1.0 INTRODUCTION

1.1 This Travel Plan (TP) has been prepared by Paul Basham Associates (PBA) on behalf of Primetower Properties Ltd to support a planning application for a residential development of 46 dwellings west of Middleton Road, Winterslow. The site location is demonstrated in Figure 1 with the site layout included as Appendix A.

Travel Plan Principles 1.2 A Travel Plan is a strategy for managing access demands to a development site by ensuring that the travel needs of its users are met by a range of modes of transport in order to;  Reduce the impact of car travel:  Support a reduced need to travel: and  Increase sustainable travel practises where appropriate and possible

1.3 The Travel Plan strategy supports access to a full range of local facilities and activities for future site-users, whilst encouraging good design principles and working with the local community.

1.4 A Travel Plan is an evolving process initiated through site visits and discussions between the main stakeholders and Wiltshire Council (WC).

Travel Plan Aim and Objectives 1.5 The principle aim of this Travel Plan is to achieve a 10% modal shift away from single occupancy car journeys.

1.6 The aim of the TP will be supported by a number of objectives, as set out in Table 1. 1.7 Meeting these objectives will help achieve a development that has good sustainable travel practices and a decreased reliance on the private car, thus reducing the impact of car travel. Continual evolution of the Travel Plan is necessary to ensure the Travel Plan meets its targets and objectives. Promoting the Travel Plan process will better residents’ understanding of the Travel Plan Co-Ordinator (TPC) work, which in turn should increase resident engagement with the Travel Plan.

Travel Plan Structure and Approach 1.8 This Travel Plan has been broken down into the following chapters:

2.0 TRAVEL POLICY

2.1 This TP’s aim and objectives as mentioned in Chapter 1 work alongside those set at national, regional and local levels and in particular relate to:  National Planning Policy Framework (NPFF)  Wiltshire Local Transport Plan (2011-2026)  Salisbury Local Plan (Adopted 2011)

National Policy 2.2 The National Planning Policy Framework (NPPF; adopted March 2012) acts as the central guidance for development planning and replaces all national planning policy guidance including Planning Policy Guidance 13 (PPG13): Transport. As supported by the NPPF (Paragraph 36), a TP acts as a “key tool for realising a number of The Framework’s policies towards new developments, and is a requirement for developments which generate a significant amount of movement”. The following NPPF paragraphs are relevant to the TP:

Pursuing sustainable development involves seeking positive improvements in the quality of the built environment…as well as in people’s quality of life, including…  Making it easier for jobs to be created in cities, towns and villages  …replacing poor design with better design  Improving the conditions in which people live, work, travel and take leisure (NPPF Para.9)

Transport policies have an important role to play in facilitating sustainable development but also in contributing to wider sustainability and health objectives. Smarter use of technologies can reduce the need to travel. The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas. (NPPF Para.29)

Encouragement should be given to solutions which support reductions in greenhouse gas emissions and reduce congestion… In preparing Local Plans, local planning authorities should therefore support a pattern of development which, where reasonable to do so, facilitates the use of sustainable modes of travel. (NPPF Para.30)

Plans and decisions should ensure developments that generate significant movement are located where the need of travel will be minimised and the use of sustainable transport modes can be maximised. (NPPF Para.34)

Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods and people. Therefore, developments should be designed and located where practical to  Accommodate the efficient delivery of goods and supplies;  Give priority to pedestrian and cycle movements, and have access to high quality public transport facilities;

 Create safe and secure layouts which minimise conflicts between traffic and cyclists and pedestrians, avoiding street clutter and where appropriate establishing home zone;  Incorporate facilities for charging plug-in and other ultra-low emission vehicles; and  Consider the needs of people with disabilities by all modes of transport. (NPPF Para.35)

Regional and Local Policy Wiltshire Local Transport Plan (2011-2026) 2.3 Wiltshire Council have identified 6 ‘Important’ transport objectives to be adopted by 2026 as demonstrated below: SO1.To support and help improve the vitality, viability and resilience of Wiltshire’s economy and market towns. SO2.To provide, support and/or promote a choice of sustainable transport alternatives including walking, cycling, buses and rail. SO5.To improve sustainable access to a full range of opportunities particularly for those people without access to a car. SO11.To reduce the level of air pollutant and climate change emissions from transport. SO12.To support planned growth in Wiltshire and ensure that new developments adequately provide for their sustainable transport requirements and mitigate their traffic impacts. SO15.To reduce barriers to transport and access for people with disabilities and mobility impairment.

