Interested parties, Federal, State, City, and County agencies within the Unit have been consulted and are listed in the plan. Identifies and prioritizes pre-fire and post fire management strategies and tactics meant to reduce the loss of values at risk within the Unit. Is intended for use as a planning and assessment tool only. It is the responsibility of those implementing the projects to ensure that all environmental compliance and permitting processes are met as necessary. _______________________________________ March 1, 2020 Scott Packwood Date Unit Chief _______________________________________ March 1, 2020 Rob Cobb Date Pre-Fire Engineer 1 Last update: March 1, 2018 The Lassen Modoc Unit includes Lassen, Modoc and Plumas Counties and portions of Shasta and Siskiyou Counties. The Unit’s Fire Management Plan is intended to provide information to CAL FIRE personnel, various County Boards of Supervisors, Fire Safe Councils and other stakeholders focused on identifying specific problem areas and solving the mutually agreed upon fire issues. The Lassen Modoc Unit Fire Management Plan documents the assessment of the fire situation in the Unit. It includes stakeholder contributions and priorities which identify strategic targets for proactive approaches and project based solutions. While the Unit Fire Management Plan addresses local needs, the State Board of Forestry and Fire Protection also has legislative mandates dating back to 1945 requiring it to determine the “intensity” or appropriate level of fire protection for all state responsibility areas in California (Public Resources Code §4130). The Unit Fire Management Plan is the means of focusing efforts on local needs while working within the framework of the California Fire Plan as adopted by the Board of Forestry and Fire Protection. It is intended to be an ever-evolving working document which can be used to identify potentially hazardous areas or communities at risk, provide guidelines for fire prevention and protection projects and to assist the Fire Safe Councils and community groups with useful information in making their communities fire safe. This document should be used as a guide that can be amended over the years as necessary and as the basic framework for fire prevention projects within the Lassen Modoc Unit. The California Fire Plan (2010) is outlined within this document. It is the goal of the Unit to apply the California Fire Plan to accomplish a systematic assessment of the fire problem. The fires displaced nearly one million residents, destroyed thousands of homes, and sadly took the lives of 10 people. Shortly after the fire siege began, a team was commissioned by CAL FIRE, the U.S. Forest Service and OES to gather data and measure the response from the numerous fire agencies involved. This report is the result of the team’s efforts and is based upon the best available information and all known facts that have been accumulated. In addition to outlining the fire conditions leading up to the 2007 siege, this report presents statistics —including availability of firefighting resources, acreage engaged, and weather conditions—alongside the strategies that were employed by fire commanders to create a complete day-by-day account of the firefighting effort. The ability to protect the lives, property, and natural resources of the residents of California is contingent upon the strength of cooperation and coordination among federal, state and local firefighting agencies.

Now it's time for Healthy Air Living. The Valley air district is about to embark on a new, more aggressive effort to get residents to make the sort of lifestyle changes we must have in order to have cleaner air to breathe. The new program will kick off with Healthy Air Living Week, July 7-13. It's not that Spare the Air was a failure. That program did a great deal to create awareness of the scope and difficulty involved in cleaning the Valley's polluted air. But it was, in the words of the air district's director, "episodic" in nature, tied to the very worst air days in the region. Healthy Air Living, by contrast, will seek to promote changes in everyday behavior. It's major goals: Reduce the number of vehicle miles traveled through the Valley each day. The district will issue a challenge to Valley residents, business and other organizations to "Commute green in the San Joaquin," by encouraging the use of mass transit, car and van pools and greater reliance on bicycles, electric scooters, walking and telecommuting. Reduce emissions from equipment and other operations. Reduce emissions when air quality is poor. An example might be shifting employee schedules so more work is performed in the early morning and evening, when the air quality is better, and reducing activity when pollution peaks. Encourage more use of alternative fuels and equipment, raise energy efficiency.

    Cal Fire: Creek Fire now the largest single wildfire in California history By Joe Jacquez Visalia Times-Delta, Wednesday, September 23, 2020 The Creek Fire is now the largest single, non-complex wildfire in California history, according to an update from Cal Fire. The fire has burned 286,519 acres as of Monday night and is 32 percent contained, according to Cal Fire. The Creek Fire, which began Sept. 4, is located in Big Creek, Huntington Lake, Shaver Lake, Mammoth Pool and San Joaquin River Canyon. Creek Fire damage realized There were approximately 82 Madera County structures destroyed in the blaze. Six of those structures were homes, according to Commander Bill Ward. There are still more damage assessments to be made as evacuation orders are lifted and converted to warnings. Madera County sheriff's deputies notified the residents whose homes were lost in the fire. The Fresno County side of the fire sustained significantly more damage, according to Truax. "We are working with (Fresno County) to come up with away to get that information out," Incident Commander Nick Truax said. "These are the areas we can safely get to," Truax said. "There are a lot of areas that trees have fallen across the roads.
