The Concept of Ministry in the Arabic Political Tradition Its origin, development, and linguistic reflection IVAN V. SIVKOV Abstract The paper presents the results of an analysis of the term “ministry” (wizāra) as one of the pivotal concepts in the Arabic/Islamic political tradition. The ministry as key political/administrative institution in the Arabic/Islamic traditional state machinery is researched from a historical/institutional perspective. The concept of ministry is treated from the point of its origin and historical development, as well as its changeable role and meaning in the variable Arabic political system. The paper is primarily dedicated to the investigation of the realization of the concept of ministry and its different types and branches in the Arabic language through the etymological and semantic examination of the terms used to denote this institution during the long period of administrative development of the Arabic world from its establishment as such and during the inception of the ʿAbbāsid caliphate to its usage in administrative apparatus of modern Arab states. The paper is based on Arabic narrative sources such as historical chronicles, collections of the official documents of modern Arabic states, and the lists of its chief magistrates (with special reference to government composition and structure). ORDER GRANTING IN PART AND DENYING IN PART MOTION TO DISMISS This case is about a consulting fee dispute. The plaintiff claims that the defendant agreed to pay the plaintiff about $1.5 million for consulting services in 2018 but that the defendant has only paid about half that amount. The plaintiff has filed this lawsuit alleging numerous claims, and the defendant in turn has moved to dismiss the claims for statutory theft and breach of the implied covenant of good faith and fair dealing. I will grant in part and deny in part the motion to dismiss. BACKGROUND The following facts are drawn from the complaint and are assumed to be true solely for the purpose of this motion to dismiss. Doc. #1. Plaintiff Dr. Al Malik Office for Financial and Economic Consultancy (“Malik”) is an eponymous sole proprietorship owned and operated by Dr. Ahmed Al Malik, a citizen and resident of Saudi Arabia. Malik provides consulting services for entities seeking funds from investors in Saudi Arabia. Doc. #1 at 1 (¶ 1). Defendant Horseneck Capital Advisors, LLC (“Horseneck”) is a Connecticut limited liability company that raises investment capital for businesses in the United States. Horseneck is 1 based in Greenwich, Connecticut, and is owned and managed by Christopher Franco. Id. at 1 (¶ 2). Malik has sued Horseneck principally seeking payment for consulting services that Malik rendered in Saudi Arabia for one of Horseneck’s investment fund clients. -

What Native Christians in the Middle East Continue to Face: Why it Matters for Both the Caring and the Unconcerned By Habib C. Malik [The annual Earl A. Pope Guest Lecture in World Christianity, delivered at Lafayette College, Easton, Pennsylvania, on Tuesday, April 12, 2016, at 7:00 pm.] There have been Christians and Christian communities living in the Middle East since the dawn of Christianity. After the better part of twenty centuries in and around the Land of the Lord’s Incarnation and Resurrection, however, the presence of these native Christians is threatened with nothing less than termination. What exists today of these communities are the few tenacious remnants scattered throughout the Levant, Iraq, and Egypt of the earlier far larger and more geographically prevalent ones that have steadily dwindled over time due to sustained stresses and pressures brought on historically for the most part from the encounter with Islam. Today, in the early 21st century, the rise of militant and violent Islamism combined with a pervading apathy in the wider world as to the plight of these beleaguered Christian communities threaten to hasten the final demise of Christianity in and around its original birthplace. The bleak future for Christians native to the Middle East, I submit to you tonight, relates organically to the state of Christians and Christianity in today’s largely post-Christian secular Europe, and in the West as a whole. Many will dismiss this alleged connection out of hand, but it continues to impose itself thunderously in the face of all such denial and disinterest. -

Technology has always impacted the art world and shaped the media that artists experiment with and use. Today, there are many artists who use games as their method for conveying their ideas and messages. This paper will examine how three artists use gaming structures to critique historical and social topics through the audience’s interactions with the artworks’ gaming structures. The three case studies about Pippin Barr’s The Artist is Present, Tale of Tales’ The Path and Wafaa Bilal’s performance Domestic Tension will examine how these artworks exemplify and use the elements of the particular genre of games, art games. Through looking at research done on digital space and the case studies this paper will address how these artworks create a shift from the focus of the artwork being on the creator or artist to how the interactions and performance of the audience complete the works. -

U.S. actions are viewed through the prism of a century of disenfranchisement and oppression, much of which can be attributed to the decisions of past colonizers. Nevertheless, there is every indication that Iraqi Shi'ites are going to fight to try and transform the political landsacpe; it may be their last chance in this generation to regain what they feel is their rightful place in Mesopotamia. Iraq is facing a future less certain than at any time in its history—a future that will begin on June 30 when the Coalition Provisional Government ceases to exist and a new temporary governmental entity comes into being. There are some ominous signs that this transition has been extremely ill-conceived, and is likely to lead to more violence and breakdown. -

