1. Ban on Insurance Coverage of Abortion January 24, 2017 House Roll Call 65 Our Position: Oppose Outcome: Passed 238-183, 11 not voting One of the first bills brought to the floor in the 115th Congress, H.R. 7 codifies the Hyde Amendment, which forbids the use of any federal funding to cover abortion services for Medicaid recipients. It also penalizes employers who offer insurance coverage of abortion in their workplace plans and bars abortion coverage in plans sold on the exchanges created by the Affordable Care Act.

2. Revoke the Stream Protection Rule February 1, 2017 House Roll Call 73 Our Position: Oppose Outcome: Passed 228-194, 10 not voting The Obama administration’s Department of the Interior imposed a rule to protect waterways near mining operations. It strictly limited levels of industry pollution and required restoration of affected areas. The rule protected an estimated 6,000 miles of waterways and 52,000 acres of forests from mining-related pollution. The House voted on a resolution to remove the rule.

3. Revoke the Methane Waste Prevention Rule February 3, 2017 House Roll Call 78 Our Position: Oppose Outcome: Passed 221-191, 20 not voting The Obama administration’s Bureau of Land Management imposed a rule to reduce methane waste produced by oil and production on federal and tribal land. It included new requirements on flaring, capture, leak detection, and venting. The House voted on a resolution to remove the rule.

4. Allow States to Defund Planned Parenthood February 16, 2017 House Roll Call 99 Our Position: Oppose Outcome: Passed 230-188, 12 not voting In the final months of the Obama administration, the Department of Health and Human Services put in place a rule that prevented states from defunding Planned Parenthood clinics or any other Title X health centers simply because they offer abortion services. The House voted on a resolution to remove the rule.

5. American Health Care Act (aka “Trumpcare”) May 4, 2017 House Roll Call 256 Our Position: Oppose Outcome: Passed 217-213, 1 not voting The American Health Care Act (AHCA) was a bill to repeal the Affordable Care Act. It called for hundreds of billions of dollars in cuts to Medicaid, defunded Planned Parenthood, and, according to the Congressional Budget Office, would have increased the number of uninsured people in the United States by 24 million.

2. Tom Price Confirmation February 10, 2017 Senate Roll Call 61 Our Position: Oppose Outcome: Confirmed 52-47, 1 not voting Confirmation of Rep. Tom Price (R-GA) to be head of the Department of Health and Human Services (HHS).

3. Allow States to Defund Planned Parenthood March 30, 2017 Senate Roll Call 100 Our Position: Oppose Outcome: Tied 50-50; tie broken by Vice President Pence voting “yea” In the final months of the Obama administration, the Department of Health and Human Services put in place a rule that prevented states from defunding Planned Parenthood clinics or any other Title X health centers simply because they offer abortion services. The House voted to rescind the rule on February 16, 2017. The Senate voted on the House Resolution, with Vice President Mike Pence breaking the resulting 50-50 tie.

4. Neil Gorsuch Confirmation April 7, 2017 Senate Roll Call 111 Our Position: Oppose Outcome: Confirmed 54-45, 1 not voting Confirmation of Judge Neil Gorsuch to be an Associate Justice of the Supreme Court of the United States. After the death of Justice Antonin Scalia in February 2016, Senate Majority Leader Mitch McConnell (R-KY) took the unprecedented step of refusing to consider the sitting president’s chosen nominee, Judge Merrick Garland. After his election, nominated Judge Neil Gorsuch. McConnell, unable to reach the traditional 60-vote cloture threshold for Supreme Court nominees, altered Senate rules to allow a 51-vote threshold.

5. John Bush Confirmation July 20, 2017 Senate Roll Call 164 Our Position: Oppose Outcome: Confirmed 51-47, 2 not voting Confirmation of John Bush to be Judge of the United States Court of Appeals for the Sixth Circuit. Prior to his nomination, Bush was the anonymous author of a blog that frequently contained slurs against the LGBTQ community, attacked reproductive rights, and made numerous sexist statements.

Senate vote on whether to begin debate on multiple versions of its healthcare bill. After the House voted to pass its version of the bill (the AHCA), the Senate declined to vote on the same measure, and began a secretive process to produce its own bill. The Congressional Budget Office estimated that, depending on the version under consideration, the Senate bill could result in 16-32 million people losing their health insurance. The motion to proceed resulted in a 50-50 tie, broken by Vice President Mike Pence, who voted to advance the bill to the floor for debate.

7. Final “Trumpcare” Vote July 28, 2017 Senate Roll Call 179 Our Position: Oppose Outcome: Failed 49-51 After being unable to pass multiple versions of its healthcare bill, the Senate took one final vote on what was nicknamed the “Skinny Repeal.” The measure would have removed the individual and employer mandates put in place under the Affordable Care Act. Even supporters of the measure admitted they did not wish to see it become law, arguing it was merely a vehicle to use in negotiations with the House.
