NOTICE OF FULL COUNCIL MEETING OF MESSINGHAM PARISH COUNCIL

You are hereby summoned to attend a meeting of Messingham Parish Council, on Monday 10th September 2018 at 7.15pm, in Messingham Village Hall (Trinity Suite) Orchard Close, Messingham, for the purpose of transacting the following business.

2. Declarations of interest a) To record declarations of interest by any member of the council in respect of the agenda items listed below. 3. Casual Vacancy To receive written applications for the office of Parish Councillor and to co-opt a candidate to fill the existing vacancy.

4. Minutes of previous meetings a) To approve and sign the minutes of the full council meeting held on Monday 13th August 2018 b) To approve and sign the minutes of the Extraordinary meeting on Wednesday 29th August 2018

6. Police matters/NAT report a) To receive a crime report and any other comments on police matters, determining any actions required.

Planning a) To resolve the planning applications i) PA/2018/1613 – Mr & Mrs Fisher, Allerton Lodge, 14 Wendover Road – to erect 8 dwellings with associated parking and landscaping including demolition of existing bungalow. ii) PA/2018/1484 – Allison Parker, 26 Northfield Road – to erect two storey extension to the side and rear of the property-AMENDED PLANS-alterations to the design of the extension.

b) To receive any decisions made by NLC i) PA/2018/1102 – N Stonehewer, 24 Holme Lane – first floor extension over existing double garage- Granted ii) PA/2018/0444 – Kieradan Park, North Moor Lane – permission to vary condition 4 of PA/2009/0444 – period of development lapsed and disposed of.

Finance a) Humber & Wold Rural Action – to consider membership renewal b) Messingham Village Hall Grant Aid (S137) application– To receive update of spend and agree or reaffirm grant payment. c) Payments - To approve payments as per the attached schedule d) Receipts – To note receipt of income as per the attached schedule e) Precept Church spending – to be notified of recent updated legal opinion in respect of financial support to churches. f) Messingham Village Hall – to consider car park project funding request g) ERNLLCA conference – to consider attendance at the ERNLLCA conference on Friday 23 November 2018 at £90+VAT/delegate. h) Flower beds Ongo & Co-operative – min 71*- To receive response from; i) Ongo regarding the grass cutting ii) Sissons Gardening services regarding planting i) Remembrance Day To receive and consider proposals for 100 year Armistice Commemoration. To receive response from Sissons Gardening services regarding planting at the Memorial-min76b j) Village bench maintenance – to consider and agree options to repair damaged benches. k) Play area – To receive NLC half yearly RoSPA inspection report and agree action. l) NLC service level agreement – to consider agreement of the charges to empty the bins at the play area

Correspondence for discussion/decision a) CPRE Best Kept Village competition results – To receive the results and consider attendance at the presentation on Wednesday 26th September 7.30pm at . b) NRG Fitness – consider request to hire Holme Meadow on Mondays 7.30-8.30pm for Bootcamp c) NLC Traffic monitoring on Holme Lane, Holme – to be informed of the results-resident notified d) Resident Leaburn Road – to receive a complaint of speeding vehicles and agree action e) Mrs Levitt – Wendover car park potholes; volunteers f) Mr Davidson – to receive concerns of condition of LC11 land
