Violence, Identity, and Alterity Post-War Rhetoric of Sri Lanka’S Bodu Bala Sena Violence, Identity, and Alterity Post-War Rhetoric of Sri Lanka’s Bodu Bala Sena By Bruno Marshall Shirley A thesis submitted to Victoria University of Wellington in fulfilment of the requirements for the degree of Master of Arts in Religious Studies Victoria University of Wellington Te Whare Wānanga o te Ūpoko o te Ika a Māui 2015 ABSTRACT The Bodu Bala Sena (Buddhist Strength Army) is a Sinhalese nationalist movement led by Buddhist monks that recently came to international prominence following a 2014 anti-Muslim rally that erupted into deadly violence. The Bodu Bala Sena is set apart from earlier nationalist movements in that its hostility is primarily directed towards Sri Lankan Muslims instead of Tamil separatists. Despite this difference I argue that the Bodu Bala Sena is best considered as a new development in this existing tradition of Sinhalese Buddhist nationalism, and that the re-orientation of the Bodu Bala Sena’s hostility from Tamils to Muslims reveals the extent to which Sinhalese nationalist conceptions of their own identity are built around various interpretations of a particular “identity narrative.” This identity narrative, which has its genesis in anti-colonial interpretations of the Mahavamsa, casts the Sinhalese people as defenders of a sacred island (the dhammadipa) against impious foreign invaders who threaten its unity and sanctity. The case of the Bodu Bala Sena demonstrates both the ongoing relevance of this identity narrative in the post-war era and, importantly, the availability of the narrative for contextual re- interpretation. Abstract In this thesis, I argue that discourses of victimhood, victory, and xenophobia underpin both Sinhalese and Tamil nationalist and religious fundamentalist movements. Ethnic discourse has allowed citizens to affirm collective ideals in the face of disparate experiences, reclaim power and autonomy in contexts of fundamental instability, but has also deepened ethnic divides in the post-war era. In the first chapter, I argue that mutually exclusive narratives of victimhood lie at the root of ethnic solitudes, and provide barriers to mechanisms of transitional justice and memorialization. The second chapter includes an analysis of the politicization of mythic figures and events from the Rāmāyaṇa and Mahāvaṃsa in nationalist discourses of victory, supremacy, and legacy. Finally, in the third chapter, I explore the Liberation Tiger of Tamil Eelam’s (LTTE) rhetoric and symbolism, and contend that a xenophobic discourse of terrorism has been imposed and transferred from Tamil to Muslim minorities. Ultimately, these discourses prevent Sri Lankans from embracing a multi-ethnic and multi- religious nationality, and hinder efforts at transitional justice.

    Policy Brief December 2015 The rise of Buddhist-Muslim conflict in Asia and possibilities for transformation By Iselin Frydenlund Executive summary Violence against Muslim minorities in Buddhist societies has increased in recent years. The Muslim Rohingyas in Myanmar are disenfranchised, and many of their candidates were rejected by the official Union Election Commission prior to the 2015 elections. Furthermore laws about religious conversion, missionary activities, and interfaith marriage are being pro- moted to control relations between religions and prevent conflict. The danger, however, is that increased control will lead to more, not fewer, conflicts. Discrimination against religious minorities may lead to radicalisation. In addition minority-majority relations in a single state may have regional consequences because a minority in one state can be the majority in another, and there is an increasing trend for co-religionists in different countries to support each other. Thus protection of religious minorities is not only a question of freedom of religion and basic human rights; it also affects security and peacebuilding in the whole region. Anti- Muslim violence and political exclusion of Muslim minorities take place in the wake of in- creased Buddhist nationalism. This policy brief identifies local as well as global drivers for Buddhist-Muslim conflict and the rise of Buddhist nationalism. It then shows how Buddhist- Muslim conflict can be addressed, most importantly through the engagement of local religious leaders. Introduction Buddhist countries are generally at risk of persecution. But Attacks on Muslim minorities in Buddhist countries have weak state protection of Muslim communities leaves these escalated in recent years (OHCHR, 2014).