Salisbury Local Plan (Adopted 2011) 2.4 Winterslow and the development site falls within the district of Salisbury and as a result, this TP takes into account the Salisbury Local Plan (2011). This Local Plan was produced in order to achieve a balance between the need for new development and conserving the natural environment.

2.5 In relation to the Transportation Strategy, the five main policy components are summarised below: 1. The promotion of alternative modes of transportation including measures to promote public transport, for example priority bus lanes. 2. Support for a demand management approach such as the minimising the impact of travel demands associated with schools. 3. A balanced city wide parking strategy centred around the introduction of a Park and Ride scheme. 4. City centre traffic management and traffic calming measures including pedestrianisation 5. Promotion of a sustainable pattern of development that reduces the need to travel by private car and encourages the increased use of public transport, walking and cycling.

3.0 EXISTING LOCAL CONDITIONS

3.1 The development site is located approximately 14km east of Salisbury and approximately 20km southwest of Andover. The site is currently greenfield land and is bordered by residential properties to the north and east, woodland to the west and arable land to the south. The site and its surroundings are demonstrated in Figure 2.

3.2 Middleton Road, onto which the vehicular access is proposed, has a carriageway width of c.4.4m. A footway flanks the western side of the carriageway, c.200m south of the proposed site access. Middleton Road is subject to a 30mph speed limit across the site frontage.

3.3 The site will link into the existing footways and coupled with low vehicular speeds, provides a good pedestrian and cycle network. The local facilities, services and amenities available within Winterslow and the surrounding area illustrated in an accessibility map, included as Appendix A and summarised in Table 2.

3.4 In terms of health provision, there is a doctor’s surgery situated in the village centre. The nearest hospital with Accident and Emergency facilities is Salisbury District Hospital, approximately 25 minutes away.

3.5 The site’s proximity to existing local amenities, pedestrian and cycle networks present a good opportunity to encourage the use of sustainable transport and create a sustainable development. A summary of the local facilities and their associated walking/ cycling distances are shown in Table 2.

3.6 The CIHT provides guidance for ‘Providing for Journeys on Foot (2000)’, which identifies ‘desirable’, ‘acceptable’ and ‘preferred maximum’ distances for certain locations. As demonstrated in Table 3 and referring to Table 2, a number of amenities are within the ‘Preferred Maximum’ guidance. Pedestrian Network 3.7 Winterslow benefits from an extensive Public Right of Way (PROW) network (Figure 3). The proposals also include the development of nine pedestrian accesses from the site that would connect to existing PROW’s WSL041, WSL042, WSL049 and existing trails within Brown’s Copse woodland.

3.8 The development of these footways would improve pedestrian infrastructure in the local area and would encourage more residents to walk to local parish facilities situated within a 5 minute walk of the site. In addition, the development is maximising the available opportunities to travel sustainably, by making the most of the existing pedestrian permeability around the site.

Cycle Network 3.9 The Local Road Network (LRN) benefits from low vehicle volumes that helps make cycling an attractive mode of transport. Furthermore, the site is located 9km north of National Cycle Network 24 that connects Bath to Eastleigh via Romsey, Frome and Radstock. This is primarily an on-road route.

3.10 Figure 4 illustrates the NCN in close vicinity of the site. There are a number of cycle routes available, which provide a mix of on-road and traffic free routes.

3.11 Existing ‘soft measures’ are in place in Wiltshire and Salisbury encouraging people to use more sustainable modes of transport. A number of these have been highlighted in Table 4.

Bus and Rail Links 3.12 Whilst it is appreciated that there may be limited opportunities and destinations for bus travel, this TP aims to maximise opportunities for travelling by bus.

3.13 The site has a number of bus stops that provide services into Salisbury and the surrounding area. The stops are served by Salisbury Reds, Tourist coaches and Wheeler Travel bus services. 3.14 Salisbury has a Park and Ride service that operates from Bishopdown and provides a frequent, direct and cost effective route into the centre of Salisbury. Bishopdown is a 14 minute drive from Winterslow and buses operate every 15 minutes. Tickets cost £2.50 for a return journey.

Rail Services 3.15 The closest train station to the site is Dean Railway Station, which is located approximately 7.7km (circa 33 minutes cycle) from the site’s proposed access onto Middleton Road. The station is equipped with cycle storage spaces, customer help points, and a ramp for disabled access.

