1. EXECUTIVE SUMMARY

Mr. K..N. Balakrishan seeking new environmental clearance for mining located at village –Erumely south, Thaluk - Kanjirappally, District – Kottayam, State- Kerala.

The purpose of this present Pre-Feasibility Study is to evaluate the economic viability of alternative arrangements for Mr. K..N. Balakrishan.

The total project area is about 1.5 km. North West of Erumely south, Has a normal surface elevation of 175m – 115 m. MSL and an application area of 3.7227 Ha.

The water required for dust suppression of the quarry will be sourced from pit. And the waste water is processed and allowed to flow to the pit.

There will probably be no extra vigour requirement for brand spanking new production. Present power is adequate for the proposed project.

Ideally topsoil is collected and dispersed immediately on to prepared rehabilitation areas and after the course of mine the topsoil is refilled and the vegetation is replaced.

Proper safety will be provided during storage, handling and use of blasting substance. Portable Fire Extinguishers, first aid facilities shall be provided at key location. Also, the labour safety is emphasized.

The area is found to have prominent exposures of Granite Building Stone covering most of application area. Detailed study of the area has been done by the applicant by sampling exposed blocks of Granite Building Stone and depth of the surrounding area. The mine is carrying out medium scale quarrying by engaging Semi mechanized Open cast method of quarrying.

Rain Water Harvesting System proposed within project premises to avoid wastage of rain fall.

The Quarrying Plan is prepared with main emphasis on Systematic Method of working with an aim to ensure systematic development & conservation of granite building stone deposits and protection of environment.

2. INTRODUCTION OF PROJECT

2.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT

Mr. K..N. Balakrishan which is of an area of 3.7227 Ha. proposes to mine the new quarrying area with survey no 45/1,45/2,46.

The quantity of material that comes under the proposed project is given below

Mr. K..N. Balakrishan is the owner of the mining area.

2.2 NATURE OF THE PROJECT

The rock is transported from the quarry to the others crushing units, construction purposes, making roads etc.

The site is fully adoptable for mining purposes and the labours are provided with good working environment. The waste materials produced are processed and dumped in a separate space and used for various purposes. The waste water generated is filtered and allowed to flow to the nearby water source.

2.3 NEED FOR THE PROJECT

In order to full fill the huge demand of rock and rock products for various building works, industrial development, roads, various domestic needs etc. And also as a concern over the employment of localities settled nearby the proposed area. Rapid industrialization and growth in infrastructure has made global as well as domestic demand for Granite Building Stone. So, number of Granite Building Stone manufacturing quarries & industries are coming up in this sector. Granite Building Stone is the chief material in this sector, for building constructions, roads and railway ballast materials. The size & quality parameters for supply of the mineral will be as per the requirements of the user industry. Based on the demand, the

4 applicant intends to produce the required quantum of Granite Building Stone exclusively for the Domestic purposes, roads etc.

The employees will be assigned job relating to drilling, the handling of the Granite Building Stone and waste & others routine works in the quarry.

3. PROJECT DESCRIPTION

3.1 TYPE OF PROJECT

Based on the demand, the applicant intends to produce the required quantum of Granite Building Stone exclusively for the Domestic purposes, roads etc, send to the crusher for crushing purpose.

3.2 LOCATION The proposed granite building stone quarry is situated in Sy.No.45/1,45/2,46 village –Erumely south, Thaluk - Kanjirappally, District – Kottayam, State- Kerala Geographical location of the site is and boundary pillars of the site is.

The field studies it is observed that the Quarry area is falling in uncultivable lands, non-forest i.e. in Own lands. The area in essence consists of Stone/Rocky ridges and slope/gradient in all directions.

3.3 DETAILS OF ALTERNATE SITES

Mr. K..N. Balakrishan, the mining site Located in village – Erumely south - Kanjirappally, District – kottayam, State- Kerala, proposes to mine the given area so there are no alternate sites.

3.4 SIZE / MAGNITUDE OF OPERATION

The existing mining area will be used for the proposed project.The method of working for Building Stone in the Quarry lease area for the proposed plan period is by Semi Mechanized method of opencast quarrying. Considering the technical parameters like surface topography, quality variations, geo‐technical aspects, required rate of production & available resources etc, it is proposed to work this deposit by adopting 3m bench height and with an ultimate pit slope of 45° by Small scale quarrying activity with small dia. jack Hammer drilling & blasting and use of Hydraulic Rock Breaker. The benches height and the width will be maintained as specified by DGMS. The width of the working benches, shall not be less than the height. The Year wise Production & Development plan indicates the workings, site for disposal of waste/overburden etc., The Plan showing the position of workings, proposed extensions, bench parameters, pit configuration at the end of Plan Period is indicated in Production & Development plan. Due care will be taken in designing the benches by straightening & advancing the benches for effective and economical operation of the quarry. Since the ground water table is not at much depth and the rainfall is very high during monsoon, drainage of water shall be properly coursed with series of check dams & retaining walls so as not to disturb the natural drainage pattern of the area.

