A key element in its consistency was the principle of stare decisis, according to which decisions of the senior courts created binding precedents to be followed by courts of equal or lower status in later cases. In order to follow a precedent, the courts first needed to be aware of its existence, which in turn meant that it had to be recorded and published in some way. Reporting of cases began in the form of the Year Books, which in the 16th century gave way to the publication of cases by individual reporters, known collectively as the Nominate Reports. However, by the middle of the 19th century, the variety of reports and the variability of their quality were such as to provoke increasing criticism from senior practitioners and the judiciary. The solution proposed was the establishment of a body, backed by the Inns of Court and the Law Society, which would be responsible for the publication of accurate coverage of the decisions of senior courts in England and Wales.

Edwards Key words:- fear, self-control,murder,manslaughter battered women Introduction The Coroners and Justice Act 2009 (C and JA 2009) s.55(3), ‘loss of self-control’ manslaughter, acknowledges ‘fear of serious violence’ as a ‘qualifying trigger’ which may ‘cause’1 a defendant to lose self-control and kill another. This new provision is the result of both public and legal recognition that the former defence of manslaughter-provocation,2 in relying on the presence of anger to precipitate loss of self-control, and in requiring an immediate response to provocation, excluded the delayed and chronic ‘passion’ of fear of further violence so often experienced by women victims of intimate partner violence which could ‘cause’3 them to kill the violent partner. The law also recognises that fear, which includes heightened anxiety and anticipation of future violence, may cause women victims4 of domestic abuse to kill the abusive partner in circumstances where their ‘reaction’ to the deceased’s last act is delayed.5 Notwithstanding the introduction of fear as a qualifying trigger,6 the legal and everyday construction of loss of self-control continues to contemplate and interpret this behaviour within an anger template.7 In this chapter, I argue that the construction of loss of self-control is bound together with anger in its interpretation (ontology) and by the corroborative manifestations deemed demonstrative of its proof.

A Searchlight report Lone wolves: myth or reality? Searchlight has investigated nazi and fascist organisations and key individuals since its formation in 1964. Searchlight analyses and uses the results of that intelligence to prevent fascist organisations from growing and harming democracy. Searchlight's investigative work has contributed to the arrest and conviction of fascist criminals, including terrorists, the prevention of specific crimes, and disruption of activities of fascist organisations that risk causing harm to communities. Many members of fascist organisations are heavily involved in crime and so by limiting the growth of these groups and diverting potential recruits, Searchlight also contributes to crime prevention. Since 1975 Searchlight has published a monthly magazine and occasional other publications. Searchlight has given evidence to Parliamentary enquiries and worked on two European Community reports on racism and xenophobia. Searchlight also supplies information to the media and has been involved in the production of several major television documentary programmes exposing the activities and operations of fascists and their organisations. In 2002 the British National Party started winning local council elections. Because of this, Searchlight has devoted increasing resources to developing effective campaigning strategies under the banner of HOPE not hate, which works closely with those sections of society most under threat from the BNP.
