Rapport des Chefs de Mission Diplomatiques de l’Union Européenne sur Jérusalem 2017 Note de synthèse Les Chefs de Mission à Jérusalem et à Ramallah soumettent par le présent document au Comité Politique et de Sécurité le rapport sur Jérusalem pour 2017 (annexe 1) et une série de recommandations pour discussion pour renforcer la politique de l’Union Européenne sur Jérusalem Est (Annexe 2). L’annexe 3 contient des faits supplémentaires et des chiffres sur Jérusalem. Les développements intervenus en 2017 ont encore accéléré les difficultés de la solution « des deux Etats » en l’absence de processus de paix significatif. Les tendances précédentes, observées et décrites par les Chefs de Mission Diplomatiques depuis plusieurs années, se sont empirées. La mise à l’écart des Palestiniens de la vie ordinaire, politique, économique et sociale de la ville sont largement inchangées. Le développement d’un nombre record de plans de colonisation s’est poursuivi, y compris dans des zones identifiées par l’Union Européenne et ses Etats membres comme clés pour une solution « des deux Etats ». En même temps, les démolitions de logements palestiniens se sont poursuivies, et plusieurs familles palestiniennes ont été expulsées de leurs logements au bénéfice de colons. Les tensions autour du Dôme du Rocher / Mont du Temple continuent. Au cours de cette année, plusieurs projets de lois à la Knesset ont poursuivi leur avancée législative, qui, s’ils étaient adoptés, apporteraient des changements unilatéraux au statut et aux frontières de Jérusalem, en violation du droit international. En fin d’année, les Etats Unis ont annoncé leur reconnaissance de Jérusalem comme capitale d’Israël. -

Danny Ayalon: Israel welcomes changes in Arab countries but remains very cautious European Jewish Press by: Yossi Lempkowicz, 01/03/ 2011 BRUSSELS (EJP)---Deputy Foreign Minister Danny Ayalon said Israel "welcomes" the changes towards democracy in Arab countries but it remains "cautious" because "we do see an attempt by Iran’s agents, Hezbollah and Hamas to interfere and to legitimize extremist elements in the region." "In democracy it’s not just a matter of pluralism but also of the rule of law. And just like in Europe you don’t allow racist or Nazi parties, we have to make sure that racist extremist elements will not hijack the situation and fill up the vacuum," he said in an interview with EJP in Brussels on Tuesday. "Some elements within the Muslim Brotherhood in Egypt could be very dangerous and we have to look very carefully and not to be kind by euphemism and games." "In Israel also, a party, Kach, was at the time barred by the Supreme Court to run for elections because it was racist," he said. According to Ayalon, with these events the world finally realizesthat the central issue in the Middle East is not the Palestinian issue but rather the dysfunctions of Arab societies, illiteracy and poverty. Ayalon, who is on a visit here to discuss recent developments in the Middle East with senior EU officials and address a European think-tank, said he doesn’t agree with EU’s view that current events make it more important to renew Israeli-Palestinian peace negotiations. Jerusalem: City of Dreams, City of Sorrows
1 JERUSALEM: CITY OF DREAMS, CITY OF SORROWS More than ever before, urban historians tell us that global cities tend to look very much alike. For U.S. students. the“ look alike” perspective makes it more difficult to empathize with and to understand cultures and societies other than their own. The admittedly superficial similarities of global cities with U.S. ones leads to misunderstandings and confusion. The multiplicity of cybercafés, high-rise buildings, bars and discothèques, international hotels, restaurants, and boutique retailers in shopping malls and multiplex cinemas gives these global cities the appearances of familiarity. The ubiquity of schools, university campuses, signs, streetlights, and urban transportation systems can only add to an outsider’s “cultural and social blindness.” Prevailing U.S. learning goals that underscore American values of individualism, self-confidence, and material comfort are, more often than not, obstacles for any quick study or understanding of world cultures and societies by visiting U.S. student and faculty.1 Therefore, international educators need to look for and find ways in which their students are able to look beyond the veneer of the modern global city through careful program planning and learning strategies that seek to affect the students in their “reading and learning” about these fertile centers of liberal learning. As the students become acquainted with the streets, neighborhoods, and urban centers of their global city, their understanding of its ways and habits is embellished and enriched by the walls, neighborhoods, institutions, and archaeological sites that might otherwise cause them their “cultural and social blindness.” Jerusalem is more than an intriguing global historical city. -

