Sir/Madam,

I am directed to inform you that an assessment of the physical and other teaching facilities available for renewal of permission for MBBS course for 2nd batch (100 seats) of Govt. Medical College, Balasore, Odisha (renamed as Fakir Mohan Medical College & Hospital, Balasore) under Fakir Mohan University, Balasore, Odisha u/s 10A of the IMC Act, 1956 for the academic year 2019-20 was carried out by the Council Assessors on 18th & 19th December, 2018. The assessment report (18th & 19th December, 2018) alongwith summary/observations of the Consultant (Undergraduate) was considered by the Board of Governors and noted as under:-

1. No staff member underwent MEU training and no programme was conducted by MEU.

2. No LT available in hospital.

3. Internodes not available in Library.

4. Hygiene of hostels poor, no visitor room available.

5. Gymnasium not available.

6. No biometric devices installed in college.

7. No separate room for males and females for injection, dressing (Surgery) and (Ortho) plaster.

8. Demo & Pantry room deficient in few deptt. (TB, Psychiatry, Derma, ENT).

9. IVP, Ba – nil, histopathology (OPD) – nil

10. ICD X – not available.

11. No USG in casuality.

12. Central Oxygen and defribilators not available in ENT, Ophthalmology, Orthopaedics, Emergency and Septic OTs.

13 Intercom lines not available.

14. Research projects not initiated.

15. In Anatomy, Demo room capacity short by 15 (60 against 75), number of microscopes less by 32 (60/28) cooling chambers shared with mortuary, articulated skelton – not available, no of cadavers short by 6 (10/14), embalming room not available, Band saw and lockers –nil.

16. In physiology - Mammabian Lab not available. 17. In path lab – No AV Aids in Demo Room, books available only 50 against 80-100.

18. In microbiology – only 1 microscope available, and only 50 books as against 80-100.

19. In pharma deptt – number of books available 50 (against 80-100).

20. In Forensic Medicine museum - prototype fire arms and slids not available.

21. Community Medicine – museum incomplete.

22. Students visit to RHTC & URTC not started.

23. Defiency of Faculty -18.82% (16/85).

24. Defiency of Residents -19% (9/47).

25. Other deficiencies as pointed out in the assessment report.”

In view of the above, the Board of Governors decided to seek your explanation/ point-wise compliance with documentary evidence with one hard copy & soft copy (in MS Word format) in support of claim of rectification of the deficiency noted by the Board of Governors should reach the Council Office within 30 (thirty)days alongwith a demand draft worth Rs. 3.54 lakhs (including GST) in favour of The Secretary, Medical Council of payable at New Delhi from the date of issue of this letter.
