The terminology was was originally aimed at countering negative propaganda proposed by the Malaysian Indian and the Malaysian Chinese, who accused that the special socio-political privileges given to the indigenous Malaysian peoples in the Malaysia’s Constitution and the affirmative New Economic Policy of 1971 have been a severe strategy to condemn the Indian and the Chinese Malaysians. On the other hand, the Malays in Malaysia traced the idea of Malay political hegemony from the political situation in the period of Malay kingdom of Melaka in the 15th century. In this article, I proposed that what is now called Malay political hegemony could be compared to what was called beschikkingsrecht in Dutch language, in the colonial period of Indonesia. This terminology referred to the sovereignty of the native peoples in Malay Archipelago over their land and political state. Lastly I find debate on the Malay political hegemony in Malaysia recently, whether between the natives versus the immigrants, or between the ruling Malays versus the opposition Malays, are pertaining with 6 articles in the Constitution and Act of Malaysian Armforce of 1972. This set of rules is knownly called Wasiat Raja-raja Melayu (The Wasiat of the Malay Sultans). -

The Malaysian Intellectual:A BriefSari Historical 27 (2009) Overview 13 - 26 of the Discourse 13 The Malaysian Intellectual: A Brief Historical Overview of the Discourse DEBORAH JOHNSON ABSTRAK Kertas ini memperkatakan wacana yang melibatkan intelektual di Malaysia. Ia menegaskan bahawa sesuai dengan perubahan sosio-politik, ‘bidang makna’ yang berkaitan konsep ‘intelektual’ dan lokasi sosial sebenar para intelektual itu sudah mengalami perubahan besar sepanjang abad dua puluh. Ini menimbulkan cabaran kepada sejarahwan yang ingin melihat masa lampau dengan kaca mata masa kini tetapi yang sepatutnya perlu difahami dengan tanggapan yang ikhlas sesuai dengan masanya. Selain itu, ia juga menimbulkan cabaran kepada penyelidik sains sosial untuk mengelak dari mengaitkan konsep masa lampau kepada konsep masa terkini supaya dapat memahami sumbangan ide dan kaitannya kepada masa lampau. Sehubungan itu, makalah ini memberi bayangan sekilas tentang persekitaran, motivasi dan sumbangan beberapa tokoh intelektual yang terkenal di Malaysia. Kata kunci: A Samad Ismail, intelektual, wacana, Alam Melayu ABSTRACT This paper focuses on the discourse in Malaysia concerning intellectuals. It asserts that in concert with political and sociological changes, the ‘field of meanings’ associated with the concept of ‘the intellectual’ and the actual social location of intellectual actors have undergone considerable change during the twentieth century. This flags the challenge for historians who are telling today’s stories about the past in today’s terms, but who have to try to understand that past on its own terms. Further, it flags the challenge for social scientists to not merely appropriate the concepts of past scholars in tying to understand the present, but rather to also understand the context in which those ideas had relevance. -

Mohd. Sidek KSN baru KUALA LUMPUR 31 Ogos - Ketua Setiausaha Kementerian Perdagangan Antarabangsa and Industri Tan Sri Mohd Sidek Hassan dilantik Ketua Setiausaha Negara yang baru berkuatkuasa 3 September. Beliau akan menggantikan Tan Sri Samsudin Osman, yang akan tamat kontrak perkhidmatannya pada 2 September, Pejabat Perdana Menteri mengumumkan dalam satu kenyataan hari ini. Pelantikan Mohd Sidek, 55, telah diperkenankan oleh Yang di-Pertuan Agong Tuanku Syed Sirajuddin Syed Putra Jamalullail. Dilahirkan di Pekan, Pahang pada 24 Jun 1951, Mohd Sidek berkelulusan Ijazah Sarjana Muda Ekonomi de- ngan Kepujian dalam bidang Pentadbiran Awam dari Universiti Malaya dan Sarjana Pentadbiran Perniagaan dari New Hampshire College, Amerika Syarikat. Beliau mula berkhidmat sebagai Pegawai Tadbir dan Diplomatik pada 15 April 1974 sebagai Penolong Setiau- saha di Kementerian Perdagangan Antarabangsa dan Industri. Beliau juga pernah berkhidmat sebagai Ketua Peno- long Pengarah, Unit Penyelarasan Pelaksanaan, Jabatan Perdana Menteri (JPM). Mohd Sidek mempunyai pengalaman kerja yang amat luas di Kementerian Perdagangan Antarabangsa dan Industri dan semasa berkhidmat di kementerian itu, beliau antara lainnya pernah ditugaskan sebagai Pesuru- hjaya Perdagangan Malaysia di Sydney, Australia. Beliau juga pernah bertugas sebagai Timbalan Penga- rah Dasar, Bahagian Pembangunan Perindustrian, Tim- balan Pengarah (Operasi) Bahagian Dasar dan Penyelidi- kan, Menteri Penasihat Hal Ehwal Ekonomi di Pejabat Pesuruhjaya Perdagangan Malaysia di Washington, Amerika Syarikat dan Pengarah Bahagian Perhubungan Pelbagai Hala, ketika dalam kementerian yang sama. Mohd Sidek dilantik sebagai Timbalan Ketua Setiausa- ha (Perdagangan) kementerian itu pada 19 Januari 2001 dan seterusnya Ketua Setiausaha kementerian sama pada 24 Oktober 2004. Ketika dihubungi Bernama malam ini, Mohd Sidek berkata beliau akan bercakap kepada media mengenai pelantikannya itu selepas berjumpa dengan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi di Putraja- ya, esok. -

