We are pleased you have joined us for this year’s event. Over the last eight years, we have seen the Research Network grow from strength to strength. This year’s conference is our largest ever. The journal and the book imprint continue to publish intellectually rigorous, socially relevant, and scientifically impactful content for researchers and practitioners. To promote this tremendous development, and to sharpen the focus, in 2018 we decided to rename the Research Network and journal. The Aging & Society Research Network is now known as the Aging & Social Change Research Network; The International Journal of Aging and Society has been renamed The Journal of Aging and Social Change. The new names will ensure our scientific distinctiveness and reflect the increasing aspirations of the journal and the Network. We are sure that this shift will contribute to future quality and impact. Over the course of more than three decades, Common Ground Research Networks has given voice to many thousands of creative and scholarly speakers and authors—people with things to say about the world and who are saying them to change the world. As a media innovator, we are creating the spaces and technical conditions in which, collectively, we can discuss the role of aging in society. We are grateful to all of you for sharing your work at this conference. Additionally, we thank our Aging & Social Change Research Network colleagues Sara Hoke, Rae-Anne Montague, and McCall Macomber, who have helped organize and produce this meeting with great dedication and expertise. PARIS, 7 October 2016 Original: English THE SAFETY OF JOURNALISTS AND THE DANGER OF IMPUNITY REPORT BY THE DIRECTOR-GENERAL TO THE INTERGOVERNMENTAL COUNCIL OF THE IPDC (THIRTIETH SESSION) INTRODUCTION This document is submitted to the Intergovernmental Council of the International Programme for the Development of Communication’s (IPDC) in accordance with its Decision on the Safety of Journalists and the Issue of Impunity adopted at its 26th session (27 March 2008) and renewed at subsequent sessions in 2010, 2012, and 2014. The latest Decision from 2014 reiterated “the continuing relevance of [previous] IPDC Decisions that request the Director-General of UNESCO to provide to the Intergovernmental Council of the IPDC, on a two-year basis at its biennial session, an analytical report on the Director- General’s condemnations of the killings of journalists, media workers and social media producers who are engaged in journalistic activities and who are killed or targeted in their line of duty”. The present report offers an overview of the killings of journalists condemned by the Director-General in 2014-2015 as well as providing an analysis of the killings condemned over the last 10 years, between 2006 and 2015. It presents an update on the status of investigations into these killings based on the information provided by Member States. Background information is also provided on the latest developments in the implementation of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity and on UNESCO’s specific contribution to this process. Sus desgarradoras experiencias de supervivencia ponen de manifiesto graves vulneraciones de los derechos humanos, crímenes de guerra y crímenes de lesa humanidad. La dinámica destructora de la guerra civil no solo afecta a la población civil, sino que desgarra el complejo tejido social del país, poniendo en peligro a las futuras generaciones y socavando la paz y la seguridad de toda la región. La situación de los derechos humanos en la República Árabe Siria ha seguido deteriorándose. Desde el 15 de julio de 2012 se ha producido una escalada en el conflicto armado que enfrenta a las fuerzas gubernamentales y a los grupos armados contrarios al Gobierno, conflicto que es cada vez más sectario, ya que la actuación de las partes implicadas ha registrado una radicalización y una militarización considerablemente mayores. Se realizaron 445 entrevistas para el presente informe. La permanente falta de acceso a la República Árabe Siria limitó en gran medida la capacidad de la comisión de cumplir su mandato de investigar todas las presuntas violaciones del derecho internacional y todas las masacres. Executive Summary In 2018-2019, UNESCO recorded a total of 156 killings of journalists worldwide, a 14% drop from the previous two-year period, when UNESCO recorded a total of 182 killings. The year 2019 in particular shows the lowest annual death toll in 10 years with 57 deaths. However, closer analysis of these numbers shows some worrying trends. Within this overall decline, a total of 89 of the killings recorded in 2018-2019 occurred in countries not experiencing armed conflict, compared to 67 in conflict contexts.1 This is the continuation of a long-term trend whereby casualties in countries experiencing armed conflict have significantly declined, but this has been less the case in countries with no armed conflict where fatal attacks continue against journalists covering stories related to corruption, human rights violations, environmental crimes, trafficking, and political wrongdoing.

Isabel Düsterhöft Keywords Journalist, media, International Humanitarian Law, armed conflict, protection, International Committee of the Red Cross Abstract The years 2011 and 2012 were among the most deadly for journalists reporting from conflict situations worldwide. The numbers of assaults, arrests and attacks have been on a constant rise and portray a dramatic image of the journalistic profession. In light of the increasing threats in armed conflicts, being a war reporter has become an inherently dangerous task. Journalists are not only at risk of becoming so-called collateral damage during military operations, they are also increasingly targeted. Their role as a watchdog and witness to the horrors of war, in addition to the undeniable power of the word and image they spread, has made them popular targets. It is therefore essential that the international community re-evaluate journalists’ de jure and de facto protections in armed conflicts to allow for better safeguards and consequently less casualties in the imminent future. This article examines the current protections afforded to journalists and aims at detecting proposals for enhanced safeguards that are most likely to effectively improve journalists’ safety in the field. In this regard, this article will argue that the legal protections are in fact sufficient and hardly amendable and that therefore, a more practical, hands-on approach to implementation of those protections must be the focus of future actions. This goal can only be achieved by a comprehensive mission jointly pursued by governments, militaries, journalists, media, NGOs and society.
