statistical quirk — if it is a quirk." There have been only 24 winters in the last 142 in which the bay has not frozen, according to records kept by the chamber. When it appears the bay is frozen, the chamber contacts the local U.S. Coast Guard station, so officials can verify the findings from the air. The local Coast Guard doesn't officially monitor Grand Traverse Bay, because of the lack of commercial shipping But the other places it monitors are all frozen, according to Lt. Cmdr. Lloyd Spence. Those include Green Bay, White- fish Bay, SL Mary's River, the Straits of Mackinac and Saginaw Bay. Barrens said bodies of water freeze differently because of variations in depth, air and water currents and other factors. Those reasons also contribute to the fact that East Bay tends to freeze more easily than West Bay, Barrens said Even if the bay does freeze all the way to Power Island, anyone wanting to walk on it should take precautions, according to Dep. Tom Bensley, marine safely supervisor for the Grand Traverse County Sheriffs Department. Precautions include going only where others have recently gone, tying a rope to oneself and fiecord-E«gle;0»n Nielsenanchorin g it to a tree on shore, or wearing lifejacket.
