Here it is time to go to press again. It sure doesn't seem like four years, but according to the Potomac Chapter that's how long I've been at this. Contrary to what they (Potomac Chapter) say, however, I am not asking for a relief. I have al-ready written to Frank McGayhey, NWSA President Elect, and told him that I would be more than happy to continue as editor. It is an appointed position though, so we will see what happens in July. _________________________________________________________________________________________________ DONT FORGET THE CHANGE IN DATES FOR THE NEXT ISSUE OF THE AEROGRAPH. Trudy has joined the Peace Corps and will be leaving this June for Hungary. She will be involved in teacher training in English. Trudy told Jim Stone she will be in Hungary for two years. The list of those who will attend is growing daily. Do not delay, get those reservations in. In Admiral Chubb's letter accepting our invitation to join us in Silverdale he made an interesting suggestion. This had to do with the proposed name change. It seems that the name of the Command is to be changed from NAVOCEANCOM to Naval Meteorological and Oceanographic Command (NAVMETOCCOM). Therefore, perhaps we should be the "NAVAL METOC ASSOCIATION'', It appears as if meteorology is coming into its own once again. In another development, I came across an "Air Weather Association" news letter. This organization, similar to ours, was formed in 1987 and has a reunion every two years. I wrote to Maj Gen John W. Collens, USAF Ret., the founder of the association, and invited the Air Force members interested to join us in Silverdale. I am sure many of our members had duty with Air Force weather personnel and would enjoy meeting them once again. I know I would. The General was quite interested and did hope that some Air Force members could attend. However, he did not have a means of contacting his members except by the annual newsletter published in December. Frank Baillie came to the rescue and transmitted an excellent announcement concerning reunion details via "PRODIGY', and insuring a warm welcome to those wishing to attend. This notice is displayed on the Prodigy's Air Force bulletin board. It will be interesting to see what response is forthcoming. We need help on the Scholarship and Financial Committees. I would much like to hear from anyone wishing to provide assistance. Looking forward to seeing you all in Silverdale. Rob FROM THE COMMANDER C4I for the Warrior Recently I received an insightful document published by the C' Architecture and Integration Division of The Joint Staff. It deals with a concept to give" the battlefield commander access to all information needed to win in war and will provide the information when, where and how the commander wants it." I was struck by how closely this JCS vision for the warrior is aligned with NAVOCEANCOM Concept of Operations (CONOPS), the equipment and capabilities we either have in place or are acquiring and how we are prepared to exploit new technologies. Let me explain. The JCS view is that a unifying Command, Control Communication, Computers and Intelligence (C4I) concept is essential to achieving a global, user-driven network to which the warrior "plugs in" to get the information needed to operational decisions. Warriors in this context are all those from every service who are working as a team on a common mission, what we call "jointness." JIC expects warriors to be ready on arrival with current relevant information resident with them automatically updated. We do that through our standardized databases and models resident in tactical systems or by OA Division, our activities and our mobile environmental teams deployed forward. Our linkage via the Automated Weather Network (AWN) and NODDS ashore and facsimile, teletype and data circuits to ships at sea (or mobile units) provides the updates to anyone, anywhere. JCS sees a C4I structure that layers communications connectivities based on commercial and DoD systems into a seamless, global architecture that exploits data compaction and interoperability. We're on the verge of creating a worldwide "GLOBIX" providing a satellite-based AWN via a leased circuit for all shore sites in all services and secure connectivity for all mobile sites through the High Speed Fleet Broadcast. Most of our information is compacted for transmission and storage and NODDS/COMERS work on any standard PC. JCS wants commanders to be able to easily "pull" only what they need to forms that help them make decisions We have NODDS and NITES that give direct access to our fused information in ways that permit it to be manipulated, used directly and ingested by tactical decision aids. The exploding a mints of information (what we call data or products) need to be received from all possible sources, integrated and rendered into something that is accurate, complete, timely, more and less redundant, and more useful to the warrior than if received piecemeal from disparate sources. JCS calls this happens "fusion centers"; we call them centers, facilities, detachments and METS. To provide a fused, real time, true representation of the warrior's battlespace, JCS sees the need for ann initial static database called the " preplanned essential elements of information" (P2E2I), "over the air updating" (OTAU) of information and the ability of users to pull additional information as needed. P2E2I+OTAU+PULL=Real Time Battle Space Information. Every element is in place today. PULL = NODDS, COMEDS, NITES P2E2I = OAML, GFMPL, other data bases OTAU = NODDES/TESS, NITES, NODDS, COMEDS It's clear to me that the JCS vision of how warriors will acquit and use our information to make their decisions corning into a focus that is surprising be how well it conforms to what we've been about for some time.
