Countrywide, people are afraid to embrace their right to express themselves freely on issues pertaining to their governance. In light of the impending consultative meetings by the Parliamentary Select Committee, this compromises the quality of data to be gathered by this committee. A sneak preview of peoples' participation in governance issues has shown rampant apathy, an unwillingness to participate in processes they think will not do anything to change their situation. Of note is the lack of understanding on the importance of their participation in any of these processes. Women's participation remains a case in point as the inferiority of women in the face of their male counterparts is not yet a thing of the past. In most rural communities, the women's voice is still being swallowed by that of the father of the house.

    ZIMBABWE HUMAN RIGHTS NGO FORUM POLITICAL VIOLENCE REPORT: THE CAMPAIGN OF RECRIMINATION 16-31 MARCH 2002 A report by the Zimbabwe Human Rights NGO Forum 28 March 2002 Political Violence Report: Update to 25 March 2002 Overview Despite the fact that the ruling party, Zanu-PF, retained the presidency, there has been a chain of retributive attacks against MDC office bearers and supporters. The post-election period has seen a determined attack on those who served as MDC polling agents in the just ended Presidential election. Five MDC polling agents have since been reported as having been murdered for serving the opposition. Three of these were allegedly killed by soldiers. Other attacks have been in the form of abductions and torture of polling agents as well as the burning of their homes. Polling agents as well as other opposition party supporters are being forced to flee their rural homes out of fear. MDC polling agents have had to flee from Gokwe East and West, Chipinge North, Buhera South and Mazowe East. Politically motivated murders committed in the post-poll period totalled 11 bringing the total since the 1st of March to 16. Of those murdered 12 were MDC supporters, 3 of unknown political affiliation while the sixteenth was a war veteran. There has been a resurgence of attacks on commercial farmers and farm-workers. Scores of farmers have been evicted from their farms without notice by militia, or have had property damaged or looted. As will be evident from the bar graph below. The cumulative total cases of torture are alarming.

    ZIMBABWE REPORT CRISIS IN ZIMBABWE COALITION JUNE 20, 2002 The CRISIS IN ZIMBABWE COALITION consists of the eight major civil society coalitions in Zimbabwe, namely the National Constitutional Assembly, the Zimbabwe Election Support Network, the Zimbabwe Congress of Trade Unions, the Women’s Coalition, Media Institute of Southern Africa - Zimbabwe Chapter, Transparency International - Zimbabwe, Zimbabwe National Students Union, and the Zimbabwe Human Rights NGO Forum. These coalitions collectively represent over five hundred civil society groups. Two hundred and fifty of these individual organizations are also directly affiliated to the Crisis Coalition. The major focus of the Network is to promote democratic processes in general and free and fair elections in particular. ZESN was also established to standardize the NGOs’ election-related activities and methodology, as well as to ensure wider geographical coverage and co-ordination of activities. The broad aim of the Network is therefore to enhance the electoral process in Zimbabwe in order to promote democracy and good governance in general, and free and fair elections in particular, whilst adhering to internationally acceptable standards. The vision of ZESN is a Zimbabwe where a democratic electoral environment and processes are upheld and its mission is to promote democratic elections in Zimbabwe. In the period from 1996 to 2009 he headed twelve OSCE/ODIHR and NORDEM election observation missions or teams. From 2003 he has issued opinions on election laws for the Council of Europe Venice Commission. Vollan, who is an applied mathematician by profession, has published a number of articles and reports on electoral and decision making issues. NORDEM NORDEM, the Norwegian Resource Bank for Democracy and Human Rights, is a civilian capacity provider specialised in human rights and democratisation. NORDEM’s main objective is to enhance the capacity of international organisations working in these fields. NORDEM’s expertise includes good governance, institution building, rule of law, human rights monitoring, elections and other related fields. NORDEM has for two decades provided Norwegian observers to international election observation missions. NORDEM also develops election related trainings and hosts various election management body or parliamentary delegations, mainly from countries in political transition.
