MINUTES OF THE MEETING OF AND SAXTHORPE PARISH COUNCIL HELD ON TUESDAY 15th MARCH 2016, 7.30PM AT THE VILLAGE HALL

Present: Imogen Waterson (Chair) Graham Sinclair, Tony Barnett, Marty Jacobs, Guy Hodgson, Sophia Hodgson, Stephen Fenny and Diane Oliver. County Cllr David Ramsbotham Jo Boxall (clerk) There were no members of the public in attendance

1. To consider accepting apologies for absence. Apologies for absence were received from Cllr Buddle who was unwell.

2. To record declarations of interest from members in any item to be discussed No declarations of interest were received

3. To approve the minutes of the meetings held on Tuesday 19th January 2016 The Council resolved to approve the minutes from the meeting held on Tuesday 19th January 2016. They were duly signed.

4. To adjourn the meeting to allow public participation No members of public in attendance. A member of public who was unable to attend expressed concern over railway embankment situation.

5. To receive update from District, County Councillor & Police District Cllr Georgie Perry-Warnes sent her apologies and sent a report to be circulated. PCSO Keith Clarke was also unable to attend but sent a report. County Cllr David Ramsbotham gave an update on County Council matters. Cllr Barnett raised concern over the negative impact that efficiency savings could have on services as demonstrated by recent problems accessing information from NNDC planning. It was confirmed that Parish Partnership funding will be available next financial year. County Cllr Ramsbotham suggested that private enterprises could be approached to put forward match funding for parish partnership scheme.

6. Matters arising from previous minutes for information only – dog fouling, SAM 2, Burial ground Dog Fouling - An increasing number of complaints were received regarding dog fouling problem on village green. Cllr Waterson to place notice in parish magazine, Clerk to place notice on noticeboard. SAM 2 – thanks were expressed to Cllr Buddle. It was confirmed that sign has been turned around. Reports were received that presence of sign is calming traffic. Burial ground – A response was received from the diocese and they have agreed that if PC submits application to land registry they will not dispute application. There may be a problem with locating original deeds. Cllr Sinclair offered to complete statement evidencing claim to land. PCC to be contacted regarding possibility of registering land surrounding St Peters Church which Diocese passed to Saxthorpe Church PCC. Future agenda item to include approval of (up to) £1200 legal fees and approval for allotments and village green / recreation ground to be registered with land registry.

7. To approve further action re railway embankment Cllr Barnett circulated pictures of the railway embankment 2007/8, during last summer and the current state of embankment to show the process of interference. Residents of Irmingland Road approached NNDC in September 2015 to draw attention to situation. Despite numerous enquiries, NNDC ignored the concerns and a complaint was made to NNDC suggesting negligence. The response received from NNDC confirmed that two site visits were made, including a full site survey. Verbal and written agreement confirming work will cease was received. It was confirmed that it is now a multi-agency matter and recognised that it may take months to rectify the situation as it is a contaminated area and soil has been relocated. Further action by Parish Council was not considered appropriate at this time as it may jeopardise legal proceedings.

Cllr Barnett proposed the Council express concern over the tampering of the embankment and NNDC failure to take action. Cllr Sinclair nominated Cllr Barnett as liaison officer, seconded by Cllr Jacobs and approved unanimously

8. To receive update on Neighbourhood Planning Cllr Waterson and Cllr Barnett confirmed they continue to work on Neighbourhood Plan. Updated maps of village envelope and site specific locations have been commissioned. It was anticipated that a consultant from the Royal Institute Chartered Surveyor would check the plans prior to submission. It was confirmed that Mr S Speller returned the unpresented cheque for £1050 and accepted a cheque for £200 as payment for services rendered. The balance of the Neighbourhood Plan grant was confirmed as £4882.87.

9. To approve response re external audit for smaller councils Following discussion, the Council agreed that no further action should be taken.

10. To approve further action re no cycling – Mountains Road A letter was sent to Mountains Road resident regarding overgrown hedge. Highways felt that the hedge does not encroach on the footpath enough to require further action. Cllr Waterson to write to Mr & Mrs Porthouse confirming that no further action can / will be taken. It is understood they have taken further action to protect their / neighbouring land.

11. To approve response to North Local Plan site request It was agreed that a letter should be sent drawing attention to Corpusty & Saxthorpe’s status as a designated neighbourhood area but as it was believed the site request was to landowners not for PC, no other response should be submitted.

12. To approve supporting petition Giving Parish Councils the Right to Appeal Planning Decisions Following discussion the Council resolved to support the petition, as proposed by Cllr Barnett, seconded by Cllr Hodgson and approved by majority with one against and one abstention.

13. Planning (a) To consider planning applications PF/16/0019 Erection of car port and store The Barn, The Street, Saxthorpe, , NR11 7BJ

The Council agreed that they had no comment or objections

(b) To record decisions made between meetings PF/16/0056 Erection of Porch Dingley Dell, Irmingland Road, Corpusty, NR11 6QE

The Council agreed that they had no comment or objection

(c) To receive decisions from District Council Erection of extension and remodelling of existing bungalow to include raising roof to provide habitable accommodation in the roof space and installation of first floor balcony at Valley Farm Bungalow, Wood Dalling Road, Corpusty, NR11 6QW - approval

As this planning application was not received by the Council for consideration, it was suggested that this should be drawn to the attention of NNDC and included in the letter (railway embankment) to planning.

Erection of porch at Dingley Dell, Irmingland Road, Corpusty - approval Erection of two-storey dwelling following demolition of dwelling (revised scheme PF/15/0124 refers) at Lime Kiln Bungalow, Holt Road, Heydon, - approval Erection of extension to front of dwelling at Colwall, Post Office Lane, Saxthorpe - approval

(d) To consider any late planning applications NP/16/0279 Erection of straw storage building Hill Farm House, Road, Saxthorpe, Norwich, Nr11 7BX

The Council agreed that they had no comment or objection

PF/16/0019 Erection of car port and store The Barn, The Street, Saxthorpe, Norwich, NR11 7BJ

The Council agreed that they had no comment or objection

14. Finance To receive financial report The Clerk circulated the financial report (copy attached to minutes) Cllr Hodgson agreed to be the Council’s internal auditor and carry out quarterly checks. A New (annual) Internal Auditor was appointed.

To receive bank statements for consideration Bank statements were available for inspection. Balance of Community Account was confirmed as £15029.30 (following March payments) and balance of Business saver Account £1549.96.

To approve payments and payments made between meetings The Council resolved to approve the following payments. The Council resolved to approve direct debits for February & March electricity bills (£33.34 & £31.19). Expenditure was in line with budget expectations.

To receive information and approve grant award for the Village Hall skate park Cllr Jacobs reported that an initial quote of £27000 excl VAT was received for a skate park. It was suggested that the Village Hall Committee make a formal presentation once further information was collated. The Clerk confirmed that the Council could not reclaim VAT for the project.

15. Correspondence Correspondence was received from the Diocese (regarding the cemetery land), NNDC regarding road resurfacing on Briston Road and from Cllr Tom Fitzpatrick in response to the letter sent regarding shared services. Norfolk County Council Consultation – Local list for validation of planning applications was circulated.

16. To receive items for information - future major expenditure projects A meeting was held and various projects were considered. It was agreed that there was a need to consider items, prioritise and cost them. Main considerations were traffic calming measures, provision of a bus stop, Footpaths, BT phone Box renovation and Broadband provision.

17. To receive items for the next agenda Future agenda items to include approval to register PC land with Land Registry and approve legal expenditure, update on Neighbourhood Planning and approval for major expenditure projects.
