Our citizens actively participate in the sacred democratic processes through periodic elections and other democratic means. The elected representatives articulate their hopes and aspirations and through legislations, work diligently, for the national interest and welfare of the people. This keeps our democracy alive and vibrant. In fact, people’s faith in our vibrant democratic institutions depends greatly upon the effectiveness with which the proceedings of the House are conducted. The Chair and the Members, through their collective efforts, give voice to the matters of public importance. In fact, the Lower House, Lok Sabha, under the leadership and guidance of the Hon’ble Speaker, is pivotal to the fulfillment of national efforts for development and public welfare. The 17th Lok Sabha was constituted on 25 May 2019 and its first sitting was held on 17 June 2019. The Hon’ble Prime Minister, Shri Narendra Modi, moved the motion for election of Shri Om Birla as the new Speaker of the Lok Sabha on 19 June 2019, which was seconded by Shri Rajnath Singh.

The previous record was created during the 5th Lok Sabha (1972) when 14 starred questions were answered. In the 5th Lok Sabha (1972), the number of starred questions was fixed at 20 per Question Hour. Similarly, for the Rajya Sabha, the number is fixed at 15. Members of Parliament have a right to ask questions which is one of the devices available to them to seek information on matters of public importance. The Question Hour is one such mechanism in which the members ask questions on varied aspects of administration and governmental activity. Question Hour The first hour of every parliamentary sitting is termed as Question hour. It is mentioned in the Rules of Procedure of the House. During this time, the members ask questions and the ministers usually give answers. 1/2 The questions are of three types, namely, Starred questions: These are distinguished by an asterisk. It requires an oral answer and hence supplementary questions can follow. The list of these questions is printed in green colour. Unstarred questions: It requires a written answer and hence, supplementary questions cannot follow. The list of these questions is printed in white colour. Short notice questions: The matters of public importance and of urgent character are considered under this type of questions. It is asked by giving a notice of less than ten days.

    XVIIth Lok Sabha in the service of the Nation The First Two Years The Parliament of a nation is a living embodiment of the faith of the people in a democratic polity and an affirmation of commitment to participation in the governance process. The Houses of Parliament are thus hallowed institutions that represent the sovereign will of the people and are mandated by the Constitution to guide the destiny of the nation. It is therefore critical that all efforts are made to provide Members with a congenial and enabling environment for their effective participation in the business of the Houses of Parliament and in the discharge of their roles as representatives of the people. Meaningful and effective participation of Members in the business of Lok Sabha is the cornerstone of strong and vibrant democracy, that is India. In furtherance of this cause, the Lok Sabha under the stewardship of Hon'ble Speaker, Shri Om Birla, has in the last two years, endeavored to provide all Members with the comfort and assurance of an enabling environment in the House that is conducive for free and fair debates and discussions as is cherishable in a parliamentary democracy. Under the guidance of Hon'ble Speaker, a series of steps have been taken for sensitive handling of all matters that may contribute to improvement in ease in participation for the Members in House proceedings.     CHAPTER - 17 Questions Time for questions nless the Chairman otherwise directs, the first hour of every sitting is available Ufor the asking and answering of questions.1 The House commences its sitting at 11.00 a.m. and generally proceeds immediately to question time until 12.00 noon. This hour is popularly and commonly known as Question Hour. However, there is an instance when the sitting of the House commenced at 3.00 p.m. as a function to commemorate the 50th Anniversary of the first sitting of the Constituent Assembly was held at 10.00 a.m. on 9 December 1996, in the Central Hall, Parliament House.2 The Question Hour accordingly, continued upto 4.00 p.m. The Rajya Sabha met for the first time on 13 May 1952, and till 26 May 1952, there was no Question Hour in the House. On 16 May 1952, which was the second sitting of the House, the Chairman made the following announcement: "...After a good deal of discussion, I decided that we should adopt the procedure of the House of Lords. Questions on two days a week, three starred questions a day—that is the procedure of the House of Lords...Three questions will be answered orally and those questions will be selected in the order of receipt."3 On 19 May 1952, a member raised the following question of privilege arising out of the announcement made by the Chairman: It appears that under powers conferred on him under article 118(2) of the Constitution, the Chairman has modified the practice obtaining in the old Council of State relating to asking of questions by members to the disadvantage of the rights of such members.

    CHAPTER—9 Rules of Conduct and Parliamentary Etiquette General observations here are certain established parliamentary customs, conventions, Tetiquette and rules which are required to be observed by members, both inside the House as well as outside. These are based not only on Rules of Procedure and Conduct of Business in the Rajya Sabha and Rulings and Observations by the Chair but also on past practices, customs and conventions and precedents and traditions of Parliament, which a member comes to know through his/her personal experience in Parliament. All these are, what is technically known as parliamentary etiquette.1 A few days prior to the first sitting of the Rajya Sabha on 13 May 1952, a paragraph was issued in the Parliamentary Bulletin under the heading “Parliamentary Etiquette.” 2 It listed some of the important rules numbering twenty-seven which members were generally expected to observe in the Chamber. On 16 May 1952, a member objected to the said Bulletin on the ground that it was not in keeping with the privileges of members of the House and, therefore, demanded that it should be withdrawn. The Chairman observed that the Bulletin referred to practices which had been in observance hitherto and it was only for members’ guidance. Most of them were rules of parliamentary etiquette which were observed in Parliaments all over the world. Some of the members happened to be new to the House. Therefore, those suggestions had been made3 (The paragraph was not, however, repeated thereafter). The various customs, conventions, etc. are now mentioned in the Handbook for Members published by the Rajya Sabha Secretariat from time to time.

Consequently, the procedure for amendment of the rules as given in rule 306 of the Fourth Edition (rule 331 of the Present edition) came into force with effect from the 15th October, 1954. In December, 1956, Rules Committee recommended that the rules contained in the Fourth Edition of the Rules as amended from time to time might be approved by the House under article 118(1) of the Constitution. The House agreed. Accordingly, the Fifth Edition of the Rules incorporating the amendments made till 28th March, 1957, was laid on the Table of Lok Sabha on that day.

KUMUDA S L Assistant Professor GFGC Shiggavi THE QUESTION HOUR AND THE ZERO HOUR: PARLIAMENT OF INDIA About Parliament Question Hour: The first hour of every sitting of Parliament is generally reserved for the asking and answering of questions. Zero Hour: The time immediately following the Question Hour has come to be known as "Zero Hour". It starts at around 12 noon (hence the name) and members can, with prior notice to the Speaker, raise issues of importance during this time. Typically, discussions on important Bills, the Budget, and other issues of national importance take place from 2pm onwards. THE QUESTION HOUR (LOK SABHA) INTRODUCTION: Generally, the first hour of a sitting of Lok Sabha is devoted to Questions and that hour is called the Question Hour. It has a special significance in the proceedings of Parliament. Asking of questions is an inherent and unfettered parliamentary right of members. It is during the Question Hour that the members can ask questions on every aspect of administration and Governmental activity. Government policies in national as well as international spheres come into sharp focus as the members try to elicit pertinent information during the Question Hour. The Government is, as it were, put on its trial during the Question Hour and every Minister whose turn it is to answer questions has to stand up and answer for his or her administration’s acts of omission and commission.