3.16 Dean Railway Station is situated on the Romsey to Salisbury line operated by . Services to both destinations are hourly, with a journey to Romsey taking approximately 55 minutes, whilst a journey to Salisbury takes approximately 13 minutes. Destinations on the line include Chandlers Ford, Southampton Airport Parkway and Southampton Central.

3.17 A second railway station is located in Salisbury, which is situated approximately 14.16km from site. This railway station can be reached by the regular number 7 park and ride service. Services from Salisbury railway station operate to London Waterloo, Portsmouth Harbour, Bristol Parkway, Exeter St David’s, Yeovil Junction and Chandler’s Ford. Journeys into London Waterloo take approximately 90 minutes. This presents a good opportunity for commuters who are travelling further afield.

Summary of Site Accessibility and Local Conditions 3.18 The proposed site is situated approximately 14 km east of Salisbury, which provides access to a key strategic transport route.

3.19 Middleton Road is lightly trafficked which makes it attractive for cyclists. In addition, the development is proposing to tie in with the numerous public footpaths in the vicinity of the site to provide safe and convenient access to the local amenities, away from the traffic.

3.20 Middleton Road is situated 9km (30 minute cycle) north of NCN 24 which connects Bath to Eastleigh. There are also a number of other NCN routes in and around Salisbury that are accessible via a short cycle ride.

3.21 There are a number of bus stops within the vicinity of the site, with the closest 150m south of the proposed site access. Buses to Salisbury run every 15 minutes via the Park and Ride service.

3.22 Dean train station is situated 7.7km south of the site that provides an hourly service to both Romsey and Salisbury. Cycle storage is available for those who wish to leave their bike at the station.

4.0 PROPOSED DEVELOPMENT

4.1 The proposed residential development comprises of 46 dwellings, with the proposed accommodation schedule shown in Table 6. The site layout is attached as Appendix A.

Access Arrangement & Internal Layout 4.2 The proposed development would be accessed via a new bellmouth junction onto Middleton Road. The site access would be 6m wide with a radius of 9m. Considering the rural nature of Middleton Road, the development site proposes nine pedestrian connections that interlink with local PROW’s, and footways on both sides of the site’s access road.

Parking Provision 4.3 Both car and cycle parking provision will be detailed in the Reserved Matters application, but will need to be designed in accordance with Wiltshire Council’s (WC) minimum parking standards. WC’s parking standards are shown in Table 7.

5.0 INDICATIVE BASELINE AND TARGET TRAVEL PATTERNS

5.1 The indicative baseline modal shares have been obtained from the 2011 Census: Method of Travel to Work data, published by the Office for National Statistics. Using data from the ‘Winterslow’ Ward to yield the most representative sample, percentage figures have been calculated for the different modes of travel included within the TP (discounting those that work from home).

5.2 The resulting multimodal splits are demonstrated within Table 8, with the Journey to Work Census Data output file included as Appendix C.

5.3 SMART (Specific, Measurable, Achievable, Realistic and Time-bound) targets are proposed to be met over a five-year period. These targets inform the measures, monitoring strategy and the Action Plan included as Appendix D. These five year targets have been applied to the indicative baseline modal splits to determine the TP mode share targets as demonstrated in Table 9. 5.4 A baseline mode share would be determined through a travel survey conducted 3 months after the first dwelling has been occupied, although this would need to be agreed with WC’s Travel Plan Officer. This survey will determine the actual baseline travel patterns for the development, which are expected to be similar to those outlined in Table 9. Details of the survey schedule are set out in Chapter 7: Implementation and Monitoring.

5.5 These targets have been suggested based upon the rural nature of the site. As aforementioned, bus services are infrequent around the site and hence there is a greater level of interest towards car sharing due to the likelihood that the majority of residents will travel to Salisbury or Andover for work. With the additional footways tying into the development, there is the opportunity to increase pedestrian travel, however due to the rurality of the site, walking to work may not be achievable.

6.0 TRAVEL PLAN STRATEGY

6.1 The following section proposes a package of measures to be adopted and refined by the Travel Plan Co-ordinator (TPC) throughout the lifetime of the TP. The measures proposed are strongly influenced by the site characteristics, the travel plan objectives and targets and local and national policy. The measures chosen could also be continued by local residents beyond the initial five years.

