Sheikhupura lies 31°42'51.16" North latitude and 73°59'3.49" East longitude. 05% of total population District Sheikhupura is an area vulnerable to main menace of Risk: Medium intensive rain & flooded water bodies. Floods normally hit the district during the monsoon season starting from early June to late August XX while overflow of river Ravi has been historically the principal cause of Estimated number of people at flood in this district. However, with the construction of Dams by India on the River risk of Hill Torrent in 2020 Ravi in the 1990s and subsequent decrease in its flow levels, flood 00% threat to the district has been minimal in recent years. The main threats of total population Risk: Low are the overflow of water channels and Nullahs within the district (Main Nullah Deg,Niki Nullah Deg,Nullah Bhed and Nullah Laila). As Sheikhupura is an industrial city and also having one of the XX big Machike oil Depot situated at Sargodha Road, so it is inevitable to Estimated number of people at avoid industrial accidents, in this view an action plan for the prevention risk of earthquake in 2020 of the industrial accidents through strict hindrance to safety measures and relocation of hazardous industries from residential areas is of total population underway by the industries commerce & investment Department. Risk: Low According to board of revenue, Punjab, Disaster Management Department / PDMA earthquake jolts data also reveals that epicenters XX also reported in central Punjab near Nankana Sahib the adjacent City of Estimated number of people at Sheikhupura.Taking the safety measures comprehensive campaign for risk of epidemic in 2020 the survey of dangerous buildings has been launched. The plan classifies small, medium and large scale disasters to of total population articulate the corresponding response. The plan integrates the standard Risk: Medium operation procedures (SOP’s) of various provincial govt departments and district govt, and proposes a consistent approach for reporting damages, needs and relief assessment. The plan has been designed on the risk management standards engaging the philosophy of a multi agencies and multi structure approach to risk minimization. The plan identifies the risk environment for the district Sheikhupura and outlines the key institutional and programing components relative to effective risk management and emergency response and recovery. The plan is dynamic document which may be extended in the future to incorporate any additional risk treatment options as they are identified through formal risk analysis. 3 District (Sheikhupura) DDMP 2020 AIM AND OBJECTIVES The plan is aimed to manage emergencies by putting in place requisite mitigation measures and a well- coordinated and integrated response at district level. The main objectives of the plan include: To develop a plan of action for the District Disaster Management Authority and other district stakeholders to set priorities and provide directions for disaster management; To define the roles of various stakeholders in disaster management in all the phases pre, during and after disaster; To raise awareness of stakeholders about disaster risks and the requirements for disaster management; To introduce coordination mechanism for immediate response and rehabilitation at district level; To enhance the effectiveness and timeliness of emergency response through the clarification of goals, strategies, roles and responsibilities; To strengthen response coordination between government departments and humanitarian organizations(UN agencies, I/NGOs); 4 District (Sheikhupura) DDMP 2020 DISTRICT PROFILE Socio-Economic Indicators (Average) S.No. Particulars Numbers 1. Beauty cannot be measured or weighed, it is a value judgment. Since in this age of specialization and industrialization, many people have neither the time nor the facilities or the know-how required for raising flowers, so they buy flowers from the market. But for cut flowers export purposes, we should produce and maintain a quality and quality of the product acceptable to the buyer. The term Cut flower refers to those flowers whose post harvest life is considerably long and which can be measured in days and also in weeks. Cut flowers are integral part of life and are marketed by thousands of small sized and medium size of business. The production, handling and marketing of Cut flowers constitute a key segment of floriculture industry and its export can play vital role in alleviation of poverty of Pakistan. The field of floriculture has great potential to grow faster as a sub-sector of agriculture, particularly in terms of export and internal demand of the country. Developed countries provide a huge market for flower growers through out the world. Availability of diverse agro-climatic conditions in Pakistan are best suited for the production of almost all kinds of floricultural crops, like cut flowers, pot plants, annuals, biennials, perennials, trees and shrubs.

However, there is little work on the nature of of capacity deficits faced by local governments and whether these deficits are acting as a constraint on performance. We use financial accounts data from Punjab’s local governments for 2018-19 to measure their ability to utilize budgets and find that there is considerable variation in this metric across local governments. We supplement this with a management survey with the top managers whose decisions affect budget utilization in a random sample of 129 out of 193 urban local governments in Punjab. We find that the capacity deficits in local governments are particularly challenging in terms of human resource capabilities, the adoption of automated systems, and legal and enforcement capacity. We also find that better human resource capabilities and the use of managerial incentives are positively correlated with budget utilization. Our evidence provides new insights on the importance of management and human resource capabilities and systems capacity in local governments in a developing country setting.
