Levitt, Major Professor This dissertation examines the complex relationship between state capacity, authoritarian regimes and religious organizations in Southeast Asia and beyond. Through an interdisciplinary synthesis of secondary literatures in Comparative Politics, Sociology, and Religious Studies, complemented by archival research conducted at Stanford University’s Hoover Institution, this dissertation argues that relative state capacity endowment shapes the strategies that authoritarian regime elites employ against domestic religious organizations as a means of ensuring regime survival. Through typological theory-building and a comparative case-study methodology I argue that state capacity, imagined in terms of both bureaucratic/administrative and coercive components, influences whether authoritarian regime elites decide to pursue policies of cooptation vi (bribery, patronage, and political appointments) or coercion (incarceration, threats, violence) vis-à-vis religious organizations. Comparative case-study analysis of the relationship between authoritarian regimes and religious organizations in Burma, Thailand, Malaysia, Cambodia, Laos, Vietnam, the Democratic Republic of the Congo, Poland, and Nicaragua reveals clear variations in regime elite strategies across time and space. Specifically, my findings demonstrate that authoritarian regime elites in states with strong bureaucratic/administrative capacity and strong coercive capacity have relied on cooptation as their preferred strategy for containing threats posed by religious organizations, while regime elites in states with weak bureaucratic/administrative capacity and strong coercive capacity have instead tended to employ violence against these groups. Finally, regime elites in states with weak bureaucratic/administrative capacity and weak coercive capacity have cycled, unsuccessfully, between policies of cooptation and coercion in the hopes of containing powerful domestic religious organizations. The comparative analysis in this dissertation provides a nuanced explanation for how authoritarian regime elites leverage state resources to counter threats posed by symbolically-powerful religious groups and contributes a new mid-range theory of state-society relations with implications for authoritarian regimes far beyond the region. vii TABLE OF CONTENTS CHAPTER PAGE I. INTRODUCTION This dissertation examines how state capacity shapes the relationship between authoritarian regimes and religious organizations across Southeast Asia. While much of the recent political science literature has focused extensively on authoritarian institutions (Gandhi and Przeworski 2007; Boix and Svolik 2013), this research proposes that state capacity has a powerful influence on the behavior of regimes and religious organizations alike. It begins with the assumption that regimes inherit their states, and thus vary in their ability to exercise power over society. It then argues that authoritarian regimes will attempt to co-opt, or alternatively, coerce religious organizations in order to remain in power. Whether these regimes pursue strategies of coercion

Focusing on Vietnam, a country within the metaphorical framework of the “tribute system,” it analyzes the complex range of relationships in the borderlands during the 1870s. Following the establishment of French consular offices in northern Vietnam, rebellions, counterinsurgency, communities, and commerce in the borderlands fell under a new kind of official gaze, one that ultimately provided self-serving justification to advocates of French imperialism in Southeast Asia. As emblems of foreign influence, French consulates soon became elements in factional struggles that unfolded within the Vietnamese bureaucracy over the role of China in Vietnam, the employment of surrendered bandits as officials, and borderlands administration.     Socio-political participation of rural Chapter 4 youth 122 2019 Rural Development Report Creating opportunities for rural youth Rural youth participation matters The three foundations for youth-centred transformation – productivity, connectivity and agency – can be effectively integrated into rural development policies only if rural youth have the opportunity to actively participate in the social, economic and political life of their communities and countries. Rural youth participation in decision-making is both a means to an end and an end in itself. It helps to make interventions more responsive to young people’s needs and it helps to make interventions more effective by fostering greater ownership of policies and initiatives. At the same time, participation has been recognized as a fundamental right in several international conventions and declarations, including the Universal Declaration of Human Rights, the World Programme of Action for Youth and the Convention on the Rights of the Child (Trivelli and Morel, 2018). In addition, and perhaps more importantly, the participation of young people is regarded as a way to enhance their agency by building and strengthening social and human capital, developing skills, boosting confidence and self-esteem and increasing their awareness of their rights (SPW-DFID-CSO, 2010). Participatory mechanisms and strategies are needed at the national and local levels to ensure the active and effective participation of rural youth all along the policy and programme decision-making process. These mechanisms can either be State-driven (for instance, local assemblies) or stakeholder-driven (for example, youth advisory panels in development programmes run by international agencies or youth-driven local organizations).

It is now time for us to start considering the civic implications of inequalities arising from Britain's ageing society. The analysis set out in this paper by Dr Craig Berry shows that, if current trends continue, older cohorts may well come to exercise a disproportionate influence on the democratic process in future decades. We could be witnessing a fundamental reconfiguration of the electorate, which is putting more power into the hands of older people and reducing that which younger cohorts possess. Dr Berry's paper illustrates that the life-stages of voters matter more and more in our democracy. Understanding the significance and nature of age-based inequalities should form an important part of the agenda of those committed to the cause of reforming our political system. An electorate which includes a growing number of older people generates new imbalances in terms of voter turnout, voter registration, party support and the social and generational composition of the legislature. The coalition government's proposed changes to the system of voter registration, for instance, require particularly careful scrutiny if they are to avoid making generational inequalities worse.

Buddha Birthday Celebration Hue May 8 erupted into large- scale demonstration at Hue Radio Station between 2000 hours local and 2330 hours. At 2245 hours estimated 3,000 crowd assembled and guarded by 8 armored cars, one Company CG, one Company minus ARVN, police armored cars and some carbines fired into air to disperse mob which apparently not unruly but perhaps deemed menacing by authorities. Grenade explosion on radio station porch killed four chil- dren, one woman, Other incidents, possibly some resulting from panic, claimed two more children plus one person age unknown killed. Received at 8:33 a.m. 2 At 7 p.m. the Embassy in Saigon sent a second report of the incident to Washing- ton, listing seven dead and seven injured. The Embassy noted that Vietnamese Govern- ment troops may have fired into the crowd, but most of the casualties resulted, the Embassy reported, from a bomb, a concussion grenade, or “from general melee”. The Embassy observed that although there had been no indication of Viet Cong activity in connection with the incident, the Viet Cong could be expected to exploit future demon- strations.

Most research on Phan Bội Châu is over forty years old and is contaminated by historiographical prejudices of the Vietnam War period. I seek to re- engage Phan Bội Châu’s writings, activities, and connections by closely analyzing and comparing his texts, using statistical and geographical systems techniques (GIS), and reconsidering previous juridical and historiographical judgments. My dissertation explores nationalism, modernity, comparative religion, literature, history, and law through the life and work of a single individual. The theoretical scope of this dissertation is intentionally broad for two reasons. First, to improve upon work already done on Phan Bội Châu it is necessary to draw on a wider array of resources and insights. Second, I hope to challenge Vietnam’s status as a historiographical peculiarity by rendering Phan Bội Châu’s case comparable with other regional and global examples. The dissertation contains five chapters. The first is a critical analysis of Democratic Republic of Vietnam and Western research on Phan Bội Châu.