    1 Mapping Monastic Geographicity Or Appeasing Ghosts of Monastic Subjects Indrani Chatterjee Rarely do the same apparitions inhabit the work of modern theorists of subjectivity, politics, ethnicity, the Sanskrit cosmopolis and medieval architecture at once. However, the South Asianist historian who ponders the work of Charles Taylor, Partha Chatterjee, James Scott and Sheldon Pollock cannot help notice the apparitions of monastic subjects within each. Tamara Sears has gestured at the same apparitions by pointing to the neglected study of monasteries (mathas) associated with Saiva temples.1 She finds the omission intriguing on two counts. First, these monasteries were built for and by significant teachers (gurus) who were identified as repositories of vast ritual, medical and spiritual knowledge, guides to their practice and over time, themselves manifestations of divinity and vehicles of human liberation from the bondage of life and suffering. Second, these monasteries were not studied even though some of these had existed into the early twentieth century. Sears implies that two processes have occurred simultaneously. Both are epistemological. One has resulted in a continuity of colonial- postcolonial politics of recognition. The identification of a site as ‘religious’ rested on the identification of a building as a temple or a mosque. Residential sites inhabited by religious figures did not qualify for preservation. The second is the foreshortening of scholarly horizons by disappeared buildings. Modern scholars, this suggests, can only study entities and relationships contemporaneous with them and perceptible to the senses, omitting those that evade such perception or have disappeared long ago. This is not as disheartening as one might fear.

The animal-human confrontation increased with the expansion of human communities to the wilderness. Medieval Chinese Buddhists developed new discourses, strategies, rituals, and narratives to handle the snake issue that threatened both Buddhist and local communities. These new discourses, strategies, rituals, and narratives were shaped by four conflicts between humans and animals, between canonical rules and local justifications, between male monks and feminized snakes, and between organized religions and local cultic practice. Although early Buddhist monastic doctrines and disciplines prevented Buddhists from killing snakes, medieval Chinese Buddhists developed narratives and rituals for killing snakes for responding to the challenges from the discourses of feminizing and demonizing snakes as well as the competition from Daoism. In medieval China, both Buddhism and Daoism mobilized snakes as their weapons to protect their monastic property against the invasion from each other. This study aims to shed new light on the religious and socio-cultural implications of the evolving attitudes toward snakes and the methods of handling snakes in medieval Chinese Buddhism. Definitions Islamaphobia is used in Sri Lanka mainly by Muslim commentators, scholars, a few Islamic scholars and a handful of non-Muslim intellectuals to describe the hatred and fear of Islam by non-Muslims and/or as one of the root causes of anti-Muslim hatred. There is more usage of the term anti-Muslim hate than Islamaphobia and the latter is at times used to describe the former. Historical/political context affecting usage of terms: There are number of factors that influence and affect the usage of these terms. They include: a) Muslim’s historical ethnic claims – pre-independence Muslim political representatives fearing they would be a ‘minority within a minority’ fought hard to establish their own ethnic identity. The British enabled this through a problematic and weak classification titled ‘Moor’ (Ceylon and Coastal). There were also other Muslim ethnic groups such as the Malays. Based on weak ethnic markers (Arab origin, distinct culture) and as they were conversant in both local languages (Tamil and Sinhalese), Muslims became less ethnically distinctive and more commonly identified as a religious group, or as ‘Muslims.’ Nevertheless, claiming an identity distinct from the two larger ethnic groups and seeking recognition as a separate group remains critically important to community representatives and leaders.1 Consequentially, both from outside and inside the community hate, attacks and violence are framed as against ‘Muslims’ rather than ‘Islam’ and renders to the more frequent reference of ‘anti-Muslim’ violence/hate/attacks over Islamaphobia.
