    ISSN 1105-9303 17 November 2017 Vol. 18 / No. 43 SHIPPING WILL STAY AFLOAT IN GREEN TSUNAMI, BUT IT WILL BE COSTLY The shipping industry is 'green' and is striving to become 'greener' which is certainly costing a lot of 'Green backs'. So said Intertanko's technical director Dragos Rauta, addressing the Greener Shipping Summit 2017, in Athens this week. Though the industry is "facing a big green tsunami", Rauta said "shipping is resilient" but it is up to the industry to ensure the "regulations being imposed upon it are practical and will do their job". While the industry's regulator, the Imo, seems to have won something of a victory with the Euro- pean Parliament and European Union agreeing to revise the EU's Emissions Trading Scheme (ETS) to exclude shipping and allow Imo's CO 2 reduction strategy to proceed, ship operators have to be more proactive in putting their view, if regulations "are to be more realistic and holistic" it was stressed at the summit, with it being suggested Greek shipping could do more in this respect. Indeed, many saw the EU's decision as a way of putting pressure on Imo. Rauta, Dimitrios Kostaras, gm, Pantheon Tankers Management, Bureau Veritas' vp technology and business development, John Kokarakis and Panos Zachariadis, technical director, Atlantic Bulk Carriers and regular member of Greece's Imo delegation, all saw the decision as warning Imo to take action or else. Whether this is the case or not, shipping is faced with challenges as the regulations continue to come. As summit chairman, Kostaras stressed: "There is great uncertainty about what is required and what will be achieved.

    ISSN 1105-9303 21 October 2016 Vol. 17 / No. 39 GREECE'S MARTECMA WORKS WITH MARSHALL ISLANDS ON BWM CONCERNS Greek shipping's technical managers and the Marshall Islands registry have expressed concerns about the Ballast Water Management Convention and are to coordinate their approach on the BWMC and at Imo's Environment Protection Committee's (MEPC's) 70th Session in London, October 24 - 28. Further, as stressed during a meeting, October 18, in Athens, with Greece's marine technical managers (Martecma), the registry intends to use feedback from the managers as well as exchange views with them. Though the Marshall Islands has ratified the BWMC, it recognises the difficulties and possible complications caused by its introduction, believing the harmonisation of all processes is required for its smooth and safe implementation. Martecma has called for the BWMC schedule for existing vessels to be pushed back by five years, with the fast growing Marshall Islands registry also supporting a trial period of similar duration to allow ships to comply. Liberia has in effect asked for a 10-year cushion period. Indeed, inter-national industry bodies are seeking a five-year period to begin only when a sufficient number of approved systems become available. Marshall Islands supports proposals for bringing revised Guidelines for Approval of Ballast Water Management Systems (G8) in line with the US Environmental Technology Verification (ETV), so a system approved for the USCG can be approved for the BWMC, and vice-versa. It will not object to early renewal of the International Oil Pollution Prevention (IOPP) Certificate, and notes this can be a method of allowing time for harmonising of the revised G8 Guidelines and US ETV.

    ISSN 1105-9303 22 July 2016 Vol. 17 / No. 29 CRUISE COMPANIES REJIG PROGRAMMES IN THE WAKE OF TURKISH COUP While the failed coup by Turkish army officers seems to have had little impact on shipping generally, it has left a mark on the cruising sector with Eastern Mediterranean cruise programmes having to be rejigged, as operators dropped calls at Turkish ports. However, while Greece may enjoy the short-term benefits from cruise booking cancellations in Turkey, in the long term it stands to lose from the unrest in the neighboring country, says the Union of Greek Cruise Ship Owners and Associated Members (EEKFN). It says cruise operators are already considering changing their routes away from the Eastern Mediterranean, so if this trend was to grow, the negative impact on Greece would be significant, said EEKFN as cruise trips usually combine the two countries. Theodore Kontes, EEKFN president, said the drama caused by the attempted coup once again underlined the problems of cruising in what many believe to be the most attractive cruise market in the world. He said the association is to meet with officials from the Foreign and Migration Policy ministries, July 22, to discuss the issue of Turkish visas, "a very important issue for the cruise sector". Turkey's president Recep Tayyip Erdogan declared a state of emergency for three months after some 300 people were killed during the coup attempt. EFTHIMIOS MITROPOULOS - Secretary-General IMO September 30 Keynote Speech - “Celebrating the Year of the Seafarer” His Excellency E!himios Mitropoulos has been since 2003 the seventh Secretary-General of the International Maritime Organization. Born in Piraeus, into a thoroughly maritime family, he entered the Aspropyrgos Merchant Marine Academy in 1957 and the following year was appointed Captain of the Academy. He graduated with honours in 1959 as chief of his class. Between 1959 and 1962, he served as apprentice, second and chief deck officer on merchant ships and, in 1962, entered the Hellenic Coast Guard Academy as chief of his class, graduating with honours. He became a commissioned Coast Guard officer in Corfu, and later in Piraeus, retiring with the rank of Rear Admiral. He continued his studies at every opportunity, including the gaining in 1965 of a scholarship to study shipping economics in Italy. In 1970 he was selected to study marine technology (fire protection and life-saving appliances) in the UK with Lloyd's Register of Shipping. Between 1966 and 1977 he participated, initially as a member and later as head of the Greek delegation, in the work of various sub-committees and the Maritime Safety Committee of IMO, in the work of Council and the Assembly as well as at the 1972 Collision Regulations and 1974 Safety of Life at Sea Conferences convened by IMO, where he was elected first Vice-Chairman of the Technical Committee of both. Between 1967 and 1972, he laid the foundations for what has become Greece's Joint Maritime and Aeronautical Search and Rescue Centre.
