SPI sits just 30 miles north of Mexico and is linked to the mainland by a two-and-a-half-mile long bridge, the Queen Isabella Memorial Bridge. YOUR PARTNER IN GROWTH | Position Overview | www.searchwideglobal.com 2 THE CITY OF SOUTH PADRE ISLAND CONVENTION & VISITORS BUREAU The City of South Padre Island CVB employs 25 full-�me employees within several divisions including the Visitors Center, Opera�ons, Sales and Marke�ng and Special Events. Local occupancy tax revenue is the main source of revenue for the FY 2018-2019 annual budget, projected to be $7.9M. The taxable base associated with occupancy taxes had significant increases over the past years, which allowed the expansion of budgetary alloca�ons. The Marke�ng division has the largest budget allocated with $3.3 million, followed by Sales and Marke�ng with $2 million, Conven�on Centre Facili�es with $1.5 million, Events Marke�ng with $900,000 and the Visitors Bureau with $200,000. POSITION SUMMARY City of South Padre Island, Texas Des�na�on Marke�ng Organiza�on (DMO) Execu�ve Director POSITION PURPOSE This posi�on is a senior professional management and supervisory posi�on. This posi�on func�ons as the chief administra�ve officer of the Conven�on and Visitors Bureau and is responsible for the management, organiza�onal development, planning and direc�on of the Visitors Bureau, sales and marke�ng efforts and the conven�on centre. Reports to the City Manager. ESSENTIAL FUNCTIONS • Responsible for developing strategy and implementa�on of group sales for conven�ons and conferences. • Responsible for the daily opera�on of the Conven�on and Visitor’s Bureau. • Directs administra�ve personnel who oversee specialized opera�ng components such as marke�ng, tourism, building maintenance, etc. • Develops and implements long-range marke�ng and research programs in coopera�on with external and internal vendors. • Undertake con�nuous analysis of compe��ve environment and consumer trends related to digital marke�ng. • Develops (with professional agency assistance when contracted), adver�sing, media programs and campaigns that result in growth in HOT revenues, Average Daily Rate (ADR) and occupancy rates. • Responsible for developing and implemen�ng a building maintenance plan to ensure buildings are effec�vely maintained to be compe��ve and marketable. • Oversees and advises on any necessary formula�on or modifica�ons to the organiza�on and its staffing plans including numbers and types of employees, essen�al func�ons, salaries, benefits and addi�onal ac�va�on plans. • Develops opera�ng policies and procedures for employees, users of the conven�on centre and special sponsors. • Develops and applies user fee schedule for the conven�on centre. • Works closely with staff on scheduling, nego�a�ng and administering event contracts. • Assures aggressive public media and community rela�ons programs for the Conven�on and Visitor’s Bureau as the SPI tourism representa�ve. • Nego�ates service contracts for professional services associated with the Conven�on and Visitor’s Bureau. • Assures an effec�ve repor�ng system is in place to keep City officials, community, business and industry representa�ves informed on the opera�ons of the Conven�on and Visitor’s Bureau. • Responsible for submi�ng the proposed annual budget for an $8M organiza�on to include sales, marke�ng, facility and visitor center. Reviews and approves all purchasing, travel, promo�onal and other expense ac�vity consistent with approved departmental budget. • Maintains professional memberships applicable to the posi�on. • Oversees the Film Commissioner for the City of South Padre Island. CAPITAL AND/OR FISCAL RESPONSIBILITY • Responsible for adhering to all City of South Padre Island Purchasing Policies while performing purchasing tasks. • Responsible for the prepara�on and the management of all budgets related to the Conven�on and Visitors Bureau. YOUR PARTNER IN GROWTH | Position Overview | www.searchwideglobal.com 3 CREDENTIALS/KNOWLEDGE/SKILLS/ABILITIES • Knowledge of latest innova�ve marke�ng and promo�on techniques, as well as, public rela�ons and public rela�ons techniques, including geofencing, pixila�on, etc. • Ability and experience in effec�vely working with people. • Ability to speak to the media and public on a regular basis for both prepared and impromptu events. • Ability to exercise ini�a�ve, judgment, tact and diplomacy in a wide variety of public contact situa�ons. • Ability to express ideas clearly and concisely. • Ability to exercise effec�ve management and leadership techniques. • Ability to communicate and act under pressure. • Ability to work varied work schedule includes nights, weekends and holidays. • Ability to travel occasionally. • Knowledge of the latest innova�ve use of digital and social media, including Search Engine Op�miza�on (SEO), Search Engine Marke�ng (SEM) and redirected markets. • Hands on knowledge/experience developing performance metrics (Key Performance Indicators) for a Des�na�on Marke�ng Organiza�on (DMO) and individual staff members. • Knowledge of conven�on, mee�ng, trade-show, consumer shows, tourism and entertainment industries. • Knowledge of budge�ng, general accoun�ng and finances. • Skill in opera�on of all listed tools and equipment, par�cularly abili�es with Microso� Office, G-Suite products, and other pla�orms including Visa Vue Travel, Arrivalist, STR, Red Awning, Simpleview, Expedia and UTrip. • Skill in nego�a�ons. FORMAL EDUCATION/CERTIFICATION/LICENSES • A Bachelors Degree in business or public administra�on, marke�ng, communica�ons, leadership, travel and sports tourism or a closely related field. PREFERRED PRIOR EXPERIENCE • Seven (7) years’ work experience in the conven�on, tourism, hospitality and/or public assembly facility industry. • Five (5) years’ work experience in marke�ng and adver�sing and extensive knowledge of digital marke�ng.
