, but that the association itself has also repeatedly influ- enced the shaping of welfare and social policy. In doing so, not only structu- res and activities, but also the people and places that have played a central role in the history of workers‘ welfare are taken into account.

The growing awareness for changes in Asian and Europe has not only fostered communication and academic exchange in general, but also increased transnational research in the field of sports. Over the past years, the Institute of European Sport Development and Leisure Stu- dies at German Sport University Cologne has hosted a series of conferences that addressed and discussed various topics relating to sport development in China and Europe from a transnational perspective. Topics covered so far have included sports structures, institutions, associations, changes in football as well as other sports, and major sporting events. The Cologne conferences had their counterpart in correspon- ding events in China, namely at Beijing Sport University. The 2019 symposium took place in Cologne again. The key issue of this event was dedicated to health and urban development. Since the announcement of the Agen- da “Health China 2030” by the State Council of the Chinese Government in October 2016, the topic sport and rehabilitation and related issues such as sport and preven- tion or sport and healthcare are moving to the forefront of Chinese sports studies. Since academics in Europe and Germany are also working in this field for a long time, an intense exchange on the current status of research, on existing studies and on further activities is highly appreciated. This is all the more true, as the trend towards urbanization continues and cities are more than ever perceived as catalysts of social development. Against this backdrop, an examination of transnational and comparative develop- ments in these fields was at the Centre of interest. Based on previous exchange and research collaboration, the 2019 symposium focussed both on sports development in general and on the issue of sport and health in particular. The conference was planned as a further step in the cooperation between German and Chinese sports studies. Academics from both countries and different universities were invited to contribute to the conference.

Whether six-day races or boxing competitions, whether the Ruhrolympics or World Games, whether Olympic champions or world champions: numerous competitions, events and people from the region‘s sporting history have now fallen into oblivion. This applies not least to numerous clubs and sports faci- lities. With the aim of highlighting fundamental stages in the sport development of the Ruhr and North Rhine-Westphalia regions, the symposium addressed seven central problem areas of regional sport development. In addition to individual time stages, the focus is also on sports players, sports disciplines, sports facilities, major sporting events and sports personalities and socio- political interactions. The event was financially supported by Evonik Industries AG.

CHAIRHOLDER AND HEAD OF THE IESF

Univ.-Prof. Dr. Jürgen Mittag Jürgen Mittag studied Political Science, Medieval and Modern History as well as German literature at the Universities of Cologne, Bonn and Oxford 1992-1997; he obtained his Ph.D. (Dr. phil.) from the University of Cologne in 2000; from 1997 until 2003 he was employed as a research assistant at the Jean Monnet- Chair for Political Science, University of Cologne; from 2003 until 2010 he was Managing Director at the Institute for Social Movements of the Ruhr-University Bochum and of the “Foundation Library of the Ruhr“. Since 2011 he is chair- holder and head of the Institute of European Sport Development and Leisure Studies (German Sport University Cologne). He was visiting scholar and visiting professor in Florence (European University Institute), Brussels (TEPSA), Paris (Sciences Po), Istanbul (Bosphorous University) and Shanghai (SUS).

DEPUTY HEAD OF THE IESF

Dr. Karen Petry Karen Petry studied Sport Science at the German Sport University and Social Sciences at the University of Cologne. She has a PhD in Sport Science and is Deputy Head of the Institute of European Sport Development and Leisure Studies since 2003. She is responsible for the research activities in European Sport Policy, Sport for Development, Social Work and Sport. Since 2009 she worked as a consultant for GIZ where she took part in the review of the Mass Participation Programme (MPP) of the Sports Ministry in South Africa (SRSA) and a Baseline Study for PE Teachers in Kabul, Afghanistan as well as in Gazi- antep, Turkey (in 2015) and in Sri Lanka (2017). In 2011 Karen Petry received the Alberto-Madella-Award for her outstanding engagement in Sport Education. From 2017-2019 she acts as the President of the European Network of Sport Education (ENSE).

EMERITUS AND FORMER PRESIDENT OF THE GSU

Univ. Prof. mult. Dr. Walter Tokarski Prof. Dr. Tokarski studied economics, sociology and social psychology at the University of Cologne. From 1990 to 1999 Prof. Dr. Tokarski was Chairholder of the Institute of European Sport Development and Leisure Studies, focusing his research on European Sport Studies, Sport Policy and Leisure Sports. In 1999 he became president of the GSU and held this function until 2014. He received the Order of Merit 1st Class of the Federal Republic of Germany 2015. On July 5th, 2018, Walter Tokarski was awarded with the 2017 Sports Honorary Badge of the State of North Rhine-Westphalia for his services to sport.

