Minister of Finance and Economic Development 1 1 2 FOREWORD In presenting the 2017 National Budget on 8 December 2016, I indicated the need to strengthen the outline of the Budget Statement presentation as an instrument of Budget accountability and fiscal transparency, in the process improving policy engagement and accessibility for a wider range of public and targeted audiences. Accordingly, I presented a streamlined Budget Statement, and advised that extensive economic review material, which historically was presented as part of the National Budget Statement, would now be provided through a new publication called the Annual Budget Review. I am, therefore, pleased to unveil and Table the first Annual Budget Review, beginning with Fiscal Year 2016. This reports on revenue and expenditure outturn for the full fiscal year, 2016. Furthermore, the Annual Budget Review also allows opportunity for reporting on other recent macro-economic developments and the outlook for 2017. As I indicated to Parliament in December 2016, the issuance of the Annual Budget Review, therefore, makes the issuance of the Mid-Term Fiscal Policy Review no longer necessary, save for exceptional circumstances requiring Supplementary Budget proposals. 3 Treasury will, however, continue to provide Quarterly Treasury Bulletins, capturing quarterly macro-economic and fiscal developments, in addition to the Consolidated Monthly Financial Statements published monthly in line with the Public Finance Management Act. This should avail the public with necessary information on relevant economic developments, that way enhancing and supporting their decision making processes, activities and engagement with Government on overall economic policy issues.

Countrywide, people are afraid to embrace their right to express themselves freely on issues pertaining to their governance. In light of the impending consultative meetings by the Parliamentary Select Committee, this compromises the quality of data to be gathered by this committee. A sneak preview of peoples' participation in governance issues has shown rampant apathy, an unwillingness to participate in processes they think will not do anything to change their situation. Of note is the lack of understanding on the importance of their participation in any of these processes. Women's participation remains a case in point as the inferiority of women in the face of their male counterparts is not yet a thing of the past. In most rural communities, the women's voice is still being swallowed by that of the father of the house.

    UNIVERSITY OF ZIMBABWE Impact and sustainability of drip irrigation kits, in the semi-arid Lower Mzingwane Catchment, Limpopo Basin, Zimbabwe By Richard Moyo A thesis submitted to the University of Zimbabwe (Faculty of Engineering, Department of Civil Engineering) in partial fulfilment of requirements of Master of Science in Water Resources Engineering and Management ABSTRACT Smallholder farmers in the Mzingwane Catchment are confronted with low food productivity due to erratic rainfall and limitations to appropriate technologies. Several drip kit distribution programs were carried out in Zimbabwe as part of a global initiative aimed at 2 million poor households a year to take major step on the path out of poverty. Stakeholders have raised concerns of limitations to conditions necessary for sustainable usage of drip kits, such as continuing availability of minimum water requirement. Accordingly, a study was carried out to assess the impacts and sustainability of the drip kit program in relation to water availability, access to water and the targeting of beneficiaries. Representatives of the NGOs, local government, traditional leadership and agricultural extension officers were interviewed. Drip kit beneficiaries took part in focus group discussions that were organised on a village basis. A survey was then undertaken over 114 households in two districts, using a questionnaire developed from output of the participatory work. Data were analysed using SPSS. The results from the study show us that not only poor members of the community (defined for the purpose of the study as those not owning cattle), accounting for 54 % of the beneficiaries. This could have been a result of the condition set by some implementing NGOs that beneficiaries must have an assured water source - which is less common for poorer households.