3.5 RESOURCE OPTIMIZATION / RECYCLING AND REUSE

The waste material generated due to the mining process are used for dumping purposes, making roads etc. and the waste water is filtered and processed for better use so that it will not pollute the natural water resource. Intercalated waste of the Building Stone handled during Quarrying operations is less as the entire area is almost a rocky terrain. An estimated quantity of waste (voids& mining losses) will be handled during the proposedyear plan period. To temporarily accommodate this waste material, non‐mineralized area and same will be utilized for haulage road maintenance, filling of pot holes & formation of safety bunds all along the 7.5m safety zone.

The Quarrying pits after extraction of the Granite Building Stone will be reclaimed by suitable afforestation techniques and portion of the pit may be left as water reservoir & storage of rain water shall help in recharging the ground water table and improve the water regime of the area. Proper fencing of the lease area shall be taken up to avoid entry of animals & trespassing into the lease area and also such that the same is also useful to the local community.

Rainwater harvesting is also adopted in the premise.

4.3 TOPOGRAPHY

The Physiography of the area has partial vegetation, as the area is existing mine. About the topography of the applied area, the highest elevation is 175 m. MSL and lowest is 115 m MSL. As the proposed area is rock, the drainage of the application area is towards south west.

4.5 SOIL CLASSIFICATION

Soil in the study area primarily Sandy Loam and Silt Loam. Porosity is an important soil parameter for any project where flow of water through soil or rock is a matter of concern.

Electrical Conductivity (EC) of soil depends on the porosity, water content, salinity level, etc

4.7 CLIMATIC DATA FROM SECONDARY SOURCES

The district experiences humid type of climate. South west followed by the Northeast monsoon gives the maximum rainfall during the year. The other months receive considerably less rainfall. The temperature is pleasant from December to February. The annual rainfall varies from 1883 to 3347 mm based on long term normal. The district receives on an average 2615 mm of rainfall annually. Major rainfall is received during June to September in the southwest monsoon (71%).

5. PLANING BRIEF

5.1 PLANNING CONCEPT

The entire strike length of the deposit is exposed & the quarry is envisaged to be worked forming benches of 5 mtrs height and width more than the height of the bench with a general pit slope of 45° degrees. The ultimate pit limit is marked as shown on the Geological plan. However, when the Building Stone is proved to its full depth, the conceptual plan will be duly modified. The possibility of building stone below is to be examined further by exploration.

All the basic facilities like tap water, sanitation & drinking water, lunch space & First aid box is provided within premises.

The project site is well connected with the road. Finished products and raw materials will be transported through road. There is no requirement for the development of other road .

5.2 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)

The project site is well connected with all the infrastructure facilities. Production will be carried out within the existing production facility and infrastructure available.

The existing road network will be sufficient to meet the proposed production capacity. However, required infrastructure for transport within the leasehold area will be further strengthened and improved. No new routes or alternations are required in this regards.

Local people will be hired for various jobs and they will be trained within unit. Thus, no social infrastructure will require.

5.3 AMENITIES / FACILITIES

The door of employment opportunities has a positive impact on the socio‐economic conditions of the surrounding as most of the work force employed will be from the nearby areas. Local persons will be hired for meeting the requirement of trucks loading, plantation, construction of check dams, retaining walls etc. The benefits due to Quarry to the local population will be in the form of Direct and indirect employment opportunities.

All the basic facilities like tap water, sanitation & drinking water, lunch space is provided within premises.

First aid box, free medicines & doctor service (on call basis) is provided.

7. REHABILITATION AND RESETTLEMENT PLAN

After the mining activity, quarried area Converted to water storage and plantation, tress will be planted for the protection and conservation of environment and nature. And also, the area will have reclaimed with planting native vegetation, crops / trees with monitoring for success. The Quarrying pits after extraction of the Granite Building Stone will be reclaimed by suitable afforestation techniques and portion of the pit may be left as water reservoir & storage of rain water shall help in recharging the ground water table and improve the water regime of the area. Proper fencing of the lease area shall be taken up to avoid entry of animals & trespassing into the lease area and also such that the same is also useful to the local community.

During the afforestation work, the combination of different species shall be done. This selection shall be made on the basis of the local plant growth in the surrounding areas. It is always better to plant mixed species together. Guidance from the local forest department shall be taken in the selection of species and their maintenance. The plantation work requires considerable quantities of seeds, seedlings and saplings of different species; Nursery stock for this plantation will be available from the local forest and horticulture department.

As far as Quarry area is concerned, so far none of the proposed Quarry area is matured or completely exhausted as this is a new lease in the process of grant. Hence, the measures like Retention walls, drainage system and afforestation works etc., shall be taken up.

8. PROJECT SCHEDULE & COST ESTIMATES

The return on the investment is by way of sale of mineral (Granite Building Stone). All the minerals shall be marketed. The machinery is of the Company and additional required if any shall be on hire basis as per the requirement for production.

9. ANALYSIS OF PROPOSAL

9.1 FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFIT TO THE LOCAL PEOPLES.

No tribal population exists within 10 km radius of project area.

Due to proposed project it is expected that employment will increase for people who reside nearby project area. Approx. 11 men will get employment directly.

Due to increase in raw material and product transportation activity, indirect employment will generate.

As local people will get job, their living status will increase.

Due to rain water harvesting system, water table level in project area will increase which is beneficial to surrounding farmers.

The quarrying area of land is own land. The financial estimates reveal high rate of returns and the project is economically viable. The estimates have also taken into consideration the occupational health, environmental conservation with protective measures, social welfare etc.
