I hope this email finds both of you well. As you start this process of reclassification, it is interesting to see the number of proposals that will come out and watch everyone scramble to do what's best for "their kids" and I suppose, I am no exception to that. I wanted to reach out to you today to let you know that Lakeview will do what is in the best interest of all kids, not just ours.

Our community has changed over the years and it is reflected on the walls of our cafeteria where hangs the portraits of past classes. Classes that were over 100 strong and now are half that size. What I have always judged our competitiveness with other communities no matter where I have been (Jefferson, Culver, La Pine, Summit and now Lakeview) is what they look like when we drive in. I remember my years in La Pine driving into communities for games (Cottage Grove, Junction City, La Salle, Gladstone, Astoria, etc) and thinking.....Toto, we're not in Kansas anymore. It just didn't feel right.

When I look at the proposals that are out, we, obviously, prefer the five classification model as proposed by the committee. I know that this will morph and change many times before this process is done. But, it seems to Jesse Hamilton and I, that this "feels right".

I am available any time to toss ideas out and appreciate your efforts.

Good morning Brad! Hope all is well.

I got a couple of ideas to ponder and am curious of your thoughts:

Draft 2: 5 Classification system:

1. Use 1265 as the number:

2. What this does: Drops 8 5A Schools to 4A: Willamette, West Albany, Mountain View, Forest Grove, Canby, Hermiston, Woodburn and Hillsboro.

3. Moves the 58 in 5A to 50. Moves the 39 in 5A to 47. (Much closer....until the PIL is willing to shift....no way to get the numbers even...but his is much closer.) Also puts some schools that struggle into a classification that gives them a better chance for success.

4. Hermiston. That puts them into the Intermountain conference...which they have stated that they will not do...... or they can put their money where their mouth is and opt to play up and stay in the proposal of being in the Mt. Hood conference...... it would be interesting how they might decide that predicament.

5. Mountain View: I don't know their situation...are they growing, etc. Either way....they could be in 4A or choose to go up.

6. Last thought: I am not sure why Sheldon and South Eugene are in bed with Southern Oregon.....when they can travel 1 hour up to Salem and be in the Valley League. (McKay, McNary, North Salem, South Salem, Sprague, West Salem, Sheldon, South Eugene: 8 teams) would make a great league and they have similar demographics.....Salem vs. Eugene)

So what to do with Central Oregon and Southern Oregon schools...you know my answer....their demographics are almost exactly the same. They both are rural areas and have to both jump on a bus no matter what they do and their towns are used to traveling to support their teams. (Bend, Summit, possibly Mountain View, with Roseburg, Grants Pass, North Medford, South Medford make a 7 member league.)

Pretty good concepts so far to look at. It looks like the Mid-Willamette would be absolutely dominated by Silverton and Wilsonville by removing some of the other big hitters....but maybe that is what has to happen for geographic decisions.

Thanks for any thoughts before I submit any proposal from my end.

I think it would be helpful if OSAA were able to make some "sample maps" and post them online of the association schools based on the current recommended cutoff points by each classification size. This would allow association members to see geographically how the recommendations line up as the only current map that allows for this is quite "busy" with all of the classifications on one map. (Especially with teams moving up or down a classification)

Below is a crude image of a sample map based on the Draft #1 - 6 classifications showing the current 4A schools, as well as Creswell and Taft that would move up to 4A and Marist which would move down to 4A. (Obviously there would need to be a map for 6A, 5A, 3A, 2A, 1A but as I am in the 4A classification under the 6 classification model I only took time to complete this map)

Brad; I know you will be swamped with input, but I just want to share something that I see happening in my small world. I realize that scheduling is important, but this should have little to do with the creation of new leagues. Since our move from the Pacific to the Metro, our numbers have dropped significantly. That means we are missing our opportunity to work with young people, to help them set goals and deal with adversity. Before our move to the metro, we would have well over 100 out for football. We now finish the season in the 70's (for all three levels). What is even more sad is that our numbers are the highest for the 4 Hillsboro schools. I believe competitive balance should be top of the list if we are to see our sport(s) survive.

In the future I would like to talk about the ranking and playoff system. Seeing the majority of first round games end with blowouts is not helping our sport(s) either. I think looking at the big picture, (let's get more kids out for sports) is more important than making sure the best two teams are in the championship game.

Again, just my two cents.

As a side note, Jesuit feels that Oregon would be better served with only 5 classifications instead of 6. I always leave those meetings wondering why we are not together as one single classification since we all schedule with each other in the pre‐season. In most sports, there is little difference between 5A and 6A and Jesuit feels they should be combined.

Hi Brad, I’d first like to thank all those involved in the various Classification Proposals that would begin in the 2018‐2019 school year.

With that being stated, South Umpqua High School opposes any plan that would send our teams to Klamath Falls at least 3 times per season. That sort of travel burden would not be fair to our school or the Klamath Falls schools. We also want the opportunity, if possible, to retain our natural geographic rivalries with schools like Douglas and Sutherlin, both within 30 minutes of SUHS.