30/08/2002 Hampir sejuta pekerja awam dapat opsyen SSM Oktober JOHOR BAHRU, Khamis - Kerajaan akan mengedarkan surat tawaran atau opsyen Sistem Saraan Malaysia (SSM) kepada hampir sejuta kakitangan perkhidmatan awam mulai Oktober depan. Menerusi surat itu, kakitangan perkhidmatan awam diberi peluang memilih SSM atau kekal di bawah Sistem Saraan Baru (SSB). Bagaimanapun Ketua Setiausaha Negara, Tan Sri Samsudin Osman, menggesa kakitangan awam memilih SSM kerana ia lebih baik dan menggabungkan beberapa perubahan berbanding SSB. "SSM seperti diumumkan Perdana Menteri, Datuk Seri Dr Mahathir Mohamad Julai lalu bukanlah satu proses bagi semakan gaji sebaliknya satu penambahbaikan kepada sistem sekarang," katanya selepas majlis sambutan Hari Kualiti dan Anugerah Khidmat Cemerlang Universiti Teknologi Malaysia (UTM) di Dewan Sultan Iskandar di sini, hari ini. Hadir sama, Naib Canselor UTM, Datuk Prof Dr Mohd Zulkifli Mohd Ghazali dan Timbalan Naib Canselor (Pembangunan), Prof Dr Azraai Kassim. Pada majlis itu, kira-kira 100 kakitangan pentadbiran dan akademik UTM menerima Anugerah Khidmat Cemerlang dan Anugerah Kepujian Universiti. Pada 30 Julai lalu, Dr Mahathir mengumumkan SSM yang akan menggantikan SSB mulai 1 November depan, memberi lebih banyak faedah terutama bagi meningkatkan kecekapan dan pengetahuan serta peluang pengembangan kerjaya kepada kakitangan awam. Menerusi SSM, penilaian kecekapan kakitangan dibuat melalui peperiksaan atau kursus yang diwajibkan bagi menentukan kemajuan kerjaya dan gaji tahunan, selain laporan prestasi serta pengakuan ketua jabatan. SSM adalah dasar ketiga diperkenalkan kerajaan selepas SSB yang diperkenalkan pada 1992 bagi menggantikan skim perkhidmatan di bawah laporan Gaji Jawatankuasa Kabinet sejak 1976. Mengulas lanjut mengenai pengedaran borang SSM itu, Samsudin berkata kerajaan masih membenarkan mereka yang masih kekal mengikut Sistem Laporan Gaji Jawatankuasa Kabinet membuat pilihan berubah ke SSM walaupun selepas skim baru itu dilaksanakan. -

Malaysia’s 14th General Election Mahathir Returns to Power May 10th, 2018 EXECUTIVE SUMMARY In an outcome that surprised everyone, the opposition coalition led by Dr Mahathir Mohamad won the majority of the Parliamentary seats, enabling him to form the next Federal Government. Mahathir’s Pakatan Harapan (PH) or Coalition of Hope together with a Sabah opposition party won 121 of the 222 Parliamentary seats. The outgoing government coalition, National Front (BN) won only 79 seats. The Islamist party, Pan Malaysia Islamic Party (PAS) won 18 seats. The remaining four seats were won by independent candidates and another small opposition party. At the state level, PH now controls five out of the 13 state governments. PH may end up with as many as seven states once the process of forming state governments is completed. The transition process at the Federal level is likely to be smooth with Mahathir acknowledging the role of the head of the civil service in managing the transfer of power. In the coming weeks, it is very likely that the new Federal administration will focus on ensuring a smooth and orderly transition. THE TRANSITION PROCESS Barring any mass defection of PH Members of Parliament, Mahathir is likely to be sworn in as the Prime Minister in the coming days. As expected, the swearing in ceremony has been delayed for unknown reasons. Following his swearing in as the Prime Minister, Mahathir will negotiate with other PH parties on distribution of Cabinet positions. The slow process in Cabinet appointments is unlikely to cause major disruptions to essential services as the government machinery is operated by career civil servants who are not affected by electoral politics. -