In its plans and endeavors, the Institute strives to support the institutions of Israel’s developing democracy and consolidate its values. The Institute’s research is followed up by practical recommendations, seeking to improve governance in Israel and foster a long-term vision for a stable democratic regime adapted to the structure, the values, and the norms of Israeli society. The Institute aspires to further public discourse in Israel on the issues placed on the national agenda, to promote structural, political, and economic reforms, to serve as a consulting body to decision-makers and the broad public, to provide information, and present comparative research. By Mohammad Yaghi August 14, 2009 PolicyWatch #1569 is the second in a two-part series examining the political and organizational implications of Fatah's recently concluded General Congress. This part explores Fatah's external dynamics, specifically how the group's new political program will affect its relations with Israel, Hamas, and the Palestinian Authority. PolicyWatch #1568 examines Fatah's internal dynamics, particularly in regard to its top leader Mahmoud Abbas. At its recently concluded General Congress, Fatah established a new political program that will affect both its terms of reengagement with Israel and its relations with Hamas and the Palestinian Authority (PA). Fatah's new constraints on negotiations with Israel, however, may harm Mahmoud Abbas -- PA president and the party's top leader -- who needs to respond positively to international peace initiatives that may conflict with the organization's new rules of engagement. Abbas might ignore these congressional decisions, believing its program is intended only for internal consumption to fend off the accusations of the party's hardline members. Fatah's renewed efforts to reunite the West Bank and Gaza could lead to an escalation with Hamas, since many observers doubt unity can be achieved peacefully. Fatah's Political Program According to al-Ayyam newspaper, Fatah's new political program sets demanding terms for reengagement with Israel, even more so than those Abbas has been stating publicly since Israeli prime minister Binyamin Netanyahu took office earlier this year. The new terms include a complete halt of Israeli settlement construction, especially in East Jerusalem; an Israeli withdrawal from all Palestinian cities, reverting back to the status that existed before the September 2000 intifada; a clear and binding timetable for negotiations; a refusal to postpone negotiations over Jerusalem and refugees; and an insistence on a defined mechanism for arbitration. -

Retail Prices in a City Alon Eizenberg Saul Lach The Hebrew University and CEPR The Hebrew University and CEPR Merav Yiftach Israel Central Bureau of Statistics July 2017 Abstract We study grocery price differentials across neighborhoods in a large metropolitan area (the city of Jerusalem, Israel). Prices in commercial areas are persistently lower than in residential neighborhoods. We also observe substantial price variation within residential neighborhoods: retailers that operate in peripheral, non-a uent neighborhoods charge some of the highest prices in the city. Using CPI data on prices and neighborhood-level credit card data on expenditure patterns, we estimate a model in which households choose where to shop and how many units of a composite good to purchase. The data and the estimates are consistent with very strong spatial segmentation. Combined with a pricing equation, the demand estimates are used to simulate interventions aimed at reducing the cost of grocery shopping. We calculate the impact on the prices charged in each neighborhood and on the expected price paid by its residents - a weighted average of the prices paid at each destination, with the weights being the probabilities of shopping at each destination. Focusing on prices alone provides an incomplete picture and may even be misleading because shopping patterns change considerably. Specifically, we find that interventions that make the commercial areas more attractive and accessible yield only minor price reductions, yet expected prices decrease in a pronounced fashion. The benefits are particularly strong for residents of the peripheral, non-a uent neighborhoods.