Dr. Till Müller-Schoell Dr. Till Müller-Schoell studied political science, Slavic languages and Sociology at the Universities of Heidelberg and Bonn and graduated with a thesis on the transformation of the Russian social security system. He works as a research associate at the Institute of European Sport Development and Leisure Studies since 2014.

Dipl. Sportwiss. Katrin Bauer Katrin Bauer works as a researcher at the IESF since 2010. After her studies she was working on an evaluation project applied by Laureus Germany, a foundation attending to social sport projects all over the world. She worked in two projects in Africa (Namibia 2008, Tanzania 2011) in social projects dealing with sports. After having worked in a primary school for one year, she returned to the IESF and is now responsible for the scientific monitoring of the sector programme „Sport for development“of the German Society for International Cooperation (GIZ) together with Dr. Karen Petry.

Dr. Philipp Kufferath (until December 2019) Philipp Kufferath studied History, Sociology and Media and Communication Studies at the University of Göttingen and received his M.A. (Magister Arti- um) in 2009. Afterwards, he worked at the Göttingen Institute for Democracy Research as a research assistant until 2011. Supported by a dissertation grant of the Friedrich-Ebert-Stiftung, he researched the political and intellectual biography of the left social democrat and social scientist Peter von Oertzen. This extensive study resulted in his doctoral thesis was published in 2017. Since October 2016, he is a research associate of the IESF at the German Sport University Cologne. He currently works in a research project on the one hundred year history of the German Worker’s Welfare Association (AWO).

Rui Jin After completing his pedagogical bachelor studies (sports) in PR China, Rui Jin started his diploma programme of „Sports Economics and Sports Ma- nagement“ at the GSU, Cologne, in 2003, and graduated in 2008. Since 2015, he has been continuing his doctoral studies at the IESF in the research field of governance of non-profit sport organisations. Since November 2018, he works at the IESF as a research assistant and is responsible for the coordina- tion and communication with Chinese (sports) universities.

Originally from Canada, Louis Moustakas studied International Management at Université Laval in Quebec City and, for one semester, at the Copenhagen Business, graduating in 2010 with a Bachelor of Business Administration. -Af ter, he went on to work at the Coaching Association of Canada and completed an 18-month stint in Botswana, where he worked with their Olympic Com- mittee and later as Games Services Manager for the African Youth Games. He finished his M.Sc. Sport Management at the GSU in January 2017. Louis is involved in the EU projects BLUEPRINT and EDU-PACT as well as the commu- nication manager of ENSE.

Dr. Kristian Naglo (since January 2020) Dr. Kristian Naglo is lecturer in social sciences at the Institute for European Sport Development and Leisure Studies, German Sports University Cologne since January 2020. He studied Politics and Social Psychology combined with Spanish Philology at Trier University and the Universidad de Complutense in Madrid, and gained his doctorate with the international doctoral programme of the DFG and the DAAD (LIPP) on Sociology of Language, Language Theory and Applied Linguistics at the LMU Munich. His research and teaching inte- rests encompass themes in the field of Sociology of Sports, Knowledge and Language.

Kevin Nothnagel, M.A. (since October 2019) Kevin Nothnagel joined in October 2019. He also studied Sport Manage- ment and Communication and International Sport Development and Politics at the German Sport University Cologne. Kevin is mainly involved in the pro- jects Sports History of the Ruhr Area and People in the Ruhr sports region.

Maximilian Seltmann, M.A. Maximilian Seltmann studied Sport Management and Communication and International Sport Development and Politics at the German Sport Univer- sity Cologne. He started working at the IESF in 2017. Since 2019, he is the Programme Coordinator for the M.A. International Sport Development and Politics and is involved in different research projects. In his PhD work, he in- vestigates the role of athletes as political actors in national and international sport governance.

Lisa Kalina, B.A. (until February 2020) Lisa Kalina studied „Political Science“ at Hamburg University and graduated with a Master degree in International Sport Development and Politics in 2020. From 2019 until 2020, she worked as a research assistant - mainly in the field of sport and development - at the Institute of European Sport Deve- lopment and Leisure Studies.

Marilen Neeten, B.A. (until August 2020) Marilen Neeten studied sport, adventure and expressive movement at the German Sport University and graduated with a Master degree in Internatio- nal Sport Development and Politics in 2020. During her studies, she interned for sport organisations in the field of sport (for) development, such as Box- girls South Africa or the DOSB. From 2017 until 2020 worked at the IESF as an academic research assistant. Her sphere of action was mainly related to sport for development projects conducted by the Gesellschaft für Internationale Zusammenarbeit (GIZ) and the scientific evaluation of a sport-based educa- tion project in Bosnia-Herzegovina.