Finally, we request that non‐public schools are required to either play in leagues of their own or use some sort of multiplier of their enrollment that will truly reflect the advantage they have in recruiting students to attend their schools.

Delphian would prefer keeping 6 classifications, unless moving to 5 allows us to be in the same league as Sheridan and Willamina, thus cutting travel time significantly. With that said, a couple points regarding the two proposals sent out:

 We very much like the 6-classification proposal. I think Nestucca should be added to the Central Valley League, as it would cut their travel time significantly.  In the 5-classification proposal, Sheridan and Willamina have been moved down to 2A, but Delphian, Sheridan and Willamina (all within a 5-mile radius) are in three separate leagues. Keeping us in the NWL with Clatskanie and Warrenton added would increase our travel time over what it already is. We'd prefer being in the Tri-River.

Hello, my name is Craig Redding and I have been a teacher for about 25 years now and I have always been a sports fan. The thing that bothers me is why private schools are allowed to participate against public schools in Oregon. There are several factors that I do not like. First of all private schools do not have to take very student, there is an application process so they choose the best of the best if their parents can afford it. Second they can and do recruit from all around the state. I work in Woodburn and several years back, one of our top soccer players was recruited and went to Jesuit starting in the ninth grade to play soccer. He was given a scholarship due to his parents lack of funds. He also had a younger brother that was recruited but because they only can offer one scholarship per family at a time, he could not afford to go and decided to remain at Woodburn. It did make a difference when it came to the the success of our soccer team. I know that private schools do not always win the state championships in every sport, but it appears that they win more than their share when you look at how many public schools compared to the number of private schools. This is not just local to Oregon but nation wide. Perhaps we need to take the lead and separate the private school into their own league, regardless of their size. They can form their own leagues and find competition outside of Oregon if needed. It is frustrating to see so many public school athletes year after year getting so close to winning a championship only to have to come up against the private powerhouse and loose. I know that this is only one letter, but I am sure that there are other people out there that live in a rural area that has been classified as 6A but cannot compete because of various factors. It would be nice to see what would happen for all sports in Oregon if you tried it for a year and remove private schools in the public system. And please I do not need to hear anything about how "this is our system and we find that things are fair". Tell that to the teams that year after year are getting dominated by the Jesuits, Central Catholics, and others. There was a good article a while back about how one team decided to forfeit to a private school for the safety and benefit of the public school. The private school had football players that were college size, and not just one but most of the roster, while the public school was starting sophomores that were 5'8 175.

The following are my initial suggestions regarding classification and districting changes to the upcoming four-year time block. My hope is that by giving additional information, the committee can be prepared in successfully placing schools in districts that support OSAA mission and vision.

Suggestions/Proposals: Please consider the follow for school placement

 Strongly consider level of competitiveness when placing teams into new classifications and leagues. This factor is as important or arguable more important as geography, enrollment, and socio-economic factors in developing equitable leagues.  Strongly consider other factors that impact student involvement in any particular schools co-curricular programs. For example, Woodburn High School is one of the last remaining schools in Oregon that follows the small school model  Woodburn High School currently qualifies for an OSAA petition to play down based on levels of competitiveness. WHS is hoping to be placed into a league in which they can find some success and not have to petition to play down.  MWC athletic directors would like to know how the initial drafts were created. It was our understanding that the October meeting was going to be an initial meeting to create a calendar for the year and minimal discussion would occur.

In order to even out the strength of the leagues as well as some of the travel, here’s a thought:

Move Perrydale to SD3 …. 11 teams would now be in that league verses 10 and they would all be on the west side

Move Dayville, Monument, Powder Valley, Wallow and Joseph to SD4 …11 teams would now be in this league verses 7 and they would be on the northern part of the state and would create less travel for SD1 teams.

Leave SD2 with 12 teams

SD1 would then have 10.

This would create:  Easier (I‐84) travel (with fewer passes) for SD4 keeping teams in the NE verses the entire east side being covered by SD1.  This would also make SD4 a stronger league while maintaining strength in the other 3 leagues. o SD1 will rotate at least two top ten teams (Adrian, Crane), o SD2 consistently sends 3 but has numerous strong teams every year (Hosanna, Camas, Triad, Powers, Days Creek), o SD3 produces a possible of 3 (Lowell, North Douglas, Yoncalla ). o SD4 will rotate at least 3 but has a strong league (Dufur, Sherman, Powder Valley, Wallowa)

Of course this will change year to year but every league would be stronger in state standings as well as have a similar schedule. SD2 divides their schedule to east and west teams then does an end of season cross over game to determine actual league champions. This reduces in season travel while still sending the best teams to the playoffs. With each league having 10 to 12 teams this would be feasible and beneficial for each of the leagues and would reduce in season travel.
