The year 2018 has been also successful in cooperation with civil society organizations in both central and local level Institutions of the Republic of Kosovo to implement its priorities. This cooperation is also in function of the realization of governmental objectives for transparency, accountability, and responsibilities as set out in the MF Regulation no. 04/2017 criteria, standards and procedures for funding CSOs. Also, the Government Strategy for Cooperation with Civil Society2019-2023 addresses this component as a specific objective. The Office for Good Governance in the Office of the Prime Minister has made a continuous contribution to the advancement of transparency and accountability in providing public financial support to NGOs during 2018. This contribution is focused on providing support to public officials as well as NGOs through joint and on-the-job training, in view of the strict implementation of MoF regulation no. 04/2017 on NGO public funding criteria, standards, and procedures. This report shows an improvement in the implementation of this regulation. However, greater commitment is needed to increase transparency and implementation of this regulation. This report provides a set of recommendations that the Office for Good Governance / Office of the Prime Minister will commit to jointly implement this Regulation in practice with all public Institutions. The Office of Good Governance / Office of the Prime Minister encourages all public Institutions to strengthen their mechanisms in order to implement the requirements of the applicable legislation that relates to the public funding of NGOs. This will enable increased trust in public Institutions and partnerships with civil society organizations. The implementation of procedures, criteria, and standards for transparency, accountability, and competition will enable future objectives to be achieved. INTRODUCTION The Government of the Republic of Kosovo remains committed to increasing the transpar- ency and accountability of public Institutions and to creating mutual trust between civil society and public Institutions. The Office for Good Governance in the Prime Minister’s Office for the first time published the Public Financial Report covering the years 2015 and 2016 and in 2018 published the 2017 re- port. The publication of Annual Public Financial Supports for NGOs has received an estimate also positive from the European Commission Country Report for 2017, which states that “In March 2017, the Government published the first report on public funding. This is a positive step towards greater transparency of public funding. “ Regulation MF-No. 04/2017 besides its other obligations it defines in detail the responsibility that public Institutions have for reporting on public funding of NGOs. The Regulation has also defined the role of the Office of Good Governance / Office of the Prime Minister in the process of preparing the Report comprehensive public financial support for NGOs, which is prepared on the basis of reports from all public Institutions. Therefore, the form of monitoring and report- ing on public financial support to NGOs under this Regulation is very well structured, including the data that must be contained in the annual report. Based on Article 26 of the Regulation, all budget organizations should prepare their report no later than 1 March for the previous fis- cal year. In addition to submitting this report to the Office of Good Governance / Office of the Prime Minister, Budget Organizations should publish the same report on the website of the respective Institutions. The Office of the Prime Minister / Office of Good Governance is responsible to summarize and publish a comprehensive Public Financial Support Report for NGOs that should include any financial support provided to NGOs over the previous year in all organizational units of Budget Organizations in the Republic of Kosovo. Even during 2018, the Government of the Republic of Kosovo and the Municipalities have continued to support the projects from Non-Governmental Organizations in various fields, with priority for the Institutions of the Republic of Kosovo and Kosovar society. This financial support for NGO projects aimed to enhance cooperation with civil society, especially with non-governmental organizations. In 2017, Kosovo has built a system with unique rules re- garding public funding for NGOs, which set minimum criteria related to public funding. The Regulation is adopted by the Ministry of Finance in 2017, MoF no. 04/2017, which clearly sets out the criteria, standards and procedures of public financial support for non-governmental organizations and it has started the implementation considerably by most budget organiza- tions, in particular Ministries and Municipalities.In addition, the Office of Good Governance at the Prime Minister’s Office with the help of Donors worked with many Budget Organizations to strengthen their capacities to implement the requirements of this regulation, including joint training and on-jobtraining. These training modules were developed with the support of the European Eunion Technical Assistance Project “Support to the Implementation of the Govern- ment Strategy for Cooperation with Civil Society”. From July 1, 2017, when the regulation came into force, according to which all budget orga- nizations are obliged to comply with its requirements regarding the public funding of NGOs. The report also notes the need to improve Institutional capacities to comply with the new requirements, pointing out that “some ministries and municipalities are not yet ready to meet their obligations under the regulation” and that “there is still a lack of technical
