The conference theme is “Sustainable Municipalities,” which reflects our own enthusiasm for engineering sustainably in our dynamic maritime city. The conference program promotes and celebrates the central role of civil engineering systems in munici- palities and the increasing importance of innovative solutions to create sustainable practices that can be implemented locally, na- tionally and internationally. Concurrent with the General Conference, we are pleased to also host three Specialty Conferences which bring leading experts from across Canada and around the globe in one venue: the 4th International Structural Specialty Conference, the 10th Interna- tional Transportation Specialty Conference and the 13th Interna- tional Environmental Specialty Conference. The variety of papers included in the proceedings will show- case presentations on discovery, innovation, implementation of research, decision making, project management, and lessons learned from the application of new techniques in major projects. We have arranged technical tours of key municipal infrastructure and will be recognizing three important civil engineering sites that have played key roles in the history and development of Hali- fax. In addition, we are pleased to have an exciting Young Profes- sional Program as part of the conference experience for recent engineering graduates and students. On behalf of the Local Organizing Committee I wish to express sincere appreciation for the incredible support we have received from many civil engineering suppliers, consultants, contractors and infrastructure owners. In keeping with the general theme, “SUSTAINABLE MUNICIPALITIES”, the General Conference and the three Specialty Conferences are bringing together academics, researchers and practitioners in the various sub-disciplines of civil engineering to present and discuss recent advancements and innovative solutions. Present and fu- ture engineering challenges and solutions will be identified and discussed in the more than 250 technical presentations over the next four days.     Volume 3 | Issue 1 More Then Just Shelves: Patron Perceptions of a Downtown Halifax Library Emily Macrae, Stephanie Van de Vooren, Siobhan Witherbee Dalhousie University, [email protected], [email protected], [email protected] ABSTRACT his paper explores how patrons conceive of the Spring Garden Road Memorial Library (SGL) in Halifax, Nova Scotia. Built in 1951 to commemorate local residents who died in the world wars, the SGL will be replaced by the Halifax T Central Library by the end of 2014. Our study combines on-site observation and interviews with library patrons to determine how users’ behavior at the SGL relates to their opinions of the current building, and the future Halifax Central Library. Although policy documents highlight the shortcomings of the SGL building, many patrons value the SGL because of its connection to local history, as well as its place in their everyday lives. The contrast between physical conditions and individual perceptions demonstrates the interplay between tangible and intangible factors in shaping urban space. Centrally located next to a popular public park, the library also occupies a prominent position in the city’s downtown core. Built as a living memorial to local residents who died in the world wars, the SGL is caught between its commemorative origins and the contemporary needs of its users. The SGL is of particular interest not only because it is a historically1 significant 2institution that serves a diverse population, but also because the Halifax Central Library, proposed for completion by the end of 2014, will replace the Spring Garden Road branch.

    Halifax Public Libraries Needs Assessment and Master Facilities Plan Final Report July 2004 Serving Atlantic Canada with offices in Bedford and Moncton. ENGINEERING PLANNING SURVEYING MANAGEMENT CONSULTING Executive Summary Introduction Halifax Public Libraries services are considered a valuable community resource. The Library is widely recognized as the key organization supporting literacy and life-long learning for the public. The Library manages 14 Branch facilities within its network, and offers an “e-branch,” Books by Mail, a Mobile Library, and related services. As part of their planning process, the Halifax Public Libraries’ Board of Directors wants to further enhance their understanding of trends that impact on operations and capital development. Factors include population growth in Halifax Regional Municipality (HRM), changing demographics, shifts in urban/rural development, and commuter patterns. In light of this need, the Board has initiated a Needs Assessment and Master Facilities Plan. Terrain Group Inc. of Bedford, Nova Scotia, has been engaged to complete this assignment. Study Objectives The objectives of the study are to present recommendations and establish priorities regarding capital development in the Library system for an approximate ten-year planning horizon. Additional considerations include building capacity in an environment of fiscal restraint, and establishing a Central Library while strengthening the Branch network. Context A number of issues faced by the Halifax Public Libraries have been identified to date and should be addressed in the course of the study. These include the absence of a Central Library, repair and maintenance issues at the Spring Garden Road Branch in Halifax that are becoming cost prohibitive, and space constraints at the Woodlawn Branch in Dartmouth.
