Self-employment is an important Faculty of commerce, B.H.U. step to have constant incomes and remove the fetters of poverty. The Varanasi word poverty is used in two senses, as a broad blanket word describe the whole range of deprivation and ill-being and in narrow sense, for purposes of measurement and comparison where it is defined as low- income or more particularly, as low consumption which is considered more stable and easier to measure. Fundamentally, poverty is a denial of choices and opportunities, a violation of human dignity. It means lack of basic capacity to participate effectively in society. It means not having enough to feed and clothe a family, not having a school or clinic to go to; not having the land on which to grow one's food or a job to earn one's living, not having access to credit. It means insecurity, powerlessness and exclusion of individuals, households and communities. In this paper researcher examine and analyze that micro- health and life insurance is good tool for poverty alleviation in rural area of Varanasi district. It is well documented that women constitute about half of the world’s population but their share in the economy and other development spheres remain neglected. In addition, this large section of population (including Indian women) have been suffering from various disadvantages - lack of accessibility to resources, non-recognition of their economic contribution within the family and society. In order to resolve these emerging challenges, Government of India (GOI) has implemented various programmes and policies since Independence. Among these programmes, Self Help Groups (SHGs) may be considered as a significant initiative of the government as well as the non-governmental organisations (NGOs). These are based on the principle of democratic process of development. The democratic institution provides a platform to the socially and economically deprived sections and encourages them for economic participation. Since the 1970s, SHGs have been working in many states of India and contributing to the development processes. The present paper is an attempt to analyse the contribution of SHGs in women’s development in the district of Varanasi in Uttar Pradesh. The impact of these groups on women’s development has been analysed by Gender Development Index (GDI), which focused on the male-female differences in terms of longevity of life, knowledge and economic betterment. In 1941 they were, published. in U. P. under the tide "District Census Statistics" with a separate volume for each district. In the I9SI census, when the tabulttion has been more elaborate-than ever in view of the require" ments of the country, the district"wise volume has been expanded into a "District Census, Handbook", which now contains the District Census Tables (furnishing data with break"up for census tracts within the district), the District Index of Non" agricultural Occupations, agricultural statistics from 1901-'02 to 1950"51 and other miscellaneous statistics in addition to t~e usual village population statistics. The village population statistics also are given in an elaborate form giving the division oi the population among eight livelihood classes and other de~ails. 2. It may be added here that ,a separate set of district"wise volumes giving only population figures of rural areas by villages and of urban areas by wards and mohaUas and entitled "District Population Statistics" has already been published. This separate series was necessitated by the urgent requirements of the U. P. Government for elections to local bodies. 3. The number of District Census Handbooks printed so far is fourteen.
