QSport maintained liaison with the State Government and other parties during 2011 with the QSport Board meeting on four occasions with the State Minister for Sport, the Hon. Phil Reeves MP. It met Shadow Minister David Gibson at the Board’s annual Review and Planning meeting in August.

QSport’s Chief Executive Officer also met with Minister Reeves, his Policy Advisors and senior Departmental staff regularly in what amounted to a continuing strong working relationship between QSport and the State.

Treasurer’s Report

Once again it is my pleasure to provide this report on the financial affairs of QSport for another calendar year.

Again, as in previous years, I commend the QSport staff who handle the day to day work associated with the raising, recording and reporting of finances to me and my fellow Board members and ultimately the wider QSport membership.

Perusal of the financial statements shows an operating deficit of $19,858 which is the first deficit in 12 years and in line with the Board’s expectation following a review in August .

Income, in fact, rose by $101,098 on the previous year’s figure, due mainly to an increased contribution from the State Government via its IPB Funding contract, increased support from members and other supporters for some QSport functions and increased contra sponsorship support from News Queensland, producer of The Courier-Mail, for the Sport Awards/ Hall of Fame.

Expenditure, though, rose by $167,337 on the 2010 figure, with increases in all cost areas including Administration & Meetings (due mainly to one-off losses on disposal of some office equipment), Functions (largely due to the abovementioned contra advertising support from News Queensland for the Sport Awards/ Hall of Fame and associated one-off travel costs) and Staffing (via a full complement of three staff for the entire year).

With all required provisions addressed, over $300,000 in retained member funds and a contract from the State Government for some $570,000 for services to be provided in 2012-13, QSport remains in a sound financial position.

I commend the Balance Sheet and Financial Statements to members for perusal and acceptance.

1. INTRODUCTION

Sports Federation of Queensland (“Association”) is an association incorporated as an industry based collective. The financial statements of Sports Federation of Queensland are for the period 1 January to 31 December 2011.

Principal activities The principal activity of the association during the year was the operation as the primary representative body for organised and affiliated sport in Queensland working to enhance and develop sport in Queensland.

Currency The financial report is presented in Australian dollars and amounts are rounded to the nearest dollar.

Registered office The registered office of Sports Federation of Queensland is situated at Sports House, Cnr Castlemaine & Caxton Streets, Brisbane, Queensland 4064.

Authorisation of financial report The financial report was authorised for issue on the 24th day of February 2012 by the Board of Management.

2. SUMMARY OF ACCOUNTING POLICIES

The principal accounting policies adopted in the preparation of the financial statements are set out below. These policies have been consistently applied to all the years presented, unless otherwise stated.

Basis of accounting

The Association is not a reporting entity because in the opinion of the Board of Management it is unlikely that users exist who are unable to command the preparation of reports tailored so as to satisfy all of their information needs. These financial statements are therefore “Special Purpose Financial Reports” that have been prepared solely to meet the accountability requirements under the Association’s constitution and the requirements of the Associations Incorporation Act of Queensland 1981.

Accounting standards do not have mandatory applicability and consequently have not been applied.

(a) Revenue recognition

Sponsorship income is recognised upon invoicing of the sponsor in accordance with the terms and conditions of sponsorship. Adjustments are made to this revenue item when the sponsor’s invoice is received.

(b) Government grants

Government grants, (including non-monetary grants at fair value) are not recognised until there is reasonable assurance that all conditions will be complied with and that the grants will be received.

Grants are recognised in the Statement of Comprehensive Income over the periods necessary to match them with the related costs which they are intended to compensate, on a systematic basis.

(c) Receivables

Trade accounts receivable and other receivables represent the principal amounts due at balance date less any provision for doubtful accounts.

(d) Income tax

The Association is exempt from income tax under the Income Tax Assessment Act 1997.

(e) Property, plant and equipment

All property, plant and equipment are stated at cost.

Plant and equipment is stated in the financial statements at cost. All plant and equipment are depreciated over their estimated useful lives using the diminishing value method starting from the time the assets are held ready for use. The average depreciation rates per class of asset are as follows:

(f) Employee benefits

Wages and Salaries, and Annual Leave Liabilities for wages and salaries and annual leave are recognised, and are measured as the amount unpaid at the reporting date at current pay rates in respect of employees’ service up to that date.

Long Service Leave The provision is measured at the present value of the estimated future cashflows in respect to services provided up to balance date. Liabilities are determined after taking into consideration estimated future increases in wages and salaries and past experience regarding staff departures. Related on costs are included.

(g) Mortgages, charges and securities

There were no mortgages, charges or securities of any description affecting any of the property of the incorporated association for the year ended 31 December 2011 and the Association does not have any credit standby arrangements or borrowing facilities.

INDEPENDENT AUDITOR’S REPORT To the Members of Sports Federation of Queensland Incorporated

Report on the Financial Report

We have audited the accompanying financial report, being a special purpose financial report of Sports Federation of Queensland Inc., which comprises the statement of financial position as at 31 December 2011, the statement of comprehensive income, statement of changes in equity and notes comprising a summary of significant accounting policies and other explanatory information, and the declaration by the board of management.

Board of Management’s Responsibility for the Financial Report The board of management of the association are responsible for the preparation of the financial report and have determined that the basis of preparation described in Note 2 to the financial report is appropriate to meet the requirements of the Associations Incorporation Act of Queensland 1981 and is appropriate to meet the needs of the members.

The board of management’s responsibility also includes such internal control as the board of management determine is necessary to enable the preparation of a financial report that is free from material misstatement, whether due to fraud or error.

Auditor’s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We have conducted our audit in accordance with Australian Auditing Standards. Those standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation of the financial report that gives a true and fair view in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the board of management, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

Independence In conducting our audit, we have complied with the independence requirements of the Corporations Act 2001.

Qualification As is common for organisations of this type, it is not practical for the Sports Federation of Queensland Inc. to maintain an effective system of internal control over income including the fund raising activities until their initial entry in the financial records. Accordingly, our audit in relation to income was limited to amounts recorded.

Qualified Auditor’s Opinion on the Financial Report In our opinion, except for the above mentioned matter, the financial report of Sports Federation of Queensland Inc. is in accordance with:

(a) the Associations Incorporation Act of Queensland 1981, including:

i) giving a true and fair view of the entity’s financial position as at 31 December 2011 and of its performance for the year ended on that date in accordance with the accounting policies described in Note 2; and

ii) complying with Accounting Standards in Australia to the extent described in Note 2 and complying with the Associations Incorporation Act of Queensland 1981; and

Basis of Accounting Without modifying our opinion, we draw attention to Note 2 to the financial report, which describes the basis of accounting. The financial report has been prepared for the purpose of fulfilling the board of management’s financial reporting responsibilities under the Associations Incorporation Act of Queensland 1981. As a result, the financial report may not be suitable for another purpose.
