Johnson Advisor: Anthony Picciano This dissertation examines the extent to which corporate players and interests are represented on New York City charter school boards by collecting and analyzing board member data for all approved charters as of January 2013. The affiliations of individuals sitting on charter school and charter management organization boards are identified. The implications of those affiliations as well as their potential to affect school governance are explored within a modern educational landscape in which policy-making favors market-based approaches and provides new entry points for profiteering. The empirical analysis and conceptual framework for this study are informed by research on interlocking directorates as well as on more contemporary forms of power, or “flex-nets,” situated within social networks. The results show that individuals tied to corporations – particularly hedge funds and other financial organizations – fill a significant number of charter school board seats, especially in comparison to parents, teachers and community members without those ties. Many of these board members have explicit ties to each other as well as affiliations with charter advocacy organizations, political action committees, and niche markets working behind the scenes to shore up pro-market education reforms. The study explores the potential ramifications of their dominance over charter schools, and proposes that financiers and their networks may stand to benefit more from charter school iv proliferation than schoolchildren and local communities. Findings suggest that students in many of the charter schools across New York City are being trained for lives of relegation and regulation by the keepers of power, rather than its skeptics. v Acknowledgements This dissertation took longer to complete than it should have for several reasons. Some of those were wonderfully welcome, the most splendid being the birth of my daughter, Nancy Grace Johnson in spring 2010. Others are universally known to anyone who has tried to take on a task of this complexity and magnitude. And one, the death of a beloved teacher-scholar and my first advisor, Jean Anyon, was an unexpected and heartbreaking loss just as I was gaining momentum and confidence. Jean was an inspiration, not only because of her verve, extraordinary scholarship and activism out there in the real world, but also because, behind her office doors and in her classroom, she gave so much to her students. She made me believe that I might ultimately be able to harness my overwrought and disjointed indignation about the corporatization of public education and write something worthwhile. I didn’t have the full benefit of her faith or guidance throughout the long slog to complete this dissertation, but I will always be grateful for the years I was able to talk with her about radical possibilities. I would also like to extend my deep gratitude to Anthony Picciano, who graciously agreed to take over Jean’s role after she passed away, and Nicholas Michelli, both of whom provided structure, support and excellent suggestions during the subsequent years.     Student Discipline, Race And Eva Moskowitz’s Success Academy Charter Schools by Leo Casey-- October 19, 2015 At a recent press conference, Success Academy Charter Schools CEO Eva Moskowitz addressed the issue of student discipline. “It is horrifying,” she told reporters, that critics of her charter schools’ high suspension rates don’t realize “that five-year-olds do some pretty violent things.” Moskowitz then pivoted to her displeasure with student discipline in New York City (NYC) public schools, asserting that disorder and disrespect have become rampant. This is not the first time Moskowitz has taken aim at the city’s student discipline policies. Last spring, she used the editorial pages of the Wall Street Journal to criticize the efforts of Mayor Bill De Blasio and the NYC Department of Education to reform the student code of conduct and schools’ disciplinary procedures. Indeed, caustic commentary on student behavior and public school policy has become something of a trademark for Moskowitz. The National Move to Reform Student Discipline Practices To understand why, it is important to provide some context. Then, during an hour on the treadmill, Gates, a self-described nerd, would pass the time by watching DVDs from the Teaching Company’s “Great Courses” series. On some mornings, he would learn about geology or meteorology; on others, it would be oceanography or U.S. history. As Gates was working his way through the series, he stumbled upon a set of DVDs titled “Big History” — an unusual college course taught by a jovial, gesticulating professor from Australia named David Christian. Unlike the previous DVDs, “Big History” did not confine itself to any particular topic, or even to a single academic discipline. Instead, it put forward a synthesis of history, biology, chemistry, astronomy and other disparate fields, which Christian wove together into nothing less than a unifying narrative of life on earth. Standing inside a small “Mr. Rogers"-style set, flanked by an imitation ivy-covered brick wall, Christian explained to the camera that he was influenced by the Annales School, a group of early-20th- century French historians who insisted that history be explored on multiple scales of time and space.

Smikle Jr. The complex and thorny relationship betWeen school-district leaders, sub-city political and community figures and teachers’ unions on the subject of charter schools- an interaction fraught with racially charged language and tactics steeped in civil rights-era mobilization - elicits skepticism about the motives of education reformers and their vieW of minority populations. In this study I unpack the local politics around tacit and overt racial appeals in support of NeW York City charter schools with particular attention to Harlem, NeW York and periods when the sustainability of these schools, and long-term education reforms, were endangered by changes in the political and legislative landscape. However, France isn’t just talking to Kenya, it’s expanding its influence across East Africa, an area outside its traditional sphere of influence on the continent. Kenyatta and French President Emmanuel Macron are set to finalize plans for construction of a 233-kilometer four-lane highway from the Kenyan capital of Nairobi to Mau Summit, greatly alleviating traffic congestion along one of the country’s primary travel arteries. The public-private partnership will see Kenya National Highways Authority partner with a French consortium of Vinci Highways SAS, Meridian Infrastructure Africa Fund, and Vinci Concessions SAS to build, operate, and maintain the highway for the next 30 years for 160 billion Kenyan shillings ($1.48 billion), according to Nairobi daily The Star. It will be a toll road. The project will also include widening the existing road along that route. Some of Vinci’s other work includes the A7-2 Motorway in Germany and the M11 Neva Highway in Russia. Kenyatta and Macron also discussed helping Kenya to manufacture vaccines locally, something Nairobi became more interested in after supplies of the AstraZeneca COVID-19 vaccines from India were interrupted in May, as COVID-19 cases exploded in that country.