Scholars utilize the ethnonym Eblaites to refer to the people of Ebla, a major Bronze Age city-state in northern Syria. Discussions about the identity of peoples, especially in the Near East, typically rely on factors such as the identification of the language utilized and the gods worshiped. Thus, because the eblaite language is Semitic and many of the gods worshiped at Ebla occur elsewhere in the pantheons of other Semitic peoples, it is generally accepted that the Eblaites were a Semitic people. However, a host of problems specific to refining this statement continues to be debated. The classification of the Eblaite language within the Semitic family of languages is the center of a sharp debate. Some scholars view Eblaite as a dialect of Old Akkadian, in which case it would be proper to speak of the Eblaites as a branch of the East Semites (Akkadians, Assyrians, and Babylonians). Other scholars view Eblaite as a branch of West Semitic, with an especially close relationship to other West Semitic languages utilized in Syria (in particular, the roughly contemporary Amorite and the later-attested Aramaic). The majority of the evidence favors the latter opinion. To cite one example, the Eblaite first-person independent pronoun I is 'ana, exactly as in Amorite and Aramaic. -

These included: antisemitism and the struggle against it; segregation from and integration into majoritysocieties; and political lobbying on behalf of the “greater nation.” The article argues that the diversityof Jewishrealities,past and present,and the general sense that Jewish minorities in the West ultimatelyfound ways to preservetheir religious identity while amass- ing social-political influence, have renderedcomparisons between Muslims and Jews an essentialaspect of different (and at times contesting) arguments about the future of Muslim minorities in the West. 77 THEME The Central Islamic 4 Lands AS we enter the twenty-first century, there are over 1 billion Muslims living in all parts of the world. They are citizens of different nations, speak different languages, and dress differently. The processes by which they became Muslims were varied, and so were the circumstances in which they went their separate ways. Yet, the Islamic community has its roots in a more unified past which unfolded roughly 1,400 years ago in the Arabian peninsula. In this chapter we are going to read about the rise of Islam and its expansion over a vast territory extending from Egypt to Afghanistan, the core area of Islamic civilisation from 600 to 1200. In these centuries, Islamic society exhibited multiple political and cultural patterns. The term Islamic is used here not only in its purely religious sense but also for the overall society and culture historically associated with Islam. In this society not everything that was happening originated directly from religion, but it took place in a society where Muslims and their faith were recognised as socially dominant. Non-Muslims always formed an integral, if subordinate, part of this society as did Jews in Christendom. Our understanding of the history of the central Islamic lands between 600 and 1200 is based on chronicles or tawarikh (which narrate events in order of time) and semi-historical works, such as biographies (sira), records of the sayings and doings of the Prophet (hadith) and commentaries on the Quran (tafsir). The material from which these works were produced was a large collection of eyewitness reports (akhbar) transmitted over a period of time either orally or on paper. -

(USA) Online ISSN: 2249-4588 & Print ISSN: 0975-5853 Iraqi and Kurdish Cultural Values in the Semi- Autonomous State of Kurdistan By Charles Rarick, Gregory Winter, Casimir Barczyk & Eric Merkt Purdue University Calumet, United States Abstract- This paper explores the cultural values of Kurdistan, a semi-autonomous region of Northern Iraq. An assessment of individuals from both Arab and Kurdish ethnicities was conducted using Hofstede’s 5-D model of cultural values. Some significant differences were found between the two groups. The results of this study indicate that both ethnic groups in Kurdistan possess a low power distance and shortterm orientation. Both ethnic groups rate relatively high on measures of individualism. However, the data revealed that there are significant differences between the two groups in terms of masculinity and uncertainty avoidance. Implications of Kurdistan’s cultural composite relative to economic development, political progress, and management practice are discussed. Ahlgren, Advisor What does it mean to be a Middle Eastern immigrant in the Islamophobic and anti- immigrant context of the early twenty-first century US? How can performance help to construct and make sense of Middle Eastern immigrant identities and their belonging to US society? In “Staging Belonging: Performance, Migration, and the Middle Eastern Diaspora in the United States,” I take on these questions to interrogate facets of “belonging” for Middle Eastern immigrants in a post-9/11 US. I use ethnographic, archival, and performance analysis research methods to examine a range of performances, from the explicitly theatrical to the everyday, to argue that Middle Eastern immigrants use performance tools in aesthetic and quotidian settings to challenge xenophobic and Orientalist meanings of the Middle East while constructing nuanced understandings of Middle Eastern identity in US diaspora. In my attempt to learn about the diasporic formations of Middle Eastern identity through performance, I pay attention to a variety of performance types. In the first chapter, I engage with cultural citizenship theory to study the performance practices of Middle Eastern American theatre companies in producing civic participation opportunities for their target audiences. I focus on the notion of “home” in the second chapter to examine the complicated relationship of Middle Eastern immigrants with their host countries in Saba Zavarei’s travel performance Looking for Tehran (2013) and Mohamad Hafez and Ahmed Badr’s installation Unpacked: Refugee Baggage (2017).
