The purpose of a Village Design Statement (VDS) is to enable local people to have a say in how they wish their village to develop so that it does not lose its essential characteristics. The Terling and Fairstead Village Design Statement describes the particular character of our Parish and makes recommendations (guidelines) to influence future planning and development. It has been drawn up by representatives of the Parish in full consultation with the residents, businesses and the local planning authorities. The VDS is no paper exercise. Braintree District Council (BDC) formally approves the guidelines in a VDS and uses them in the determination of planning applications. This means that private and public planners and developers, builders, landowners, employers, architects and homeowners need to view it so that they can make informed decisions about how their plans affect the village character and environment. -

To the west is the city of Chelmsford and its excellent choice of amenities including a bustling shopping centre, three superb private preparatory schools, two outstanding grammar schools, a well known independent school (New Hall), a station on the main line into London Liverpool Street and access onto the A12. The Old Vicarage is a very attractive, early 19th century country house which is listed Grade II. The house is of traditional construction of gault brick with tall and distinctive lattice windows to the principal elevations providing light and airy accommodation throughout. The house is spacious and well laid out with three principal reception rooms, a kitchen/breakfast room, a conservatory, a study and a utility room. A notable feature on the ground floor is the hall, which runs the length of the house and is mirrored above on the landing. -

The scheme provides a mixed tenure approach using a distinctive cross-subsidy model. The overall development consists of 15 for market sale by Lynton Homes, the remaining land having been gifted to English Rural who are developing a further 12 affordable homes, including two discounted market sale homes that are being sold on a shared equity basis with local connection requirements – these are specifically targeted at older local households looking to downsize. There are two further shared ownership homes being sold on a restricted staircasing lease and eight affordable rent homes. All the affordable homes are subject to local occupancy restrictions outlined in a S.106 planning agreement. The development demonstrates what can be achieved through strategic partnerships on rural exception sites. English Rural worked with local and market partners securing a range of tenures which are designed to meet the needs of the local community, specifically older households looking to downsize who were identified as a key demographic during the enabling process. Need The development helped to meet a need for homes identified by the Rural Housing Enabler, who worked closely with the local community through the parish council to undertake a detailed housing needs assessment. Aside from the 15 homes for market sale, which meet local demand from higher income households within the wider community and district, the development comprises of 2 x two bedroom bungalows for discounted market sale, 1 x two bedroom house and 1 x two bedroom bungalow available on a shared ownership lease; 3 x two bedroom houses and 2 x two bedroom flats, 1 x one bedroom bungalow and 1 x two bedroom bungalow for affordable rent. -

Land Use: Limited to the River Chelmer and proximate land containing variously a footpath/cycleway and between The A1099 Victoria Road and the A1099 High Bridge Road town centre uses abutting the River. Vegetation: Variously mature trees and understorey along the course of the River, hard standing and urban landscaping centred on City Centre environs. Nature Conservation/Cultural Heritage: The southern reaches of the parcel are part of the River Chelmer Conservation Area. Landscape Character: The parcel comprises a section of the town centre and is of generally high quality forming a focus for movement through the town centre and the context for retail and commercial uses. The River corridor provides visual continuity and is the focus for numerous and diverse long, medium and short vistas. The evaluation was conducted in relation to a planning condition. It was commissioned by Bovis Homes and it was carried out from 5/9/16 to 19/9/16. The evaluation consisted of twenty-one trenches deployed across the accessible areas of the c.4.6ha site. Archaeological remains were encountered only in trenches 7 and 8. These trenches lay close to the site entranceway on Fyfield Road, and uncovered remains relating to a farm mapped in 1862. Features dating to the 19th century were encountered alongside features incorporating medieval and early post-medieval period material. The recorded remains included four ditches, four pits and numerous artefacts, most of which consisted of pieces of ceramic building material and 14th to 16th century pottery.
