Pursuant to A.R.S. §16-602(B), Coconino County conducted a Hand Count for the March 17, 2020 Presidential Preference Election. On Wednesday, March 11 at 10:00 am, representatives from the Coconino County Democratic and Republican Parties met to select the Election Day precincts and the early ballot batches for the hand count. The party representatives first selected two (2) polling locations for hand count, as required by statute, from the 28 polling locations used in the PPE. They then selected eight (8) times across two (2) days when early ballots were to be counted for batches of early ballots to be segregated and bagged for possible inclusion in the hand count. Times were selected for both of the DS-450s used for tabulation. Conducting the Hand Count The Hand Count teams met on March 18, 2020, working from 10:00 am until 11:15 am. There were two boards made up three members; Team One had two Democrats and one Republican and Team 2 had two Republicans and one Democrat. The stacking method was used for the hand count. Polling Location Hand Count The two polling locations selected for the hand count were: • District 12, Winona (Precinct 92) and • District 23, Lechee (Precinct 67). These two sets of ballots were tabulated on different machines; the hand count therefore provides information on the tabulation accuracy of each machine. For each machine, the hand count results matched the tabulated results; there were no discrepancies. For District 22, the results were: Candidate Votes

For the hand count of early ballots, the Party representatives had selected eight different times when batches were to be segregated for the hand count. Coconino County had 12,224 early ballots that were tabulated prior to 7:00 pm on Election Day and were part of batches that could be included in the hand count. In total, 14,609 early ballots were cast in the PPE. Under Arizona law, the hand count of early ballots needed to include 1% of early ballots cast in Coconino County (146 ballots). The Hand Count Board decided to count three batches of ballots: two batches contained 99 ballots each and the other batch contained 100 ballots. In total, 298 early ballots were counted in the hand count. The results of each hand count matched the tabulated results; there were no discrepancies. The results for each hand count are shown here:
