2016 toc•vi Summary 1 Purpose and Intent This plan establishes policies for park and recreation services and urban forestry practice, and it identifies parks and recreation facility needs for the City of Pasco. It also updates the 2010 Comprehensive Park and Recreation Plan and strives to balance community needs with the financial realities of the City’s parks and recreational program.