6.2 The strategy includes Action Plans for the different stages that should be adopted and tailored further to suit the specific requirements of the TP as it evolves. The overarching Action Plan, including indicative costs and timescales, is included within Appendix D.

Key Stages: Preliminary 6.3 In order to meet the key objectives of the TP, it is essential that a number of measures be implemented at an early stage. Completing the tasks set out within the Preliminary Action Plan would help to embed the TP and local awareness of it, as its success will ultimately be determined by the level of ownership generated amongst residents. Prior to first occupation, the TP should complete preliminary tasks set out within Table 10 (in no particular order).

6.4 The TPC would be required to provide contact details and a finalised Action Plan; complete with dates, costs and measures to WC’s Travel Plan Officer (TPO) prior to occupation (and within the preliminary period). Throughout this process there should be ongoing dialogue between the TPC and the TPO to give confidence to WC that the pre-occupation works are being undertaken.

Key Stages: Five Years Following First Unit Occupation 6.5 The TP period would become fully active upon occupation of the 1st unit and remain active for 5 years following that date. The ultimate aim of the TP is for residents to take over the day to day implementation of the travel plan and to see it firmly embedded within the local community.

6.6 During this time, activities defined in the preliminary stage would be expanded upon. These measures would be determined by the TPC in conjunction with residents, local businesses, local authorities and other key players e.g. public transport operators and local cycle champions. These measures are discussed in further detail in the remainder of this section.

Physical Infrastructure 6.7 This Travel Plan primarily focuses on ‘soft measures’. ‘Hard measures’ (infrastructure) are also proposed to support the development and wider network. Such measures include the creation of pedestrian footpaths that connect to existing PROWs. As part of another residential development north of Woodland Drive (Application Reference: 15/09902/FUL) improvements have been made to provide a bus shelter and informal crossing, which will benefit the users of the proposed site.

Modal Measures: Walking and Cycling 6.8 This TP has summarised the local walking and cycle networks and facilities that this TP would promote to residents. The accessibility review suggests that walking and cycling are an attractive option for a trip to the local convenience store, schools and community centre.

6.9 Encouraging residents to become familiar with local walking and cycling routes early on, for example by working with local and national campaigns and events with local key stakeholders, whilst aiming to secure discounts at local stores, would maximise the potential for residents to habituate walking and cycling as part of a healthy and sustainable lifestyle. Potential measures for supporting local walking and cycling are set out within Table 11. Modal Measures: Public Transport 6.10 Whilst bus services are fairly limited to the surrounding areas, there are opportunities to encourage travel further afield by bus. Maximising resident use of public transport would be supported through raising awareness of the local bus services whilst highlighting the costs and benefits of this option in comparison to single occupancy vehicle use.

6.11 The attractiveness of the bus service would be supported through tailored promotions and schemes. Proposed public transport promotional measures are set out within Table 12. Modal Measures: Promote Car Sharing 6.12 Car sharing is a simple and effective way to reduce the number of lone car trips, whilst bringing reductions in transport costs, congestion and pollution, and also social benefits including increasing resident interaction and co-operation. The nature and location of the proposed development lends itself to car-sharing as a primary focus for travel mode shifts.

6.13 The free Wiltshire Liftshare website service, where members can find potential car-sharing partners, should be promoted by the TPC. Such is the location of the site, that the community centre to the south of the site could be identified from which daily car-share trips to Salisbury Centre are implemented. Potential measures for supporting car-sharing are set out within Table 13. Modal Measures: Sustainable Private Vehicle Use 6.14 On occasions when single occupancy vehicle use is unavoidable or where alternative travel options are significantly limited in comparison, the TPC should seek opportunities to promote sustainable driving practices. Potential measures for supporting sustainable driving practices are therefore set out within Table 14. Modal Measures: Home/Remote Working and Other Modes 6.15 Options for working from home, utilising mobile technology to enable remote working in public locations, and teleconferencing, are becoming popular working practises for many companies.

6.16 Whist the TP has limited scope to influence workplaces it can ensure that residents are aware of the developments in smarter working technology and encourage them to enquire with their employers regarding their application.