Felix Wolf, B.A. (until August 2020) Felix Wolf studied Sport Management and Communication at the German Sports University Cologne and graduated with a Bachelor degree in summer 2018. From then until 2020, he worked as a student research assistant at the Institute of European Sport Development and Leisure Studies. Preparing for his Master degree in International Sport Development and Politics, he is currently working as an intern at the EOC EU in Brussels.

Patricia Zimmernmann, B.A. (until March 2020) Patricia finalised the Master’s program M.Sc. Sport Tourism and Recreation Management with her graduation in 2020. She worked as a research assistant at the Institute of European Sport Development and Leisure Studies since November 2018 and was involved in proofreading, research projects and preparation for lectures. Before her studies and work at the German Sports University Cologne, she completed a dual Bachelor program in Tourism Eco- nomics at the IUBH Internationale Hochschule Düsseldorf and worked in the business hotel industry.

Elisabeth Bischof (since December 2019) Elisabeth studies B.A. “Sport and Health in Prevention and Therapy” at the German Sport University Cologne. She will complete her bachelor´s degree in winter 2021. Since December 2019, she works as a student research assistant at the Institute of European Sport Development and Leisure Studies, mainly in the field of sport and development. She is involved in proofreading, litera- ture research and administrative work.

Vincent Bock, B.A. (since August 2020) With a Bachelor degree in Sport Management and Sport Communication in his pocket, Vincent enrolled in the M.A. programme for International Sport Development and Politics and joined the IEFS in 2020. He mainly works on the EU sport policy project as a research assistant. During his universi- ty education he completed internships at the German Skiing Association and Garmin Germany working in the PR and sponsorship departments. He encourages in the inclusive-oriented NGO Grenzenlos in Bewegung – SpoHo aktiv and occasionally works for the National Anti-Doping Agency in the field of doping prevention.

Lorenz Fiege, B.A. (since January 2020) Lorenz finalised his studies Sport and Performance at the GSU Cologne with a Bachelor degree in 2017. Within the Master programme ‘International Sport Development and Politics’, he is currently writing his thesis about the role of athlete participation in National Anti-Doping Organisations of EU Member States. After an internship with the French event organiser „Amaury Sport Organisation’“(A.S.O.) in Frankfurt am Main in 2019, Lorenz started working as a student research assistant at the IESF in January 2020 for the project „Erasmus+ National Anti-Doping Governance Observer (NADGO)“. His re- search focus lies on comparative sport politics in relation to issues of good governance and anti-doping on European level.

Arda Alan Işik, B.A. (since May 2020) Arda Alan Işık studied Philosophy at Boğaziçi University and graduated with a Bachelor degree in 2019. He worked as a sports columnist for different newspapers in Turkey since 2011. He is currently enrolled in the Master Program International Sport Development and Politics. Since April 2019 he has been working as a research assistant at the Institute of European Sport Development and Leisure Studies.

Kaija Ruck (since January 2020) Kaija is currently enrolled in the Bachelor‘s Program Sport Management and Communication at the German Sport University Cologne. Bevor starting her studies, she spent 12 months at the non-governmental sport organisation „United Through Sport South Africa“ that operates in the field of sport development. Since November 2019, she works as a research assistant at the Institute of European Sport Development and Politics. Her main sphere of action is the field of sport for development.

Mathias Marius Schmidt, B.A. (since May 2020) Mathias holds a Bachelor‘s degree in history and political science from the University of Düsseldorf and is currently enrolled in the Master‘s program in Modern History at the University of Cologne. After many years as a staff member of the German Sports and Olympic Museum in Cologne and freelancer of the German Football Museum in Dortmund, Mathias has been working as a research assistant at the Institute for European Sport Develop- ment and Leisure Research within the project “People in the Ruhr sports region - contemporary witness project on sports development in North Rhine” since May 2020.

Caroline Tisson, B.A. (since May 2020) Caroline is currently enrolled in the Institute‘s Master degree „International Sport Development and Politics“ and working at IESF as a student research assistant. During her studies, she focussed on coaching as well as understan- ding and questioning the sport system systemically. This year, her preliminary research field at IESF is EU sports policy, due to her managing an EU sport policy assessment study awarded to the IESF by the European Parliament.

Lisa Röseler, M.A. (until December 2019) Lisa Röseler studied History, English Literature and Economics at the Univer- sites of Saarbrücken, Cardiff (Wales) and Cologne. She graduated in 1996. She worked as a press relations officer for several years. She joined the team of the IESF in October 2014.

Saskia Pawlowski (since February 2020) Saskia Pawlowski joined the IESF staff in February 2020. As Foreign Language Secretary and Online Marketing Assistant, she worked in several different branches such as business consulting, insurances and online marketing, just to name a few. She is responsible for all administrative relations, communication, the website and other publications.
