Staff Position .................................................................................................................................... 332 vi FOREWORD The year 2014 was another successful year of the DOA with the successful introduction of several programmes pertaining to rice, field crops, fruits and vegetables in line with the vision of the DOA to achieve excellence in agriculture for national prosperity. With the aim of achieving higher productivity and year round production of crops, transition from green revolution towards white revolution was continued promoting environment friendly agriculture through introduction of higher technologies and mechanization to promote agriculture among youth. The Department has released 14 new varieties of rice, fruits, vegetables and coarse grains which produce higher yields, resistant to pests and diseases and adaptable to different climatic conditions. With the objective of increasing average national paddy yield up to 5.1 mt/ ha, „Yaya 2‟ programme with eco-friendly cultivation practices has been launched. In addition, emphasis has been given to increase production, productivity and quality of fruits with a potential for export market through establishment of fruit zones. Steps have already been taken to increase production and extent of cultivation of crops. Potato cultivation has been expanded covering new areas including the Northern Province and Big onion cultivation has been expanded to non-traditional areas. Promotion of cultivation during mid-seasons has contributed to increase the production field crops with efficient land use. With the intention of increasing demand for local food, local food promotion programme is being continued with expansion of the chain of local food sales outlets and conducting

ANNUAL REPORT 2014/15 2 SECTOR OVERVIEW BEVERAGE The beverage sector of the Group has roots going back to over 100 years in the brewing industry of Sri Lanka, where sector holding company, Ceylon Beverage Holdings PLC – formerly known as ‘The Ceylon Brewery’- , was the country’s pioneer brewer. It has nurtured its brand ‘Lion’ through times of traditional brewing in the picturesque and cool climes of Nuwara Eliya, to its modern high tech state-of-the-art plant owned by subsidiary and operating company, Lion Brewery Ceylon PLC in Biyagama. The flagship brand “Lion” is also exported to several countries including USA, Canada, Australia, UK, Japan, and the Maldives where the company is the market leader. In addition to its own brands, Lion Brewery (Ceylon) PLC also produces the internationally renowned global brand “Carlsberg”, under license from Carlsberg International Denmark, since 1993.

    29 complaints against newspapers PCCS, Colombo, 07.06.2007 The Press Complaints Commission of Sri Lanka had received 29 complaints against newspapers during the first quarter of this year of which the commission had dealt with. A statement by the commission on its activities is as follows: The Press Complaints Commission of Sri Lanka (PCCSL) was established three and a half years ago (Oct. 2003) by the media to resolve disputes between the press, and the public speedily and cost-effectively, for both, the press and the public, outside the statutory Press Council and the regular courts system. We hope that the PCCSL has made things easier for editors and journalists to dispose of public complaints on matters published in your newspapers, and at no costs incurred in the retention of lawyers etc. In a bid to have more transparency in the work of the Dispute Resolution Council of the PCCSL, the Commission decided to publish the records of the complaints it has received. In that context IUCN Sri Lanka has contributed in the past towards a number of national policy and on the ground efforts. At a time post- conflict development in Sri Lanka is advancing fast with potential increase of the pressure on the natural resources. Management of the natural capital in a sustainable way while supporting development is a major challenge where information based multi-sector approaches are very much needed. Already the IUCN developed information on biodiversity, marine and coastal and water resources etc. are being used by the Government, Non-Government and Private Sector, extensively. However Sri Lanka has not fully utilized the potential contribution of IUCN Commissions and its membership. As the new Chairperson of the IUCN National Council, I wish to take this opportunity to express my appreciation for the contributions by the IUCN Commissions and Commission members in ensuring this planet a better place for us and the generations to come.     NGO PARALLEL REPORT: PROGRESS ACROSS THE 12 CRITICAL AREAS OF CONCERN COUNTRY REPORT– SRI LANKA Women and Media Collective July 2019 Acknowledgements This report was prepared in consultation with women’s organisations in Sri Lanka. The Women and Media Collective organised two consultations in Colombo with organisations working on women’s rights and gender equality in the country. The NGO Guidance for National Parallel Reports: Twenty Fifth Anniversary of the Fourth World Conference on Women and the Beijing Declaration and Platform for Action (1995) of the NGO Committee on the Status of Women/New York were used to guide the discussions at these two meetings. The NGO Guide was translated from the English to the Sinhala and Tamil languages and also distributed via email to other organisations. A planning meeting was held in Colombo in June 2019, followed by a meeting in July 2019, to finalise the Parallel Report with wider representation of organisations from around the country. Published data available and relevant was used to substantiate information included in the report. The Women and Media Collective would like to thank all the organisations and independent researchers who came together to share their views and concerns and also to write up briefs on specific issues which were fed into the final report. We would like to thank Anupama Ranawana for undertaking the task of putting the report together.     UNHCR ELIGIBILITY GUIDELINES FOR ASSESSING THE INTERNATIONAL PROTECTION NEEDS OF ASYLUM-SEEKERS FROM SRI LANKA United Nations High Commissioner for Refugees (UNHCR) 21 December 2012 HCR/EG/LKA/12/04 NOTE UNHCR Eligibility Guidelines are issued by the Office to assist decision-makers, including UNHCR staff, Governments and private practitioners, in assessing the international protection needs of asylum- seekers. They are legal interpretations of the refugee criteria in respect of specific profiles on the basis of assessed social, political, economic, security, human rights and humanitarian conditions in the country/territory of origin concerned. The pertinent international protection needs are analyzed in detail, and recommendations made as to how the applications in question relate to the relevant principles and criteria of international refugee law as per, notably, the UNHCR Statute, the 1951 Refugee Convention and its 1967 Protocol, and relevant regional instruments such as the Cartagena Declaration, the 1969 OAU Convention and the EU Qualification Directive. The recommendations may also touch upon, as relevant, complementary or subsidiary protection regimes. UNHCR issues Eligibility Guidelines to promote the accurate application of the above-mentioned refugee criteria in line with its supervisory responsibility, as contained in paragraph 8 of its Statute in conjunction with Article 35 of the 1951 Convention and Article II of the 1967 Protocol, and based on the expertise it has developed over the years in matters related to eligibility and refugee status determination. It is hoped that the guidance and information contained in the Guidelines will be considered carefully by the authorities and the judiciary in reaching decisions on asylum applications.