6.17 The 2011 Journey to Work census data identified that 200 people in Winterslow work mainly from home, which is a significant proportion of residents. The promotion of benefits of this working practice could encourage others to undertake similar habits and practices. Potential home/remote working measures are set out within Table 15. 6.18 This TP has not identified specific targets for other travel modes such as motorcycle or taxi or potential future alternative options such as Electric/Alternatively Fuelled Vehicles. Should monitoring exercises and communication with residents and key players identify a strong interest in other travel modes, measures (and associated targets) should be explored by the TPC through dialogue with the local key players such as operators and the WC TPO.

Local Area and Other Site Users 6.19 The TP should not evolve in isolation to the local area and community. Maximising use and enjoyment of the local area is essential to providing an effective TP. The TP should promote the local area’s facilities whilst actively engaging with local residents, community groups, and schools, at events such as open days and village fairs etc. Early engagement with other active residential Travel Plans would provide an opportunity for a ‘joined up working’ approach to maximise resources and share best practice.

Visitors 6.20 TP’s try to encourage and extend sustainable travel opportunities to any visitors travelling to and from the site. Residents’ own positive sustainable travel experiences should have a knock-on effect to visitors. Visitors will have access to the Travel Plan Website (as described in Chapter 7) similarly to local residents, and will be able to make an informed decision on how they travel to and from the site.

7.0 IMPLEMENTATION AND MONITORING

The Travel Plan Coordinator (TPC) 7.1 The TPC position would be part-time over the course of the TP, which is at this stage anticipated to be the Preliminary Period followed by five years of full implementation, beginning upon first occupation. The TPC would be responsible for the day to day implementation and monitoring of the Travel Plan. The early stages of a TP are relatively time intensive and the budget should be 'front-loaded' to take into account the work that is required to establish the TP.

7.2 More specifically, the role of the TPC requires:  Overseeing the development and implementation of the TP, and maintaining support;  Designing and implementing an effective marketing strategy and raising awareness;  Staying informed on campaigns, promotions, services and facilities;  Setting up, co-ordinating/attending steering group/resident association meetings and travel based events such as ‘Bike Doctors’;  Acting as the point of call for all TP enquiries; and  Co-ordinating the monitoring and evaluation programme for the TP including organisation of surveys.

7.3 On appointment (at least three months prior to first occupation), contact details and a final action plan for the TPC will be provided to WC to ensure that a clear strategy is achievable from first introduction of the TP and that the measures stated within this TP are being conducted in a satisfactory manner.

Travel Advice and Events 7.4 At the time of distributing the Welcome Packs, the TPC will endeavour to provide an induction into the Travel Plan, during which, residents can raise queries they have regarding travelling to and from the site.

7.5 A number of national travel events are held over the course of the year and the TPC will aim to encourage site users to get involved. These would likely be tailored to the nature of the site and residents.

Surveys and Feedback 7.6 A consistent approach must be implemented with the following aims in mind:

 Co-ordinating the monitoring programme for the TP including organisation of surveys;  All informed of TP's aims and objectives, including WC, residents, and developer;  A representative and informative account in accordance with development timescales;  An understanding of local travel modal shares, perceptions and influencing factors;  An understanding of the progress and impact (successes and obstacles) of the TP;  Avoiding resident/respondee fatigue by securing a time-efficient, user-friendly and incentivised method of data collection which benefits subsequent TP implementation;  Being adopted in some form by local residents beyond the TP's active life; and  Co-ordinated questions with other local TPs.

7.7 This TP’s approach to monitoring acknowledges the above requirements and is displayed within Table 17, and summarised in the subsequent paragraphs. 7.8 A Resident Travel Survey will be completed 3 months after first occupation, forming the baseline travel pattern with three further residential travel surveys completed at the end of each year.

7.9 The results of the survey would be available for residents to view on the developments dedicated Travel Plan Website and also included within newsletters. These results would also be presented at resident associated meetings and displayed on the TP website.

7.10 After each travel survey has been conducted, a monitoring/progress report will be produced and submitted to WC within 3 months of the survey taking place. This report would outline how the TP has been implemented for the year along with a presentation of survey results and analysis of the responses, information of voucher co-ordination to highlight which vouchers have been arranged and the number and reflective percentage of the voucher take up and how residents intend to use the voucher. The report would then conclude with an outline of the future monitoring strategy and a confirmation of targets and revisions where necessary/applicable.

7.11 Resident survey responses would be incentivised through the promise of a voucher accompanied by a pre-paid envelope, online survey method and an opportunity for doorstep completion during the TPC's site visit. The TPC would also be required to explore opportunities for incentives, drawing on experience and contacts gained as the TP develops.

7.12 The voucher would be valid for 3 months, with Terms and conditions clearly stated on the voucher.

Marketing and Communication 7.13 The co-ordination of TP documentation within resident information / welcome packs and subsequent local communication opportunities (e.g. through resident groups, notice boards, community websites etc.), a significant weight would be added to the marketing campaign for the TP.

7.14 The TPC would develop a TP logo; an easily identifiable symbol synonymous with the TP. This would be used on all TP material and used within the co-ordinated marketing campaign and communication forms below:  The Resident Travel Information Pack  Bi- Annual newsletter  Use of social media

7.15 Where appropriate and available, the TPC should also consider developing an interactive online tool (such as PBA’s Travel Planning website http://pbatravelplan.com/) providing access to information related to accessibility and sustainable travel opportunities. Such a website, which would further complement and form a part of the PTP and monitoring exercises, could also provide information on the following and in the longer term may be maintained and developed further on a voluntary basis by residents. Such items may include:

Action Plan 7.16 An Action Plan has been developed that identifies all the measures to be implemented the person / organisation responsible for their implementation, and timescales for delivery. This Action Plan is attached in full as Appendix D.

7.17 Should the annual progress review identify areas where the TP has fallen short of its objectives and targets (with consideration to any unforeseen circumstances beyond the control of the TPC), the TPC would work with WC’s TPO to identify possible areas for improvement and new measures.

7.18 The evolution of the TP over the 5-year period would highlight aspects that were successful and those having little impact, and therefore guide such remedial measures.

Community Embedding and Handover 7.19 Following the successful completion of the TP’s 5-year strategy, the site should be operating in a more sustainable fashion with opportunities for the TP's principles and practices to become embedded in the development and the wider local area. Local resident engagement and a gradual handover is embedded within the proposed TP strategy and should form a key subject in annual liaison with WC’s TPO as the TP draws to an end.

Overcoming Barriers to Success 7.20 A potential barrier to implementing a successful TP could be that the management of a TP is not satisfactory for the tasks required. The developer would be required to appoint a TPC. Once identified, and the appropriate funds secured, work on the TP can commence prior to occupation of the development.

7.21 Whilst specific remedial measures have not been identified within the Travel Plan, such remedial measures would be identified through discussions with WC Travel Plan Officers. The 5-year budget for implementing the Travel Plan Coordination works would be sufficient to ensure that remedial measures could be implemented. For instance, as if one measure is not working in Year 1, there would be budget in Year 2 to rectify this and change to new measures if needed.

8.0 SUMMARY AND CONCLUSIONS

8.1 This Travel Plan (TP) has been prepared by Paul Basham Associates (PBA) on behalf of Primetower Properties Ltd to support a planning application for a residential development of 46 dwellings west of Middleton Road, Winterslow.

8.2 A Travel Plan is a strategy that supports National and Local policies through managing access to a development site and supporting an increase in sustainable travel. It is an evolving process initiated by a front-loading exercise through the completion of this document and dialogue between its authors, WC and the applicant.

8.3 The TP’s primary objective is to support sustainable development by reducing the impact of the development’s travel demands through raising awareness of and promoting more sustainable travel practices.

8.4 An indicative baseline travel modal split and targets have been established for the proposed development site, although all targets and measures would be reviewed and revised where necessary (including after the site-specific baseline survey has been completed at 3months of 1st occupation), and agreed with WC. The overall target of the TP is to create a 10% shift in modal choice away from single occupancy car trips towards more sustainable modes.

8.5 In order to meet the key objectives of this TP, a number of measures are proposed for implementation from an early stage and to be relevant to the varying local demographic. Such measures primarily focus on car-sharing, cycling, and walking for shorter journeys and bus travel (and public transport in general) for longer distance journeys, as well as local network building and communication.

8.6 A Travel Plan Co-ordinator (TPC) will be appointed to oversee the implementation of all aspects of the TP. The TPC will raise awareness and encourage changes in behaviour through effective communication strategies. The TPC will organise surveys and subsequently liaise with WC to ensure accurate baseline travel trends against which the TP targets are set. Survey results will be used to update and revise the content of the TP’s Action Plan, to ensure it remains an active process, becomes an increasingly integrated into and adopted by the local community, and maximises available opportunities to increase levels of sustainable travel.
